France Moving Towards Full Ban on Burqa and Niqab

ABC's Christophe Schpoliansky reports from Paris: After Belgium, France is moving towards a full ban from public places of the burqa, the full head-to-toe Islamic veil, or the niqab, which only leaves the eyes visible. Despite the recent warning by France’s highest administrative body, the Council of State, that a total ban in public places would be unconstitutional, except in some cases, French President Nicolas Sarkozy decided today during the weekly cabinet meeting that France would go ahead with the full ban. Citing the dignity of women and the respect of the values of the French Republic, Sarkozy asked his government to work on a bill that is expected to be introduced in the French parliament by July. Those who have been calling for the ban say the burqa is a mark of gender inequality, against other French values such as human rights, and a breach of the nation's secular foundation. Unlike the Muslim headscarves, the full-body, face-covering robes are a rare sight on the streets of France, with 1,900 women wearing them, according to the French interior ministry. France is home to an estimated 4 to 6 million Muslims, the largest such population in western Europe. In January, after examining the ban issue for 6 months, a French parliamentary commission made 15 recommendations. It stopped short of calling for a full ban. Instead, the committee’s near 200-page report proposed a ban in hospitals, schools, government offices and on public transport. It also recommended that anyone showing visible signs of “radical religious practice” should be refused residence cards and citizenship. Secular laws in France already forbid the use of full body garments for public servants, in schools or in businesses where they would hamper work. President Sarkozy launched the debate on the burqa in June 2009, telling a parliament session in Versailles that such dress "is not welcome" in France. This idea of a ban is backed by many in France, including French Prime Minister François Fillon. In 2004, France passed a controversial law banning Muslim headscarves and other “ostentatious” religious symbols in the classrooms of the French public schools and other public buildings.

Because of the possibility of hidden explosives, I think it should be banned. Also, religion is dangerous as it is the doom of all humankind; that too should be banned. Sturdy and fair laws are all what is needed. It’s all we’ve got to go by.

That may work in France, but here in the US we have freedom of religion, not just secularism. We have the Amish here, who dress differently, and are not persecuted much, other than the fact that they simply do not get invited to the best parties (unless it’s a barn raising, in which case, print buckets of black and white invites). I don’t want to tell people how to be religious, or how to dress. Hopefully these repressive societies will simply die out due to proximity to more enjoyable lifestyles. On the other hand, I wouldn’t advise anyone to wear a Burqa in most parts of the U.S., just now. Peer pressure is stronger than French law, over here at least.

Yes Adam, I’ve thought of that. I really don’t think people who wear strange garb are necessarily dangerous, but this is the time to consider the consequences of wearing a burqa or any kind of complete covering of the face can make trouble for themselves as they could become a suspect in a terrorist attack.

Brvo to brave Sarkozy! The problem, is, if continuing appeasing the Islamists, they will demand an inch further everytime – such as in the US! The veil has nothing to do with Islam but with Dark age sexist Arabic culture as the Moroccan sociologist, Fatima Mernissi found out in her book “The Veil and the Male Elite”. After researching thousands of “Hadiths” ie. the Muslims’ prophet words and deeds! It’s like being naked which is extreme form of liberated culture, is not acceptable in public, anywhere, thus, such veil that symbolizes extreme enslavement culture a sif still in the Dark Ages, cannot be tolerated any further, by modernity and women’s struggle for equality and freedom’s human rights, especially in the dominantly secular and progressively modern West. Where religion is rightly a private matter and not to be exploited anymore as a political tool, especially for dominant unjust power in whatever form. And further, such veiled women/girls are actually kept in isolation, even when they are out, from integrating with non-Muslim public, especially in the West, thus showing arrogance and contempt for diversity and non-Muslim’s way of life and population. Thus, the ban is indeed a positive move towards liberating women/girls, who have long suffered and are deceived by the manipulated thin-line between Islamic and Arabic culture!

Who wants to live in fear all the time. This is a fearful garb that divides one culture, one people, from another. That is it’s designated purpose. Unfortunately when female suicide bombers are becoming more commonplace, I don’t blame the French for wanting to protect themselves any way they can.

I agree with the decision not based on “protecting” women but because no one else is allowed to cover their face so it is unfair to everyone who is not Muslim. In the US you can not go into a bank with your face covered.. and this should include muslims. Freedom of religion doesn’t mean having rights other people don’t. You can’t molest children then claim to be exempt from those laws. Same with rape and murder. Covering your face in public is a security issue and no one should be exempt. For everyone stating “what about Nun’s habits and yamukes? If someone is wearing a Nun’s habit or Yamuke COVERING thier face it should not be allowed, if your face is visable it is a non-issue.

I am usually very, very liberal. However, this head to toe covering that Musilm women wear is so wrong beyond reason. I fear it, especially in these times of terrorism. That means I also hate it with a passion. It is demeaning to women everywhere including those that don’t wear them. I hate it, I hate, I hate it!!! I hope France bans it!

Islam uplifted the status of women and granted them their just rights 1400 years ago. Islam expects women to maintain their status.
People usually only discuss ‘hijaab’ in the context of women. However, in the Glorious Qur’an, Allah (swt) first mentions ‘hijaab’ for men before ‘hijaab’ for the women. The Qur’an mentions in Surah Noor:
“Say to the believing men that they should lower their gaze and guard their modesty: that will make for greater purity for them: and Allah is well acquainted with all that they do.”
[Al-Qur’an 24:30]
The moment a man looks at a woman and if any brazen or unashamed thought comes to his mind, he should lower his gaze.
Western talk of women’s liberalization is nothing but a disguised form of exploitation of her body, degradation of her soul, and deprivation of her honor. Western society claims to have ‘uplifted’ women. On the contrary it has actually degraded them to the status of concubines, mistresses and society butterflies who are mere tools in the hands of pleasure seekers and sex marketeers, hidden behind the colorful screen of ‘art’ and ‘culture’.
All religious scripture say that women should cover her head and should not reveal the body. And it is for the safety for themselves.
When NUNS cover their head people call them pious, but when Muslim women cover her, people call them subjugated.
It is just a gimmick of media to malign Islam.
Have you ever seen any picture of Mary the mother of JESUS (peace be upon him) without head covering and cloak? She was just like a MUSLIM woman.

If a Muslim women wearing a burqa commits a crime, how do witnesses identify her? When wearing the full head to toe veil, there is no way for the public to identify the women, other than to say the person wearing the veil.
I would generally suspect that the women who do where this covering most likely live in a neighborhood with other women who wear a similar covering, therefore making identification impossible, and limiting the ability of Law Enforcement to do their job. For that reason alone, the burqa should be banned.

I understand chastity and humility. I understand promiscuity is degrading and not pure. But these actions should be voluntary based on the beliefs of each individual, not forced on society. That’s real freedom.

Some laws are necessary for a country’s security. However, banning something like the burqa may not be the most effective initiative to fortify security measures. All it would do is hurt the sentiments of a community that is now forced to abide by the law and perhaps go against its own beliefs in the process

Great job France! In many places in the US it is technically illegal to wear this type of garb although Obama and his fellow travellers would not prosecute anyone for it. The bans were a legacy of the bad days in which terrorists like KKK used masks in their ways of itimidating blacks. Also people like robbers use masks to hide their identity. There is no reason that people should hide their face and not wish to be identified.

This is so silly, and shocks me to see how many people support it. How many women cover themselves in veils? Very few. This is a very bogus law. What if some one is wearing a hat? Or a scarf covering their face? Or medical masks? These people should be banned too if it’s a “security measure”. I take pride in living in a country that supports freedom, the BEST example of freedom towards ALL people. If a person wants to cover themselves then let them, it’s freedom of choice. If a women is in an airport, then she is asked to reveal her face for her identification, and i Never saw a women reject it. If this is to “free” women, then they will probably stay at home rather than going out in public. So much for freedom of expression.
I hope this law NEVER passes in the big U S of A.

I’m not Muslim, I’m a California-born Texan, but I am appalled at the immense xenophobia I am reading in the comments on here. Are you listening to yourselves? A man or woman’s culture is their personal business. Let them wear whatever they choose, and you and I can wear whatever we choose. You are projecting your Western culture onto theirs. Do you not value your own individual freedoms? Why attempt to take them from someone else? Also, unless you are planning on forcing everyone to dress in swimsuits, and eliminate ALL clothing capable of concealing weapons, your argument for increasing safety is total BS. Muslims who cry foul over this burqa ban should tell the world how the non muslims are made to live in the islamic countries. They can’t even drink a drop of water during the ramzan month. No church spire is seen in Mecca and around.Are the christians so dumb to allow these muslims to live as they wish yet turn a blind eye to their Christian brethern who suffer under the islamic law? I cant believe how simple some folk are. Erm i dont think many crininals who commit crimes go around with there faces uncovered. So what difference does it make if one is wearing a mask or a veil?

I don’t see how persecuting them for their religious beliefs in the name of French secular values is different from an Islamic country persecuting secularists in the name of Islamic values. Do we really think these countries will embrace democracy, freedom, and the West when such hypocritical laws are adopted?
I am proud to be an American where freedom of religion still means something. We have made our share of mistakes, but we have not banned religious practice out of fear or a sense that we know what is better for those people.

In my humble opinion banning the niqab is a sexist act. Believe it or not many woman actually choose to wear the niqab (and they are not being oprressed). Yes I hate seeing women wearing the niqab or especially the burka. But, just as I demand the right to dress as I please, in the spirit of Voltaire, I will defend to my death the right of Muslim women to wear what they chose.
