Even though the time has elapsed he could still claim as he was stopped from completing the transaction. establishing a trust for collection of lottery winnings is not illegal. i don't think Iowa officials had the right to refuse payment. If they then wanted to have the police investigate that is fine Somethings amiss. It states in EVERY lottery bylaw that a lottery ticket is a bearer instrument, and unless it is signed it is up for grabs. Perhaps the reason the person was collecting it in the trust is because they're smart, and they don't want every lowlife stalking them for their money. If I were this person who was collecting it in the trust, and this lottery did not pay me my money,,,I would sue them for a billion dollars in Supreme Court for fraud. Think about it, if you win the lottery while on vacation with your mistress, you'll have some explaining to do with your wife if you try and claim it. You'll lose half of it any, it may not be worth messing with. Not as simple as walking in with the legitimate winning ticket and walking out with the dough! Everything has a string attached to it, even a winning lottery ticket. No one will ever get this money now, regardless.
