So many american families weighing in with their own opinions. How young is too young to have access to emergency contraception, known as plan b? Tonight, a federal judge has brought the debate to a head, ordering the fda to lift its restriction, allowing women of all ages, teenagers, to get that contraception over the counter. No doctor's visit, no prescription. Here tonight, abc's amy robach. Reporter: Girls can soon buy plan b as easily as a bottle of as trin. The federal judge today striking down an obama administration restriction, requiring girls under 17 to have a prescription. The ruling sparked an immediate backlash. Critics, including u.S. Conference of catholic bishops saying it undermines parents' ability to protect their daughters. This really is a legitimate concern that these girls are going to be engaging in risky sexual behavior. Reporter: The judge said the number of young girls using the drug is likely to be inif I test mall. There's a concern that there may be a greater gulf b parents and young girls, because they don't have to tell their parents. You know, the good news is that the vast majority of parents and teens in this country report that they are talking to one another about sexuality and, frankly, I think today's decision can be a teachable moment. Reporter: Here's how plan b works. Once you swallow the pill, a blast of hormones hitting the fa lope yan tubes, stopping the egg and sperm in their tracks, preventing fertilization. It can prevent an egg from attaching to the womw. It a super-sized dose of the birth control pill. Younger women have not at higher risk for side effects. We know it's a very, very safe medication for young women to use. Reporter: Here in this new york city pharmacy, the morning after pill is readily available over the counter, but you have to ask for it behind the counter. And now kids could be able to get it too. For some parents, another modern challenge. The department of justice is reviewing today's ruling. If it decides not to appeal, in 30 days, pharmacies will stock plan b on their shelves, rather than behind the counter. And they will sell it to anyone who wants it, david.
