If it fails might I recommend the CIA, Bin Laden and the Hutaree get together to take the sociopaths out. If this is not deemed to be a good idea, might we put the leaders of these big banks on Guam, send over a bunch of fat Americans placing them on one side of the island in order to capsize it.
