Honestly this sends the wrong message to game developers. It says you can make a quick buck by selling an unfinished, poor quality game. In the open market The War Z is a perfect example of this abuse of customer trust. They make a rip off game based on the Day Z mod and throw it up on the Steam client. Customers who trusted steam for years to give them quality games failed to even test War Z and tens of thousands were scammed into buying a broken unfinished game.
