ABC News’ Jake Tapper Reports:  Senator Joe Biden, D-Dela., has issued a paper statement regarding the comments that have marred his anything but clean first day in the 2008 presidential race saying, "I deeply regret any offense my remark in the New York Observer might have caused anyone.  That was not my intent and I expressed that to Senator Obama.”
