ABC News has learned that Colorado Gov. John Hickenlooper has asked mediation expert Ken Feinberg for help administering a compensation fund for victims of the movie theater shootings in Aurora.

Feinberg arrives in Denver today for a meeting with the governor and board members of assorted charities to decide how to distribute millions in private donations.

Feinberg oversaw victim compensation funds after the Virginia Tech shootings, the BP oil spill, 9/11 and most recently has been hired by Penn State to help resolve claims of Jerry Sandusky's victims.

Family members of many killed or wounded in the July 20 shooting in Aurora have expressed frustration with the private Community First Foundation, which has collected $5.2 million and has so far given $5,000 each to the families of the 12 people killed and 58 wounded.

At a September 13 news conference, families called on Governor Hickenlooper to appoint an independent arbitrator to oversee the donations.

"Victims are paralyzed, facing multiple and painful surgeries, unable to walk, to work and pay their rent, food and medical bills," said Tom Teves, whose son, Alex, was one of the 12 people killed. "Some have no medical insurance at all."
