As all English criminal justice is enacted in her name (The Queen versus whomsoever...), she cannot, in effect, prosecute herself! Does she have to answer police questioning? Probably not. Of course she always would, but if for some reason she chose not to, it could prove rather constitutionally awkward. She is top dog after all!
