Aww, nothing wrong with this video. The girl’s hair was moving because her temple moved when she did her thing with her eyebrow. It’s kind of strange looking and it does give the appearance that it’s faked, but I don’t think it is. Pretty cool though and a neat little talent she has there, cute smile too.

I’m a 65 year old grandmother and can do that with my eyebrows, though not quite as fast as this young ‘un! It’s some kind of weird “talent,” lol!
