ABC News’ Karen Travers Reports: In a paper statement, White House Press Secretary Tony Snow said the House Iraq resolution is "nonbinding" and Congress will have the opportunity to show its support for the troops in Iraq by funding the appropriations request the President has submitted.

"The President believes that the Congress should provide the full funding and flexibility our Armed Forces need to succeed in their mission to protect our country," Snow says.

The statement is not critical of those who voted for the resolution but says that the new Iraq plan "enjoys the support of the Iraqi government and U.S. military leadership" including Gen. David Petraeus, commander of U.S. forces in Iraq.
