The United States, China, South Korea, Japan and Russia -- members of the so-called "six-party talks" with North Korea -- have all demanded that Pyongyang act more quickly to break down its nuclear capability. Former U.S. ambassador to Korea, Donald Gregg, the chairman of the board of The Korea Society, said that if Pyongyang can prove it has dismantled its nuclear program, significant changes in the country's relationship with the United States would result.
