Giuliani’s Mistress Used N.Y. Police as Taxi Service

Well before it was publicly known he was seeing her, then-married New York Mayor Rudy Giuliani provided a police driver and city car for his mistress Judith Nathan, former senior city officials tell the Blotter on ABCNews.com. "She used the PD as her personal taxi service," said one former city official who worked for Giuliani. Video: Giuliani Defends His Mayoral Expenses New York papers reported in 2000 that the city had provided a security detail for Nathan, who became Giuliani’s third wife after his divorce from Donna Hanover, who also had her own police security detail at the same time. Politico.com reported yesterday that many of the security expenses were initially billed to obscure city agencies, effectively hiding them from oversight. The former officials told ABCNews.com the extra costs involved overtime and per diem costs for officers traveling with Giuliani to secret weekend rendezvous with Nathan in the fashionable Hamptons resort area on Long Island. When the New York City comptroller began to question the accounting, Mayor Giuliani’s office declined to provide details to city security, officials told ABCNews.com today. "The Comptroller’s Office made repeated requests for the information in 2001 and 2002 but was informed that due to security concerns the information could not be provided," a spokesperson for the comptroller’s office said. Appearing in public for the first time today, Giuliani told ABC News the accusations he assigned a police security detail to his mistress and helped to hide the expenses in the mammoth New York City budget "a pre-debate hit job."   

"I’m sorry, but I still don’t understand why they filed these expenses the way they did," he said.   

Former officials close to Giuliani say he had "zero" to do with how the police security expenses for Judith Nathan, who he since married, were accounted in the city budget. 

The Giuliani campaign said it would also provide a former deputy mayor, Randy Mastro, to respond to the allegations later today. This post has been updated.

The GOP doesn’t even HAVE a candidate. The conservative base will not come out in droves to support either of the top contenders (due to their support of RoevWade, their corruption, etc). Reagan called this the Republican “shame” that keeps conservatives home on election day. The Dems come out in full force and they take the White House in ’08.

How about following up on the connected and even more egregious allegation? That pre-9/11 Rudy moved the NYC Emergency Command center next in the WTC7 – which had already been the subject of one terrorist attack – so that it would be within walking distance of the Mayor’s office, and so that Rudy & Judith could used the office like a cheap motel?
The result of letting little Rudi doing all the thinking was that the Emergency Control Center was useless on 9/11.

Guiliani did a great job as Mayor of New York. What he did after work doesn’t concern me. Nevertheless, he was required to have a 24/7 security detail. He had no choice in the matter. How the NYPD accounted for the costs was not under Guiliani’s direct control and he should not bear the blame for sloppy accounting on the part of some clerk in NY City government.
Do any of you really think Guiliani micro-managed every aspect of NY City government? I think that he had bigger issues to worry about than to what account his security detail’s expenses should be billed. This is just more ineffective pre-election dirt dished up by his political opponents.

No, Louis, it’s not Gary Hart all over again. Gary Hart had a fling, but he didn’t send the bills to the taxpayers.
A lot of politicians fool around, and as far as I’m concerned that’s between the politician and his/her spouse. But having the taxpayers foot the bill for a mistress is another matter.
Also, it gets worse. Rudy put his command center in the World Trade Center against the advice of just about everyone (the WTC was already bombed once, in 1993), but he wanted it within walking distance of his office, so he could sneak over there for trysts. With no command center, communication on 9/11 was all messed up, so more firefighters died … all for the convenience of the mayor and his mistress.

Funny you should say that as it was under Dinkins that the police budget was expanded by $1,000,000,000 and crime was already dropping and it is also true that when Guiliani took office the nation’s economy & NYC’s started to rebound for which Guiliani can take no credit.
Rudy would have you believe that everything good that happened in NYC was because he was the ‘man in charge’ including a lower rate of abortions. Rudy takes credit for everything.

I find it funny when people complain about what Clinton did and then use that as the excuse for their approval of other’s behavior.
It’s not wrong because someone else did it? If Clinton + adultry = bad, then Guiliani + adultry = bad. Adultry is bad, period.

Rudy is screaming bloody murder about this, that it’s a “Hit Job”. And now this new revelation about the NYPD Taxi Service! Many responders are saying that it’s “Not Important” and are dismissing the story because Rudy wasn’t in charge of the accounting.
Well it is a big deal. These expenses were intentionally miscoded to other city agencies. It was Bloomberg’s Controller that raised these questions to begin with. Based on the amount reported in Politico, this comes out to $0.14 Rudy owes each and every New Yorker for these questionable expenses.
Who cooked the books for Rudy? What accountant under whose authority posted these expenses where they were eventually found? Did Deputy Mayor Joe Lhota direct this? If so why? Robert M. Harding and Adam L. Barsky both served as Director of the NYC Office Of Management and Budget under Giuliani, do either of these men know how or why these expenses were intentionally miscoded? Are they responsible? This whole thing stinks to high heck. I think questions need to be asked to determine who was involved in this. After talking to Joe Lhota maybe Harding or Barsky would be a good people to address these questions. Someone has to know something and New Yorkers, if not the entire nation, deserve answers.

People trying to equate what Rudy is accused of doing with what Clinton did, are being ingenuous and trying to divert attention from the main issue here:
-In Rudy’s case, the appearance is that he misused NYC taxpayers’ $ to chuaffeur his mistress, and pay expenses associated with her and their affair. And then may have attempted to hide the facts, and stonewall official investigation.The extra stink here is the odour of financial corruption, and the apparent coverup.
-In Clinton’s case, Bill wasn’t charging
the American taxpayer big bucks for his oval office “sessions” with Monica. Monica wasn’t given a free chauffeur service, or resort weekends at taxpayers’ expense. There was no financial corruption associated with the Lewinsky case.
-Rudy’s toast now. Adios amigo!

Rudy does not handle power well, unless in on the spot emergency situations like 9/11. Amazing how the obvious details get lost:
Clinton’s escapade was with a starry eyed college intern, which is a bit smarmy I’d say. Rudy’s was with a woman he obviously was in love with and later married. Those are not the same things. Using a girl in love with your power and position vs. falling in love with a woman under less than ideal circumstances.
The accounts stuff is just bs, and doesn’t matter to me one iota. Officials in his position have to have security, and that’s not Rudy’s fault. How some clerk spread the receipts around is a non-news-event. The affair is a non-news-event. Most of America has done with Rudy did. Taking advantage of a GIRL (vs. having a love affair with a woman) is a different animal to me.

I don’t think anyone can begrudge Guliani for ensuring that his wife and mistress were safe.
The issue here is should the taxpayer of New York funded Guliani’s sex life? One security detail for his then wife is perfectley acceptable. A security detail for his bit on the side is an abuse of power. Guliani has shown he cannot be trusted with the keys of the White House.

The Huckabee proponents here are hypocritical for touting Huckabee as an ethical alternative to Guiliani. Huckabee has his own ethics problems that smack of financial self-dealing. Politico reports as follows:
The ethics commission fined Huckabee $1,000 for failing to report that he paid himself $14,000 from his 1992 U.S. Senate campaign and $43,000 from his 1994 lieutenant governor’s campaign.
The latter payment — for the use of his eight-seat, twin-engine plane — was reported in a cryptic way that didn’t identify Huckabee and his wife as the owners of the plane.
Hmmm . . . reporting self-dealing payments in a way to disguise the nature of those payments. That’s similar to the accounting shenanigans reported in connection with Guiliani’s subsidized adultery. So why is Huckabee such a saint to those who criticize Guiliani. They appear to be cut from the same cloth. Before you Huckabee fans start protesting that Huckabee is the victim of unfair hit pieces, just remember that’s what Guiliani’s first line of defense is too.

Because they’re running for president the public has every right to know details of their management style. I expect journalists to do the same type of digging for all the candidates. How much exactly would it cost to get Rudy Giuliani to holster his overdone 9/11 sanctimony? The government for the tiny Persian Gulf nation of Qatar might have a good idea. Following earlier reports that Giuliani was still getting paid by a consulting firm he created, Giuliani Partners LLC, Mary Jacoby of the Wall Street Journal sheds light on some potentially problematic sources of Giuliani’s private income. Chief among them is Qatar, the U.S. ally that paid Giuliani Partners for “security advice” regarding their petroleum facilities. The article uncovers a “potential political pitfall” for Giuliani’s candidacy and image given Qatar’s poor record in fighting Al Qaeda, and addresses aspects of the business arrangement that could dog Giuliani during his quest for the presidency. Specifically, the ostensible chief consumer of Giuliani’s security advice in this case would be Qatar’s Internal Security Ministry, currently headed by a known Al Qaeda associate. As reported earlier this year, Qatar Interior Minister Abdullah bin Khalid Al-Thani has long had ties to top Al Qaeda operatives including Osama Bin Laden, and is believed by many U.S. officials to have personally arranged the narrow escape of Al Qaeda big-wig Khalid Sheikh Mohammed from U.S. agents in 1996, thereby ensuring his freedom to mastermind the 9/11 attacks. Giuliani has refused to release specifics of the case, and to-date remains on the firm’s payroll.

I’m not a Giuliani supporter but I’m not condemning him for the cost of protecting him whereever he traveled. By law he had twenty-four-hour protection, when he went to a ballgame or whatever, even to sleep his girl friend. The protection went whether Giuliani wanted it along or not. And NY couldn’t and shouldn’t be allowed to tell him if he could go see whomever.
As far as his hiding costs to the city, I doubt he could. The city has millions of claims each month. I have no concept of such a large accounting system but with the millions of claims being computerised by different people there’s no way Giuliani could keep up with those connected to his protection.
Hold him guilty for adultry, if you wish, but don’t pronounce he guilty over something he had no control over.

Amazing how willing people are to believe (and celebrate) unproven allegations. The public is so easily swayed by media allegations, rumors and suspicions. As disappointing as it might be to some, budget records show NO improprieties. No matter how the security detail expenses for Mayor Giuliani were routed, they were ALL paid by the police department within the allotted time period. THAT is what the records show. No matter what Giuliani’s opponents try to insinuate…..in this country the burden of proof lies upon the accusers. Unless the mayor gets caught with his pants down — as Slick Willy did in the oval office with his pet intern — left-wingers are going to live with the fact that in the U. S. of A. one is innocent until proven guilty.

Giuliani was conducting this affair while Clinton was in office. The same people who condemn Clinton for his behavior now refuse to apply the same judgement to Giuliani. That he attemped to cover that misappropriation up. And that he used a bogus claim of “security” to do so. This isn’t the president we need now.

Having lived in NYC. It wasn’t as if Rudy was such a great Mayor, it was that Dinkins was such a bad one. Plus the economy under Clinton was getting so much better. Rudy of course takes responsibility for everything. He was an arrogant man who told his wife and kids about the divorce on the news.

Interesting how the issue is about misappropriation of funds, but the Republican commenters try to spin it that all of the criticism is about Giuliani having a mistress, so it’s easier for them to drag Clinton into it. It’s not news that Giuliani was an adulterer, and that’s certainly not the point of the current articles. Rudy defenders are quick to blame some “faceless clerk” for the accounting. Who was this clerk, and what possible motive did he/she have for running the expenses through obscure agencies? Get real. The issue isn’t whether the expenses were reimbursed, it’s whether there was an active effort to hide them, which there clearly was. And I’d be interested to know how many disabled people or indigent defendants were left waiting for assistance while that money was gone from the budget. If the agencies footed the tab, then got reimbursed by NYPD at the end of the year, the money was effectively unavailable for that time.
It’s also interesting that none of the Rudy defenders have chosen to address the issue of the NYPD car and driver for Nathan. I suppose that was Bill Clinton’s doing, as well?

But the issue is not adultery, the issue is the misappropriation—and criminal coverup—of public monies for private use. It doesn’t matter whether Rudy was using that money to entertain his mistress or take children to the circus. Public funds are subject to strict rules and regulations about how and why they can be used, and Rudy obviously fudged the truth both to hide his affair and to fob off his personal expenses onto the public. This makes him a sleazebag and not fit to be president.

Mike Huckabee is a nice guy, and, as a Bass player myself, I can assure you Bass players are first rate folks. However, what we don’t need is yet another religiously addled leader like our current disaster, GWB. Mr. Huckabee does not even know how old the Earth he walks on really is. More important questions for Rudy
1. Why was the 9/11 cite made of limits to investigators of how the buildings imploded?
2. Why was there no grand jury set up to determine how the 9/11 buildings fell?
3. Why was the 9/11 cite cleaned off so quickly to keep investigtors from discovering how the 9/11 bluildings fell.

First thing I have to say is you people that bash Rudy and love Ron Paul should have your head checked out or you should up the dosage on the meds. No man is perfect… what we need is strong leadership .. the man did so well with NYC I suspect he wont have any problems running the country.He will clean up DC like he did NY. Why the hell did his mistress have a secruity detail to begin with? Gulliani is a thug in a suit and the neocons need to wake the hell up before they try and vote this moron into office. As far as I’m concerned, there isn’t an honest politician. What really ticks me off is that these jerks get away with spending our hard earned money for their own personal agendas!
If they break the law, they should pay the price and NO pension.
The tax payer needs a police front that will review these expenses up front prior to any authorizations of supposed expenses.

Sounds like a good use of the cops, if you ask me. Not only does it keep them out of trouble (selling drugs, killing women on the way to rehab, eating way too many donuts) but one can develop a personal connection w/your driver for the next time you need a traffic ticket fixed. You Hippies need to get a grip on life. Republicans know how to live – while you folks seem caught in a puritanical death grip. Even limousine liberals know that all the drivers are moonlighting cops. Go make some money and stop your whining.

I surely hope that the united states will wake up and elect a man that has brains and understands that this country needs drastic change. The other candidates democrat and republican are all promising what they will do once they are elected.These programs require money. You have to straighten out the monetary system first and that is what Ron Paul wants to do. Only then will these programs be realized. If any other republican canidate runs besides Ron Paul,the democrates will win. Ron Paul is the only republican that can win the election. He is not a flip-flopper and he hasn’t changed his agenda to gain votes from the people. He believes in the constitution and you have to respect him for that or your not american. The media can ignore this man all they want,but after the primaries they will know him. God forbid the democrat that will have to debate him. He will win by his knowledge and the experience he has in government.It must be hell when you cant find dirt on a man……GO RON PAUL!

I love these people who are so willing to turn a blind eye because they feel Rudy did such a great job. Sadly, we’ve come to accept politicians not based on how much good they have done, but how their morality barometer measures and compares to other politicians. And P.S . . . Rudy was so great, that’s why I moved out of New York!

Hell, let me be president. I have, as a poor person, and disabled, never had the kind of money the President makes. I wouldn’t NEED that kind of money, let alone the “special interests” groups money. I would, as a guarantee to the citizens of this country, give one third of my paycheck to charities, in such a way that it could be proven, not just stated. I would take no tax break for it either. It’s time government was practiced in the open, NOT behind closed doors. I would call for a more transparent government, more open to scrutiny, more honest. I would also remember that first and foremost, America FOR Americans. Enough of helping those overseas so that we can control their country as well. The politicians have enough trouble controlling this one. I would abolish the Federal Reserve, and put Our government in charge of coining Our money again. I would look to the health and wellbeing of Our citizens FIRST. I would also try to repair the damage that has been done to the image of Our country, try to make it great again, not just in Our eyes, but in the eyes of everyone.
Enough of war. The U.S. doesn’t need enemies, we need friends, and to have friends, one must be a friend. Our leaders have created enemies where before there were none. They have killed, maimed, and tortured a people of another country without just cause, killed their own citizens, lied, tampered with evidence, defrauded insurance companies, caused the wrongful deaths of the firemen, policemen, emergency workers, and rescuers due to the toxins released on 911, refused to help the people who came down with terminal illnesses due to their exposier to these toxins, are guilty of conspiring to do all of the above, looted two countries of their wealth, Iraq, and the U.S., and I am sure so very much more that it would take years to unravel. And the people of this country just sit there, letting it happen, expecting someone ELSE to fix it.
What I wonder is, what happened to this great country? What happened to these great people who would stand up for their beliefs? What happened to a country whose people will allow attrocity after attrocity to be done IN THEIR NAME, and not utter so much as a word? Have all the heros died? Have ALL the honest men perished? Have ALL the men been castrated?
