State of the Union ‘Anxious,’ Says Vilsack

ABC News’ Teddy Davis Reports: Calling the State of the Union "anxious," Gov. Tom Vilsack, D-Iowa, ripped President Bush Monday as being "intent on waging two wars — the war in Iraq and the war on the middle class."

In tomorrow’s State of the Union address, Bush is expected to propose financing a tax break for Americans who purchase their own medical insurance by taxing a portion of high-priced health-care plans that workers receive from their employers.

Vilsack slammed the proposal as amounting to nothing more than a tax on the middle class.

During his "prebuttal" of Bush’s State of the Union, Vilsack elaborated his criticism of various troop cap proposals which have been offered in recent days by Sens. Hillary Clinton, D-N.Y., Barack Obama, D-Ill., and Chris Dodd, D-Conn. — three Democrats who, like Vilsack, are vying for the Democratic Party’s 2008 presidential nomination.

"I’m not quite sure what that is designed to achieve," Vilsack told ABC News of the troop cap proposals. "It is not going to create greater stability. We’re going to have the same number of troubles."

Instead of capping the number of troops, Vilsack wants to see U.S. troops leave Iraq.

"It’s time for us to take our troops home," said Vilsack.
