All males should be tested upon entering and leaving a county jail or prison. Notify those who’re released via postal mail and or parole officers about results and follow up care if they don’t get the information before they leave.Start informing females they should be tested especially when they go to see their OB-GYN for pap smears,birth control, pregnancy,irregular menses and any other reason.

So what you’re saying, Perplexed, is screw ‘em. They knew what they were getting into, so it’s on them and we won’t bother ourselves with ‘em. Very compassionate response. I hope you never make a mistake and end up with a problem you knew there was some chance you might incur but thought couldn’t possibly happen to you.
The problem with your attitude is that we’re talking about kids, who are notoriously resistant to logic and forethought. Hell, their brains haven’t even finished growing until they hit 22 or so, and they still don’t think like adults till they hit 25 or 26. Whether it’s “their fault” or not, a more measured and compassionate response is called for then your rather callous and cold point of view.

HIV is just another in a list of diseases that have been politicized. We have limited money and resources to deal with diseases. Those with the most political clout are able to get money and resources. They are NOT allocated based on other considerations such as number of deaths or those that are caused by factors beyond the person’s control. If they were, HIV would not have been given such a high priority. HIV, for the most part, is a result on one’s chosen behavior. That behavior is well known to be dangerous. Far more people and children are victims of cancer and cardio vascular diseases where we could get much more bang for the buck if appropriate prioritization were made.

The very people most at risk (and everyone knows that gay males are the highest risk group) refuse to get tested? This is totally irresponsible, and there is no one to blame but these people. How is that people cannot wait to have sex until they are sure that their prospective partner (gay or straight) is free from sexually transmitted disease? Is that level of restraint really too much to ask? If so, I have to say that these people are taking a calculated risk, and while they may not deserve what they get, they can hardly be surprised by it.
