Most of the people on the run have a network of people who are unlikely to tell what they know unless they're paid to tell. That said, pulling back the reward and not paying it sets a bad precedent. Offer a reward, then when the scare is over, never pay the reward. The next time something like this happens, and there will be a reward offered, the generalpublic will turn their heads the other way because they have no reason to help. So bogus, are these rewards, sometimes. When a man has killed officers, and is on a rampage like this. The chance of catching him alive is very minimal at best. Just like everything else the government does, get what they want and hell with the common man. Lets see the reaction the next time something like this happens. THIS IS WHY YOU CITIZENS SHOULD NEVER SNITCH. Let the police do the job they get paid to do. This whole incident clearly shines a light on the police department and their dirty laundry. Dornor was naive for joining the police department believing in the system. I submit to you all, the system here in the US is a sham/facade. In the end, Dornor turned out to be exactly like the police and the department he hated so much. Pay the money to those people but better yet don't pay the money and let the citizens realize how crooked and corrupt government really is. The people seeking the reward here did nothing to FIND Droner, they just happened to be in the wrong place at the wrong time. They now want to make money from the misfortune of having a fugutive point a gun at them. I guess you can't blame them, but I don't think it warrants a payout just because you called 911 after a fugutive takes your house or car. The real point here is that rewards are to encourage people to COME FORWARD with information that they WOULD NOT ORDINARILY provide.

It's snitch incentive. It's really not designed for someone who got victimized and would have reported the crime to the police anyway. If somebody kidnaps you or carjacks you, you'd call the cops as soon as you could.
