City Finds Success With Bait Car Program

The Houston Police Department saw a 20 percent reduction in auto thefts in 2008. That translates into a savings of roughly $42.5 million for insurance companies in Houston alone.

"Seventy percent of the people that we arrested in 2008, for example, had criminal histories, prior arrests," Smith said. "They're not opportunistic thieves. They're genuine criminals who need to be taken off the street."
