Now the commissioner is apologizing for that decision and making sure it never happens again. ABC's Mara schiavocampo with the story this morning. Reporter: This video posted by TMZ earlier this year appears to show Baltimore ravens running back ray rice dragging his then fiancee out of a casino elevator. Just moments after allegedly hitting her so hard she is knocked unconscious. Rice is now participating in an intervention program to avoid prosecution of an assault charge and possible jail time. And the NFL suspended him for two games. But this morning, major changes to the NFL's domestic violence policy. In a memo to everyone who works for the league, commissioner roger Goodell announcing a first offense will lead to a six-game suspension. A second offense, banishment from the NFL. For the league to announce this so quickly shows how much they care about this topic. How aware they are that they are leaders, that the NFL is expected to uphold these high standards. Reporter: The NFL faced fierce criticism after rice's suspension, many arguing the punishment was far too little and that the league wasn't taking domestic violence seriously enough.
