We have seen this story before, this one comes from miami, complete with surveillance cameras and plenty of strange behavior. One man is under arrest. They call him from the neighbor from hell. Members of a miami community say that this footage is proof that he has been terrorizing them for four years. He's an angry guy and he tries to intimidate you. Reporter: Throwing what looks like an egg at someone's house. I was getting flat tires, not only myself but everybody in my neighbor. Reporter: Early this week, he was arrested and charged.
