They threatened to stop filming there if they didn't get millions of dollars in tax breaks. Now they're fighting back and one of our ace political reporters, ABC's Jeff Zeleny is on the story. Reporter: It is actually hard to tell if life is imitating art or the other way around. In this drama real politicians are using tactics ripped right from the show's headlines. There is but one rule, hunt or be hunted. Reporter: Threats. Am I the sort of enemy you want to make. Reporter: Blackmail. Maybe there was foul playrd and murder playing out on "House of cards." But now another plot is unfolding. The show looks like Washington but it's actually filmed in neighboring Maryland. To attract "House of cards" the state handed out $26 million in tax breaks for the first two seasons. A lot like real estate. All about location, location, location. Reporter: But now they want even more and is holding up production of season three. We just gave them a great gift. Reporter: Now "House of cards" is getting a dose of political reality. Show executives telling martin O'Malley we will have to break down our stage, sets and offices and set up in another state. Maryland lawmakers are doing what Kevin spacey's character frank Underwood might do playing hardball. Certainly the idea of being threatened by frank Underwood seemed to prompt -- seemed to us to invite a frank underwood-style response. May have pushed him too far which is worrisome. Friends make the worst enemies. Reporter: They passed an amendment md threatening to seize certain property of certain film production entities if they leave the state. In other words, if "House of wa wards" wants to leave Maryland the state wants to make it hurt. Two kinds of pain, the sort that makes you strong or useless pain. Reporter: Politicians are on the edge of tear seats. Come on in. Reporter: And all those addicted "House of cards" fans wondering whether it will delay next season. Now, a fight over tax breaks might not make the cut in the real show. But the question to all followers of "House of cards" including president Obama who says it's his favorite will season three be in jeopardy? That's the real question. Which side will blink? Do we know? A significant alert. I can't tell you but Hollywood sources say they believe it will be filmed regardless of where it is and it will look like Washington. All right.
