We turn to the crisis in Iraq and president Obama's decision to send up to 300 military advisers to help the Iraqi army battle islamic militants. Targeted air strikes listen 0 the table but the president wants to see major changes from the government in Baghdad first. ABC's Martha Raddatz is tracking all the latest from there. Good morning, Martha. Reporter: Good morning, George. Let's talk about those additional 300 U.S. Troops. They will be green berets, they will be not only in Baghdad, but in the volatile north of this country. They will advise and train Iraqi security forces. The president says they will not see combat but this is still a dangerous mission and about the air strikes I think the only way you will see air strikes is if Americans are threatened if the embassy is threatened, if Baghdad is threatened, George. Meantime, Martha, you've got a very dangerous standoff going on at that oil refinery. So important to the whole country. Reporter: Indeed, George, in fact, I was at that very oil refinery in 2009 walking around with general ray odierno. Right now in baiji you have Iraqi security forces, about 275 of them, surrounded, completely surrounded by Isis militants. They aren't attacking the refinery right now. What they are doing is starving out those Iraqi security forces, they are virtually holding them hostage but the Iraqis do believe this oil refinery has fallen.
