Bush Calls for Peace in Georgia

ABC News’ David Kerley reports: As Georgia, a U.S. ally, and Russia edge to the brink of all-out war, President Bush spoke out in a serious and somber tone, saying the United States is "deeply concerned" about the fighting and calling it a dangerous escalation that is “endangering regional peace.”

President Bush sent a direct message to Russia, which has moved troops and tanks into the Georgian breakaway republic.

"Georgia is a sovereign nation, and its territorial integrity must be respected,” Bush said in Beijing, where he is attending the Olympic games.  “We have urged an immediate halt to the violence and a stand down by all troops, the call for an end to the Russian bombings and a return by the parties to the status quo of Aug. 6."

The former Soviet country moved against the breakaway republic two days ago.  There are unconfirmed reports of hundreds of civilians killed in the fighting. 

Georgia says it shot down 10 Russian jets, but the Russians claim only two of their aircraft have been lost.  The Russians have retaliated, bombing Georgian military bases and oil pipelines. Russia claims its tanks and troops are now in control of the capital of South Ossetia.  The Russians say the United States shares some of the blame for the fighting by arming Georgian troops.

The United States is sending a top envoy to the region and asking both sides to stand down their military forces. 

Additionally, Bush spoke to the presidents of Russia and Georgia today asking them to stand down. Georgia’s president, Mikheil Saakashvili, announced he is bringing 2,000 troops home from Iraq.

President Bush urged talks between the two nations.

“The United States is working with our European partners to launch international mediation and with the parties to restart their dialogue,” Bush said.  “Russia needs to support these efforts so that peace can be restored as quickly as possible.”

President Bush also expressed his condolences for the American killed in Beijing today.

“Laura and I were also saddened by the attack on an American family and their Chinese tour guide today in Beijing," he said. "Our thoughts and prayers are with the victims and their families, and the United States government has offered to provide any assistance the family needs.”

Honestly, if Bush thinks that the Russians are going to respond to any plea that the American government makes, he is very mistaken. The Russians seem to feel that their influence is being further infringed on by the west. The U.S. recently made an agreement to set up a radar system in the Czech Republic, and the Russian government was not very happy about it.

A couple of points not mentioned in the story:
The US has a mutual defense pact with Georgia
There are 130 US military and civilian “advisors” in Georgia.
The president should indeed be “deeply concerned”. Unlike the third world nations he has been bullying, Russia has a nuclear aresenal that is on a par with the US. This situation is an actual threat to American security rather than the concocted threats from Iraq and Iran.
Let us hope cooler heads prevail and overcome the predisposition of the Bush administration toward war over diplomacy. The Russian nuclear arsenal may well encourage that.

supporting breakaway republics is big on the white houses’ list of favorite things…as long as the breakaway republics are allied with the usa or are democratic ( our particular flavor of democracy that is…).
we need to butt out completely in eastern europe and let russia do whatever it feel like OR step up and let russia and china know that they cant do whatever they feel like with no consequent international ramifications.
we supposedly have allies in europe and they need to step up big time as well because bullying militaristic nations like russia and china will only recognize a unified front of similarly powerful nations unafraid to use force ,anything else they will ignore , as they have since eisenhower and jfk .

What does it say about us as a society that there are over 1100 comments on the John Edwards affair story yet there are only 10 on the Russian Invasion of Georgia? One story is important only to the families involved, the other affects our national security. Truly Sad.

It is so hilarious to me that president Bush is calling for peace.
First you stage a terriost attack on your own country to wage war in the middle east to control oil and you turn around and try to tell other countries who they can and cannot invade.
And I agree with the comment above -the media has our nation more concerned with John Edwards affair than an actually hostile situation

canary papers , i dont think its that simple. the us involvment in georgia ,eastern europe ,africa ,etc is just an ongoing democratization of the post cold war world.
the problem is that countries like russia and china look to expand politically and economically etc etc ,using military power ,not political means and to think otherwise is to ignore their very history.
these are not saber rattling nations ,they are saber wielding nations ,ready to use force to get what they need or just want. to ignore that pre fact starts any discussion out on the wrong foot.
also ,to assume there are wars fought for oil is pretty mainsteam/kneejerk thinking . if that is the case ,why is oil at all time highs in the usa ,going higher when we are dominating and basically ruling by proxy one of the largest oil producing nations ? i read the other day that iraq had a gov . surplus of 50 billion dollars because of the oil price skyrocketing recently.
so ,that begs the question…why is oil so expensive in the usa? apparently oil prices here are NOT tied to the usa winning (or losing ) some particular conflict.
the real reason we (the usa) is backing georgia and other nations around the world is that we (western civilization) need to keep russia ,india and china contained and afraid to try to expand using military force, and without our assistance ,military and economic , these smaller ,militarily weak but still SOVEREIGN nations would eventually be assimilated into the russian or chinese culture, by creeping expansionism , pogroms targeting political parties deemed problematic,etc etc, and from there it is a tiny step to political and economic domination.
now when the usa or whoever steps in to stop that kind of expansionism ,russia doesnt get what it wants ,ergo the current situation.
georgia was once (not that long agon) part of the ussr ,albeit a satellite (puppet regime) state . russia had control over its rich resources ,but the people of georgia decided they did not want to be part of russia, and using POLITICAL MEANS NOT MILITARY they started a new democratic government that is allied with their historical adversary.
now russia is using any means possible to regain the territory .thats all thats happening here ,dont sugar coat russia .

Bush seek calm? Yeah right. His hyper-response to Iraq was anything but calm and I doubt he learned anything from the experience to apply to this situation. Just keep Bush out of international affairs for the next 5 months to minimize any further damage he has done to this country and to the world.

McCain wants Russia to move out of Georgia. Why not the same analysis for Iraq? Russia is a Constitutional Republic so they have a right to protect their new borders. We should not take sides. It is an independent region that wants to be free from Georgia and a pivot point for the meddling of the west. Look at the US we stole most of our territories. This is a not the fall of free Russia as some fear. The west has it wrong by painting Russia as the bad guys, it is mutual and Russia is drawing a line in the sand over its new borders. They do not want to descend into the chaotic colored revolutions of the region. US imperialism is the real threat to global stabilization not Russia.

This conflict is about a province (South Ossetia) trying to break-away from the Republic of Georgia which had previously broken away from the former Soviet Union. Somebody, probably the Georgian’s, had broken a truce that was established in ’92 and the Russian’s responded with force. The Russian’s had been acting as “peacekeepers” enforcing the truce between the Ossetian’s and Georgian’s. The US has no roll in this other than to try and broker a peace between the two sides along with the EU, NATO, and UN. The US is an ally of Georgia and helps arm and train their troops as they have forces in Iraq with us. I would love to know who started shooting first and why?

I find it interesting that the Russians state that the rational for South Ossetian independence from Georgia be the same used for Kosovo. I find it hard to dispute their position.

they were too small
so th capital was almost immidiately in georgian hands
russian peacekeepers were bombed too so they started defending themseleves and russian people that are there
they are constitutionaly tere to keep peace in the region and stoop the shooting from georgia side,which they are trying to do

We should leave this conflict to Russia and georgia. None wants to destroy georgia, Russia has still its problems and doesn’t need another on georgian territory. There are now some news that says that georgians are using unknown mercenaries at the scene of war! It totally desn’t look like establishing a constitunional control. More than that! The Russian’s should surely prevail quickly I would guess, but they must be careful not to expand or escalate the conflict or the world, not just the US, will be on their case. In any event they had better not invade Georgia beyond S. Ossetia, very dangerous indeed.

Why aren’t we standing beside Georgia in this conflict. I am ashamed of of our wimpy response. If we can’t find the guts to support Georgia against Russia, I am concerned for our own future. We must support Georgia in this! To do any less will only embolden those who would destroy us. Surely we as a nation have not become so self centered that we can not see what is going on around us. If we don’t help Georgia stand up to a bully (Russia) how long until that bully comes after us?

Russia won’t go deep in georgia. Its only need is to protect borders. But now georgians are trying to attack road which leads to North Ossetia and this is part of Russia. The things that says gergian president are far from his deeds and plans. we should stop Georgia and its president-terrorist. S. Ossetia is not separatistic. Russia is not a bully. there is no communist for 16 years, no more that politics, it is just coming up from a big crisis, no politics about expansion!!!!

What people seem to be missing here is that the break-away territory is in Georgia and identifies itself with Russia. It’s actually one part of a region that was split in the early 90′s with the northern part belonging to Russia. Why not let these two regions reunite and become an independent republic?

Victoria….I know a couple of things regarding the US and USSR during and after the “Cold War”. For Instance we had a treaty with the Soviets regarding biological weapons, it turns out the Soviets were violating the treaty the entire time and had HUGE stockpiles of weaponized anthrax ready to go.

This is a thinly veiled attempt by the Russians to prop up the price of oil. They’re one of the World’s largest producers of oil. They don’t like the fact that prices are falling (they can’t fund their military build-up) so they’re cynically invading a smaller country to control it’s oil pipeline from neighboring countries to Turkey, thereby threatening Europe’s oil supply.

Russia does not want anything from Georgia, we have way too much territory ourselves, and enough gas and oil! We are just trying to prevent Georgia from destroying a whole ethninical group, the Ossetians, which striving for independence. South Ossetia has a share of Russian population, and North Ossetia is Russian territory. Georgia started this meaningless war to compromise Russia. Right now the West including the USA are just mumbling, they are not really checking what is going on- or pretend not to be checking on it.

There happen to be two oil pipelines that go through the area from the east. If you can’t get oil through here there is only one way: Russia.
Or I suppose you can goto the middle east. And everyone is thrilled with what is happening there.
Anyone remember when Russia shut the oil off to western europe? Why do you think they blew up the port so quickly? Starting to make sense now?

Do you really believe that Russians only want to protect Ossetians? It is ridiculous. Ossetians are a small ethnic group. They can live in democratic Georgia or in authoritarian Russia. Georgians do not want to exterminate Ossetians. Then just want to reintegrate a province which is a part of Georgia according to the international law.
The real aim of Russians is to re-build their authoritarian empire.

Georgia did not start the war. It started by the so called Russian Peace keeping forces who for years refused to leave Georgian territory. They bombed villages around Georgia for days when Georgian goverment asked for cease fire. A week before Georgian side started military action the so called Osetians with the help of Russians evacuated Tskhinivali, capital of Geogia. How come Russians knew that Georgians were going to attack a week after they evacuated the tskhinvali?
So, my dear friends Russia has been planning to attack Georgia for a long time. State owned News Agencies in Russia has been spreading hatred and distrust about Georgia and Georgian people.
Georgia is a democratic country with strong democratic pricicples and asspirations. West needs to defend and support it’s democracy against Russian aggrassion.

Why is everybody so upset at Russia? The Georgians have weapons of mass destruction and they have to be stopped before there is a mushroom cloud over Moscow.

Saddam Hussein had weapons of mass destruction that he intended to use on the United States. Fortunately, we had an intelligent and brave(he was in the Alabama National Guard) leader in the person of George W. Bush, to protect us from that threat. I feel so much safer with him in charge. The Georgians handed all of their nuclear weapons over to Russia a long time ago (didn’t keep a single one–wink-wink).

It was a wonderfully myopic and suicidal strategy on the part of the Georgians: invade ethnically Russian territory, then proceed to massacre Russian peacekeapers and undertake some ethnic cleansing against the Russian population, after which they simply “declare a ceasefire,” expecting that the Russians won’t avenge their fallen brothers.
I bet Georgia’s puppet president is wondering where all his CIA/Mossad buddies are right now, as Russia poises to completely crush them.
Notice the comments of both McCain and Obama re: Russia. They seem to be reading from the same zionist, anti-Russia playbook.

Maybe this is a bit far fetched, but it sounds to me like the U.S. and Russia may be in for a another cold war. Of course my perspective may be a bit different than most, I’m an American working in a hotel in Prague, so I have seen anti American protests and seen Russia’s anger with the West in general on the news.

Georgia was planning this attack for a weeks. To tell the truth S. Osetia an Abhazia have never gerorgian territories. There live another nation and georgia is the only one who needs to be stopped. They killed civilians and peacekeepers.

Georgia’s main selling point to the West was their proximity to Russia. Yeah, they thought Russia was on its knees since the break up of the Soviet Union. Figured they could kick them while they were down and thereby gain the good graces of NATO and the EU. Now that Russia has them by the neck, they want to yell for their new “friends” to help them. Holler “hog tie”, ’cause ain’t nobody can save ya.

I of all people do not or can not claim to know what is best for our countrys and or the world wich case belongs to us all,except for the different skinn shade and eye shade that God noticeably shared with us as a reminder of our lands that we are or were at one time from,as sure as we all look alike and different,we look like we act diifferent as night and day.I hope that no one must fight as painfully as did the Demacrats and the Republicans do every day of the year in government in the USA,how ever in its owne way that fight helps police the white house for the average people,and the average Countrys,knock on wood the world hasnt any average countrys,I wish the best for Georgia and its because I feel for them!

The Georgian president Saakashvili openly admits that the invasion’s timing to the start of the Olympics was not a coincidence, so why are we even debating who initiated the violence? And now he’s trying to paint Russia as being the violent ones. The only reason Bush and his administration are blaming Russia is because Georgia has tried to join NATO and is allied with the U.S. Saakashvili seriously miscalculated when he sent in his troops to start killing Ossetian civilians to think that the Russian response would be limited because of the Olympics. What other western miscalculation does this remind you of? I mean.. I never liked Saddam Hussein and I think Iraq would’ve been better off if he never existed, but Iraqi instability resulting in the deaths of hundreds of thousands of civilians does not sound like liberation to me.

The russian attack on Georgian territory is just an application of the Bush Pre-emtive Strike Doctrine of which the world is going to get more of in the future. Don’t think the rest of the world has not learned this.
Bush appeared more interested in the Olympics than in the invasion of an independent country which had thought of the US as an ally.

Seems like the Russian-Georgen conflict was very well planned by republicans. Tell me that I”m wrong knowing all these facts.
1. McCain and georgen president are best friends and actually americans helped him to get ellected paying for his compain.
2. Right before the conflict you could hear among the republicans that another tragedy like september 11 could help Mc Cain to be elected, because it would remind Americans that the world is SO dangerous and McCain is the best and the most experienced candidat.But it becomes another reminder with another international conflict where McCain could demonstrate its “beauty”.
3.McCain was too fast react on this shootings and painted Russia as agressor…without listening another side of the story.(Seemes like he was ready for that). At the same time you see the media (especially FOX channel) questioning how both of the candidates would deel with the problem.
Tell me that I”m not in my mind saying that McCain needed this conflict and Russia became a puppet of political show in America.
