Calif. Sen. Ted Lieu sponsored a bill outlawing therapy to convert minors from gay to straight in California. The bill was signed into law by Gov. Jerry Brown this past weekend. (Rich Pedroncelli/AP)

Therapy aimed at changing the sexual orientation of minors who say they are gay has been outlawed in California, the first state to adopt such legislation. California Gov. Jerry Brown announced he had signed the bill on Sunday.

The bill’s sponsor, Calif. State Sen. Ted Lieu, said the so-called “conversion therapy,” “sexual orientation therapy,” “reparative therapy,” or “sexual orientation change efforts” —  amounts to  ”psychological child abuse.”

“No one should stand idly by while children are being psychological abused, and anyone who forces a child to try to change their sexual orientation must understand this is unacceptable,” Lieu said in a statement released Sunday.

Supporters of the bill, which takes effect Jan. 1, included gay rights group as well as health organizations such as California’s Board of Behavioral Sciences and California Psychological Association. Critics have argued the therapy can cause emotional damage to patients.

But opponents of the Lieu bill had denounced it as infringing on parents’ rights.

“Your bill will turn California into a nanny state by usurping the civil rights of parents who support their child’s right to receive therapy for unwanted same-sex attractions, especially when that child has been sexually molested. This smacks of fascism and ex-gay bashing,” the California-based group Parents and Friends of  Ex-Gays and Gays wrote in an open letter to Lieu in August.

Earlier this year, “What Would You Do?” tested people’s reactions to witnessing a counselor urging a teen to seek treatment for his sexual preference. One couple sided with the counselor, while others objected to his work.

Finally! This type of criminal “therapy” has finally been banned for children. It should be banned for adults as well. Being gay is NOT an illness, so how can any of these groups call it “reparative therapy”?? It should be illegal.

The issue is not about Gay at all here. The issue is parents rights. I just do not understand how if a parent believes being Gay is not natural and wants to somehow help their child they are not entitled to the basic right . Please do not waste your time giving me psychobabble about how Gay is normal and natural because I can give you psychobabble about how the same shock therapy used in “one flew over the cuckoo’s nest” received a name change to electroconvulsive therapy and is still used today. If you invoke the name of Christ and force your kid to go to church it’s abuse, but if you forced to let your kid go on doing what you believe is a sin, well that perfectly ok….. oh AND i want the word Gay back, and I am reclaiming the rainbow as something children get to dream about and paint on their walls….. The “counselor” in this video is so sickeningly fake that anyone would react against him. No psychologist would do something this private in a public place. As usual, ABC, you are manipulating our emotions and Quinones should be fired for unprofessionalism. It is very important that young victims of same-sex sexual abuse be allowed counseling to help them purge unwanted same sex feelings as a result of their abuse. To enact a law to prevent it is state enforced child abuse. While we are outlawing this, we allow a 10 year old girl to get life altering hormone therapy to change her gender because she thinks she wants to be a boy. This is perfectly legal and is happening now. What have we become…facists?

@JOECARTER The difference between today’s “shock therapy” and yesteryear’s is that there is scientific evidence to show that it can help with seizures and suicidal tendencies. And it is completely voluntary. They are not allowed to give it to someone who does not agree to it. And what right is it of the parent to force something unproven and quackery onto their child?

Next they’ll outlaw short-person to tall-person conversion therapy.
What’s the world coming to? Why should we not indulge in the cruelty of trying to force our children to be what they are not, and what they can never be? Isn’t that our right as parents?

This is not right. Individuals have the right to make their own decision based on their own conscience and pursue reparative therapy if they want to, as long as they know the risks. There are successes in that field as well as failures.

The new American standard: “I’m gay and you are wrong for believing that Jesus can change me!” The future American standard: “We ascribe to such extreme inalienable rights in the name of tolerance that we astrocize anyone for speaking his or her conscience as it pertains to the word of God.” What a travesty that we who ascribe to monogamy in its purest form are demonized for believing this is the only way that our culture can survive by means of the central family. The gospel of Christ is truly the only hope for America and no one wants to be captive to this shackle, this “crutch.” I am with Luther on this one – you can demonize me or kill me, but I am still captive to the word of God instead of the fleeting whims of the culture.

Being gay is NOT normal. If it were a genetic condition, there would be no propagation. It’s a combination of bad parenting and a hypersexual society, coupled with an erosion of religous values. Sorry if my thinking is not “cool” or PC enough for you blue state libs out there. It’s sad, and no coincidence, that with Obama in office, we can’t even try to cure the illness anymore. Sick. At least when we had a CHRISTIAN president George W. Bush in office this kind of thing wasn’t US policy. you might have 2 sick dudes doing whatever behind closed doors, but that was between them and God’s judgement. Now, nobody blinks an eye if 2 bearded dudes want to wear dresses and get married.

Some of the comments here are laughable.They clearly demonstrate that many here have no clue how the human body and sentient mind develop. Being gay or transgendered is NOT a choice and usually becomes apparent at around age 4-7. There are hundreds of thousands where a family has one gay or transgendered child among several other siblings. I have a friend who is Mormon and has 5 kids. he and his wife are great and very responsible parents Only his eldest daughter is gay. I would love to hear about the ‘bad parenting’ that caused her to be gay.

Another poster here talked about a girl taking hormones to “grow a pair’. That clearly demonstrates the extreme lack of anything resembling even a basic education.

That is ridiculous to think that someone can change one’s sexual orientation! Who we are sexually attracted to is about as primal as anything about a human being is! Being a straight woman, I can honestly say that I never had to choose to be attracted to guys, it was just who I am! And I can also honestly say that there is nothing in the world that could make me attracted to a female, that’s just NOT who I am. Just leave these people alone and let them live their lives, fercrissakes!

Either one believes in Darwinism or genetic sexual orientation. Can’t have both. if it were genetic, Darwin would predict that the anomaly would diminish to zero population over time. Instead, this anomaly has increased in population. More likely it is a predictable outcome of an increasingly licentious and decaying citizenry.

dear readers, keep in mind that the bill does not prohibit parents taking molested or even simply distressed children to licensed therapists. it simply says that therapies that are geared toward altering sexual orientation are not to be allowed. this does not say that a transgendered child can’t speak about their confusion. it doesnt say that a victim of rape or molestation cant speak about anger, fear, or other feelings. it doesnt say that a gay or lesbian child cant seek counseling for advice about themself. it seems to say that a parent cant take a gay child to therapy in attempts to make them normal.

but what do i know? ive just read the article a few times and attempted to see it for what it is.

Some are missing the point. No one is telling parents they cannot raise their children any way they want or teach them anything they want. This simply means the State of California will not license practictioners who perform quackery that has been demonstrated to cause harm. This only applies to children. If you want to take your tyke to the minister for counseling, no one can stop you. Practiioners simply have been outlawed to charge for this practice, or to perform under their current licensure. This is not controversial among legitimate mental health care providers – this is widely and unequivocally considered malpractice.

Maybe the only thing increasing is the incidence of people willing to honestly admit who they are regarding their orientation.

If you have a recessive gene, and you marry someone with the same recessivef gene, guess what, one of your kids will HAVE that recessive trait. I mean slavery is sanctioned by the bible…then Jim Crow…then women were inferior, now it’s ‘gays can be ‘changed’…sheesh. With the mounting evidence that a gay child has such a higher incidence of suicidal tendencies, and then on top of that, you have a parent who calls you evil, not normal, let’s ‘cleanse’ you of what is just a natural born trait, no more than blue eyes, will never accept you and says God will punish you, is there any wonder why the suicide rate of gay kids is so high. Because, up until some thousands of years ago having blue eyes was not natural. And so, if I remember correctly (when I first read about this a few years ago) people with blue eyes were persecuted and oppressed and killed for no reason other than having blue eyes because it was not natural and thus having blue eyes was an evil omen. Experts have been able to trace the genetic history of blue eyes to first appearing in southeastern Europe in areas around the Black Sea. Again, simply because of the immense complexity of human DNA every variation that is possible will happen and some will stick around even if they don’t provide a survivial advantage.

Children wouldn’t be wanting to have sex with the same gender if parents would raise there kids and educate the kids themselves instead of letting the all powerful government do it for them in the public education system. The schools and media thru tv brain wash the kids. This is psychological child abuse when a government system brain washes a child into thinking sticking there pee pee into another boys feces is called sex and is normal. the kids are not born with the desire to consume feces or have sex with it.

Thank you for passing this law. Even though I’m on the other side of the country, it makes me glad people are changing. I remember growing up, hearing my parents say how they would disown any child of theirs who came out as gay or came home with a black person. I remember how they would talk about how they thought gays needed to be put on an island somewhere and burned. How they never knew I was gay I do not know, I guess I’ve always been a good actor. I use to have a nightmare when I was a kid, it was probably my fear of them finding out that I was gay. I never even kissed anybody girl or boy until i was 19, but I thought they might figure it out. I’ve never told anyone about this dream…but here it goes. In the dream I was waiting on the elevator, the door opened and I was surprised to see my family inside, I said hey yall, they didn’t say a word to me, looked straight ahead and acted like they didn’t know me and just kept walking. That was the worst nightmare I ever had. I love my parents anyway, no matter if they hate the real me or not but I hope parents if your reading this will love their kids for who they are and not who they wish they were.

Peversion is protected and the state is going bankrupt. I suspect that California and Illinois will come begging to the federal taxpayer to bail them out. Forget about it!!!!!! I have already sent my 2 US Senators a letter demanding that NO federal taxpayer money go to these irresponsible states. If the electorate in California and Illinois want to allow this irresponsible spending to occur and these laws that support peversion to continue then they can do it on their own. I will not subsidize that behavior.

ATTENTION to those straight people who think being gay is a choice…just please STOP. Unless you are gay, you have no idea. Stop acting like you are experts in this area, because you are not. Stop citing some article written by straight people, or some religious passage, because you have no idea unless you yourself are gay. Ask any gay person, it’s part of their nature. Ask any gay person who spent their lives in fear and torture, ask if them if they chose the hard path instead of the easy one. Then ask them how they would feel if someone tried to “fix” them. You have no idea, so just stop.

The gay rights platform is becoming everything it supposedly fights against. Yes, perhaps there are parents forcing their kids into this kind of therapy, but parents can be like that. It’s not the therapists fault. Granted, the communities have cited “there is no evidence the therapy really works” but that can mostly be attributed to the fact that that they haven’t made any serious or legit studies yet. There’s no evidence that it doesn’t work or is harmful either. I think the fact that they used a one-sidedly homophobophobic (yes, I coined that word just now) episode of WWYD to stand with this article shows how ridiculous the whole thing is. This is a ban on choice, plain and simple. There must be a LOT more research into this before any ban should be considered.

SADSTATE, Don’t think that anyone who doubts gay people are born that way automatically assumes they chose to be that way. That’s just a tactic to make the opposition sound uneducated and ridiculous. A person with a disorder may not have been born that way, but it doesn’t mean they chose it. Even if they were born that way, it doesn’t mean they can’t or shouldn’t be cured. If a person doesn’t feel the disorder is a problem, then it’s no problem; In their case you might even say it’s not even a disorder. But if someone is distressed about it and wants to fix it, why shouldn’t they be allowed that option? The qustion of whether or not this qualifies as a disorder is subjective and largely a matter of public opinion.

I think that this is an excellent step in helping protect gay and lesbian people under the age of 18. Conversion therapy for gays and lesbians has been shown to cause irreversible psychological harm. It has been denounced by all major scientific organizations including the American Psychological Association or A.P.A. From all the research one can conclude that not only is this therapy dangerous; it is also unethical.

This is not a non-religious vs. religious issue. This is about the issue of protecting children from harm. It is not okay to tell a child there is something wrong with them just because they have a different sexual orientation. In my opinion good parents will embrace the differences in their children and teach them to embrace the differences in others. I hope other states follow suit with similar laws.
