Three Years After Katrina, New Orleans Tries Not to Repeat Old Mistakes
Tropical Storm Gustav built toward renewed hurricane force today as it drove toward Jamaica, while, many miles away, New Orleans watched it with a nervous eye. The city has set a bar for Gustav to hit: if a Category 3 or stronger hurricane comes within 60 hours of the city, New Orleans plans to institute a mandatory evacuation order.
