In his mugshot, Jared Loughner appears clean shaven with a scar on the right side of his head. Appearing before Judge Lawrence Anderson after the shootings, Loughner, shackled and in a khaki prison uniform, answered the judge's questions politely.

Pima County Sheriff Clarence Dupnik described Loughner as "mentally unstable." "I'm not a psychiatrist, so I have no reason to believe the person was insane. Was he unstable? I would agree with that." Loughner so far faces five federal charges, one count of attempted assassination of a member of Congress, two counts of killing an employee of the United States and two counts of intent to kill employees of the United States. During a search of Loughner's home, authorities found an envelope with handwriting that read "I planned ahead" and "My assassination" and the name "Giffords," as well as Loughner's signature.

Caitie Parker, who said she was in school and in a band with Loughner, described him on Twitter as a "political radical." Parker said that Loughner had called Giffords "stupid and unintelligent" after meeting her at an event in 2007. Parker said Loughner had a lot of friends until 2006, when he dropped out of school, claiming he had alcohol poisoning, and pursued his GED. "He was mainly a loner and very philosophical," she said.

A high school classmate, Tong Shan, remembered Jared Loughner as a "good person." But Shan told ABC News, "He just somehow changed so much, I don't know what the hell happened to him." Lydian Ali, who took an advanced poetry class at Pima Community College with Loughner, said he would often speak out or laugh at inappropriate times. "A girl had written a poem about an abortion. It was very emotional, and she was teary eyed, and he said something about strapping a bomb to the fetus and making a baby bomber," Ali said.
