Grew with to many friends who were orphans here in the US. I'm sorry the old adage "take care of your own" should be first. I do feel bad for the Ruskie kids, but that's Russia's problem not the US. We need to look at our own adoption policies here in the US and stop worrying about others adoption policies and kids. But until the Russian folks actually take that dictator Putin and his cabinet down (yet you keep voting for him,crazy Ivan's lol), Your no better under Putin than Kruschev (nice all around two steps away from a Dictator. There is always the risk of an adoption being anulled when a biological parent decides to get back in the kid's life, or when a distant relative shows up and files a claim. Also, domestic adoption costs have gone up and up, and many will go over the $20,000 when lawyers, counselors, court costs are added up. Adoptions overseas are (were) more reliable in that once the judge signs the order and the waiting period passed, the adoption becomes final. ------ Nobody can contest that a child living in a US institution has it way better than a child living in a Siberian orphanage. In the US institutions, the food is better, the living arrangements are better, the education is better, the health care is better, the opportunities to have a career and live a happy life are better. Orphanages in Russia do the best they can with the resources they have. Putin had increased funding for them in the last six years but the number of orphans are just too many. There are always shortages in food, health care, education, heat and cooling (yes the summers are rough there, too)... and there is always the lack of necessary love and human interaction that many children crave. There were efforts to increase Russian adoptions in Russia in 2006, 2008, 2010, with subsidies to the families, credits and prizes (washers, driers, refrigerators), and public pleading by politicians. Nothing worked much, and most people who got paid to house or adopt children returned the kids back to the orphanages when the subsidy periods ended. The reality for Putin's orphans now is: the USA cannot adopt you, and the Russians will not adopt you, either, so deal with it. To those asking why adopt overseas instead of the USA…
