White House: Military Operation in Libya Does Not Qualify as ‘Hostilities’

The White House sent a letter today to Congress saying the cost of military operations in Libya is $716 million so far–and will be $1.1 billion by September. The administration argued it doesn't have to seek Congress' approval to act under the War Powers Resolution because the operation does not qualify as war "hostilities." Do you support the U.S. operation in Libya? What do you think of the president's argument?
