Libya’s Gadhafi Misbehaving Again
More than a year after the United States renewed diplomatic ties with Libya, leader Moammar Gadhafi still has not completed settlement payments to the families of Pan Am 103 victims, and he recently delivered an incendiary speech during which he laughed off any financial impact of the settlement. Libya agreed in 2003 to pay a compensation totaling $2.7 billion, or $10 million to each family of the 270 victims of Pan Am 103, which was blown up over Lockerbie, Scotland in 1988. Libya has formally accepted responsibility for the actions of its officials connected to the bombing. The final installment of compensation payment was to be paid when the U.S. removed Libya from its list of states that sponsor terrorism. That happened in May of last year, but the families are still waiting for $2 million each. Meanwhile, earlier this spring Gadhafi gave an incendiary public speech where he laughed off the settlement payments as having no financial impact as Libya is now allowed to do business with foreign oil companies, another result of the settlement agreement. "Afterwards, for American oil companies to return, they had to pay (money) to Libya, which equaled what we had paid as compensation for Lockerbie. And that’s a great achievement," said Gadhafi in an April speech posted by the Middle East Media Research Institute. "What we gave with our right hand, we took back with our left hand," he laughs. Watch the Video. Some critics say his behavior is further evidence that the U.S. should not be restoring ties with Libya while Gadhafi is still in power. "Shame on the U.S.," said Bert Ammerman, whose brother died in Pan Am 103. "The only reason our government is doing this is because big business and oil companies want to get back into Libya at the expense of the 259 people who were massacred at 31,000 feet." Eleven people were killed on the ground in Lockerbie. Some in Congress acknowledge Gadhafi has benefited from the deal without living up to his end of the bargain. "The tragedy is that Gadhafi is correct when he says that our ineffectual energy policies have reimbursed him," said Rep. Steve Israel, D-N.Y., but Israel adds that while he has no tolerance for Gadhafi, it is still important for the U.S. to establish ties with the Libyan people. "This is about the next generation," he said. Rep. Israel and many others in Congress think that before diplomatic funding is restored, Gadhafi must honor his financial commitments to the Pan Am 103 families. Rep. Israel backed a House measure, which was approved earlier this week, to deny the White House’s request for spending on diplomatic relations with Libya, which includes more than $115 million for a new embassy in Tripoli and more than $1 million for other diplomatic initiatives, until the final compensation payment is received. "For now, our focus has to be on compelling the government of Libya to keep its promises," said Israel. He added that if the freezing of diplomatic funds still does not prompt Libya to pay, then he would support a return to economic sanctions for the country. First off, I’d trust translations emanating from the Middle East Media Research Institute (MEMRI) as far as I could physically throw BP’s planned Libyan infrastructure builds. MEMRI is an abject propaganda tool, not an impartial information source. Any noted specialist on the Mid-East and North Africa could attest to that.
Secondly, and considering the above point, one has to dig deeper into what’s ACTUALLY going with Gadhafi that’s warranted this propaganda push. For that, one can turn to foreign press (published in English online) as well as certain blogs, rather than take ABC News’ final word for it. [MEMRI?!? Pleeeaaase, Brian...]

I have to say, this is not solely a republican “George Bush” issue. This is a US Government issue. We as a society have elected our leaders. They as a whole (Democrat and Republican) are letting us down and smearing our faces with “Oil”. If we want to see our foreign policy changed and how we deal with the other countries of the world, we should be more selective of the people we elect to represent us on the world’s stage.

Just as Libya was obliged to pay every victim $10m, the US should also consider paying their victims in Vietnam for their atrocities. Lots of children were deformed with mental defects through the US campaign of agent orange. Aren’t they ashamed of what they did in Vietnam? Where’s their conscience?

Qadhafi seems to know that, it will be ultimately go to air carriers insurance, So far insurance companies deny any claim resulting from war or natural catastrophes.
Wonder why insurance companies pay to their sister companies for industrial or building loss for fire or collapse?

Its to bad Regan provoked Qadhafi and started a series of events that led up to the Pan Am 103 episode. If only the United States could learn to treat other countries with respect and not bully them. I blame both Regan and Qadhafi equally, and americans that cry foul should read a little recent history.

In as much as I think Ghaddafi’s comments are irresponsible, will ABC shut up and equally fight for Bhopal victims compensation that have been denied by former Union Carbide. What is good for the goose is equally good for the gander. I know for sure it is only self-centered ABC that will carry this news because they believe that Americans are more human than the rest of the world.

The Lockerbie investigation is being reopened. Read the Scotcman for God’s sake! Investigators are also looking at the US’s DEA as the perpetrators. Google “Lockerbie” then click “news” to get the story.

It’s quite something how utterly cowardly we in the West are. A country admits to bombing a plane out of the sky to kill innocent Westerners, and he’s still in power, still alive. I wouldn’t want that disgusting blood

Nice job caving into oil interests and fear of riling anyone. If they can get away with that, what will they get away with in the future. I hope Bush’s strategy is the strategy for the future: confront and retaliate for all attacks on Americans.

I am ashamed we didn`t use our military to win in Vietnam. If we had ,2 million in Cambodia would still be alive. An argument could be made that if terrest didn´t think we were a paper tiger, they wouldn´t be so bold? I think Bismark and Teddy Rosevelt had the right idea of how to handle the ilk of Kadafi

I hate to say this, but this “adopted ” daughter of Gaddafi’s did not materialize until after the 1986 US bombing. Gaddafi and his family were interviewed several times prior to the bombing, and no one mentioned an adopted daughter. As far as anyone knew, he had only one daughter, Aisha. I have no idea who this child really is, but if her death was used to justify Flight 103, Gaddafi should be made to ‘fess up.
