Walking the beach with the democratic president. But this part of the sandy relief is under federal investigation. 25 million of federal money used to create the stronger than the storm ad campaign, featuring christie, his wife and both of their kids. We're stronger than the storm. Reporter: They aired in the middle of the governor's re-election campaign. And now, as if he doesn't have enough trouble, a second federal investigation, totally second from bridgegate. Wants to know did christie pick an ad agency nearly twice as expensive so he could star in the commercial? This was a significantly higher bid. And the lower bid refused to include the governor and his family in the ad. Reporter: The losing ad agency said everything in the two bids was apples to apples, except -- none of our creative included the governor at all.
