I honestly don't know what I would do. At home or at Preschool, it doesn't bother me when my son does things that are traditionally for girls. He loves to play with my hair and comments when my clothes look pretty. At school he plays house with the girls sometimes, but 5 minutes later he's playing trains with the boys. As a mother, it would kill me to see him publicly ridiculed (and I know it would happen) if he dressed up in a girl costume. The whispers behind his back and outright negative comments would drive me crazy. To save my son from being exposed to the cruelty this world can sometimes give, I'd probably have him dress in a boys' costume outside, but at home he can dress as whatever he pleases.
