Otto Reich: From 1983 to 1986, Reich served as the first director of the State Department's Office of Public Diplomacy for Latin America and the Caribbean. In that position, he headed up a somewhat covert, propaganda machine designed to rally up support for President Reagan's policy of aiding the Contras. Reich returned to government under the younger President Bush and amidst controversy as the assistant secretary of state for the Western Hemisphere in February 2002. Also of controversy is his affiliation with Worldwide Responsible Apparel Production, or WRAP, founded in 2000 to fight the anti-sweatshop movement. (AP Photo)
