Key House GOP Opponent of Bailout Bill Changes Tune: “It Sucks” But New Version Must Pass, He Argues

House Republicans are talking about the new bill right now behind closed doors.

I’m told by someone in the room that Rep. Paul Ryan, R-Wisc., ranking Republican on the House Budget Committee and an admired conservative within his caucus, just made what I’m told was a credible argument FOR the bill.

Said Ryan of the bill: "It sucks."

But, he said, it has to pass to preserve the free market system and stave off a financial collapse.

That’s a very good sign for its passage — Ryan was one of the leading opponents of the bill just a few days ago.

Here’s the latest version of the bill, if you want to read it.

I’ll have more on the changes and the politics of it all on Good Morning America Monday morning.

I’m about as far to the left as it gets and I want to sing the praises of Republican Senator Gregg.
He is the gentleman who gave an announcement regarding progress on the bill and while I, like many think the thing just plain stinks, Mr. Gregg not only did a magnificent job of explaining how we got where we are, but also praised all of the congressional leaders who are struggling to make sure our economy does not collapse tomorrow.
In the exceedingly partisan era in which we live, to see a member of the opposition in whom you can entrust the safety of your children is a rare and exceptional person. We need more like him on both sided of the aisle if America is to regain its faith and trust in our elected officials.

Bailing out Wall St. after they already stole billions of dollars from ordinary Americans is HERESY! This is like a guy robbing a bank and having the police catch him in the act and having the judge seizing YOUR assets to compensate for his “emotional distress” at being caught, even though he got away in the first place with stealing YOUR MONEY the 1st time. This is the beginning of the financial collapse of America. When they invade IRAN it’s over. Bye bye America… HELLO America!

How did it come to pass that we’ve got the dumbest and most corrupt people in America in Washington like Barney? And Botox Nancy Pelosi, clearly the dumbest of the dumbest, claiming to be working for the people’s interest?

Famous Lost Words:
Bloomberg — “Senate Majority Leader Harry Reid said a $700 billion bank-rescue package will be voted on early this week and “now we have to have the votes.”
The House may vote tomorrow, House Speaker Nancy Pelosi said. The Senate will consider it at least by Oct. 1, Reid said.”

Obama is a joke. His campaign speech today was deplorable. Obama was the one who stood by and did nothing, yet he criticizes McCain and others for actually showing concern when he said they will call me if they need me.

maybe it’s because you neo-cons keep electing the worst, most corrupt, incompetent people that you can find.

“Said Ryan of the bill: “It sucks.”
But, he said, it has to pass to preserve the free market system and stave off a financial collapse.”
?!?!
The is not a contradiction in terms, but a straight contradiction, I’d say. How could a bill suck that is able “to preserve the free market system”? Now that would be quite a bill – for a GOP conservative!
Truth is, that this whole crisis has undermined the GOP’s ideal of less government; it the Republicans’ capitalist fundamentalism that sucks.
We’re in the midst of its disaster now.

Jake, here is an interesting comment form also wanted to pass on from Bill Fleckenstein’s weekly MSN column:
“You can expect to see all foreign banks move their toxic waste to their U.S. subsidiaries for delivery to Henry’s Helpful Handouts.”
While I do not like it, I am in favor of this bailout. I believe it is absolutely necessary because the credit markets have seized up. That said, I had not thought about the point Mr. Fleckenstein and his friend made with respect to foreign banks and them transferring illiquid assets to US subs. That would be an absolute travesty and I hope it is forbidden in the final bill.
Thanks for keeping us posted. While I am pretty conservative and very distrusting of the MSM and not without reason, I am becoming a fan of yours this election cycle. Keep up the good work.

i remain shocked that the mainstream media continue to ignore the role of congressional democrats in failing to take action on this financial crisis …

great – the Democrats get us into this mess by protecting Fannie/Freddie … and now they think they fix it?

Posted by: sailingon | September 28, 2008, 7:23 pm 7:23 pm

Now, the lobbyists and big money interest will insure that there’s no fix that will interfere with their greed. After all, they’re smarter than congress.
Fire them all and hire temps!

So the Democrats gain control of the House and Senate and yyeeeooowwhhhh!

Why do all Republicans lie.

Jen, Jake did update the story. See “Bracelet Wars” for the updated information.

I concur with Ryan. The bailout sucks and shame on the greedy fatcats and their GOP enablers for bringing our economic system to the brink of collapse. But now it’s the only way forward. Does the GOP really want to stand in the way of rescuing an economy they gutted?

Posted by: hopesprings52 | September 28, 2008, 8:45 pm 8:45 pm

Democrats are counting on favorable votes from Republicans who are retiring. This will give the impression the bailout has bipartisan support. At one time these were probably men of honor. It will be interesting to see if these old guys still have any integrity after years in Congress.

Posted by: independent | September 28, 2008, 8:46 pm 8:46 pm

I have fears the bailout will do absolutely nothing in the slightest. It will appear to work for a month then we will be right back where we started.

Posted by: infoseeking | September 28, 2008, 8:50 pm 8:50 pm

Botox Nancy Pelosi made her gratuitous comments in addressing the public once again. Each side is trying to place blame on the other while the economy goes into free fall. Meanwhile video evidence of the DEMS lack of judgment about Fannie Mae and Freddie Mac are all over U tube and surfacing to the public eye. And these same stooges will continue to be reelected by their home districts again and again.
If this were a private business most of them would be escorted to their cars by Security. That’s what they did where I used to to work. Embarassing but worth it. Not these jokers. Most will be sworn back in come January for another go at the public trough and trust. Unbelievable!

I just got through quickly looking over the bill.
I don’t see anything in there specifically relating to ACORN.
However, it does appear that there is a provision in this bill that provides a maximum cap on this bail-out for 11 TRILLION DOLLARS.
I guess they only get 250 billion or something to start, but if I’m not mistaken these turkeys can eventually go up to 11 trillion dollars if it keeps getting approved.
Guess what….if the Dems continue to control Congress, and dirtbag Obama gets elected, it looks like their fun will just go on an on at the taxpayers’ expense.
Did anyone else see this provision in the bill and come away with the same conclusion??

Posted by: Lee | September 28, 2008, 8:55 pm 8:55 pm

JR, you need to look at some video. The Dems did this and protected it from being fixed so former Clinton administration folks could go in there and make many millions. Why in the world was Jamie Gerelac (sic), an Assistant Attorney General working at Fannie Mae? Get a grip.

Posted by: csm | September 28, 2008, 8:55 pm 8:55 pm

Thanks to the GOP Acorn was taken out.

Who holds the power in washington? Not Bush. Everybody knows it the Majority in congress. Who is that? Pelosi and Reids Dems. Now, I watched them both villainize McCain the other day for trainwrecking the so called “deal” they had before he came to town, at Reids request which was on national TV. Now I See Pelosi on TV saying this is a better bill than” Than the other one” yuo know, the one McCain supposedly wrecked. So SHe basically just gave McCain credit for stopping a $hitty bill just a few days ago, and now we have a better one. Well gee, I guess we really dont need all those republican votes to pass it now do we Nancy? Seems the dems like it so much, and they have the majority, and this is a “republican problem” instead of an American problem, they should all vote for it, fix it, and take all the credit, and hand it to Barack, who was on tv today explaining how he “shaped” the new provisions, on a silver platter. ACORN is out of it and that was a DEM tradition of adding pork that everybody is sick of. WHy do they never get called out by the likes of NBC,CNN MSNBC on these rediculous add ons?

Posted by: WakeUpPeople | September 28, 2008, 9:15 pm 9:15 pm

“I don’t see anything in there specifically relating to ACORN.”
There was never anything about ACORN in any of the bills.
What the Dems wanted to do was take a portion of the profits and put them in the National Housing Fund Trust.
ACORN would be able to apply for grants from that fund like any other non profit.

GarandFan,
If you want us to go back and look at Barney Frank, please go back far enough to see that he was one of the few who initially voted against deregulating banks, and print that also.
Let’s stop making this a party issue, and not realize that it’s a bipartisan problem. Both Dems & Reps have let us down. A GOP congress passed legislation which Clinton signed into office deregulating the banks.
Greed is the order of the day. But please by all means lets not stop there.
How many Americans jumped on the free money bandwagon? Those very people who now want relief, and feign ignorance of the rules of the market and/or what they were signing.
I knew I could not afford the outrageous house prices, and chose to stay out of the market until it collapsed. I knew this because I have common sense. The salaries paid in this country could not substantiate the increasing cost of housing. Every maket fluctuates, they go both up and down…
We as a country have to look at ourselves, our values, and what we stand for. Our parents worked hard and saved. We now want everything, we have to compete with the Joneses. Our children should not have to do a job beneath them – so instead we create a whole other issue by allowing illegal immigrants to come in as cheap labor.
I’ve actually had someone here illegally ask me if they didn’t do the job who would?
My parents taught me hard work, saving, patience, and a whole number of principles that we as a nation have tossed out of the window, was necessary to succeed.
The way I remember it, we babysat, cut grass, picked our own food, cleaned our own toilets, and in general didn’t think that we were too good for a hard days work.
We got the bailout, even though we needed the beating from the market. This should have been our penance.
What we need to do as a nation is change our government, so that it is not so corrupted, and change our values, so that we aren’t too.
So before we point fingers, perhaps we should look in the mirror first.

Hank, you asked: “How could a bill suck that is able ‘to preserve the free market system’?”
A good analogy would be having a life threatening disease and the only option is to have both legs amputated. It would “suck” to have both legs amputated. But the alternative “sucks” even more!

I read the whole thing and it really does ” stink. ” Right off the top I would drop Sec 2,part (2),(A), I would drop ” urban affairs ” from Sec 3. Under Sec 107, Contracting Procedures I would drop (b). This section seems to assure that the ” fox will be in charge of the chicken koop.”
But asside from this nothing has been done to abolish those institutions and practices, institutions and practices mandated by Congress and the Senate under several administrations which caused this problem. And until that is done the problem will either get worse or it will repeat itself at a later date. We need to abolish Fannie Mae and Freddie Mac, the FHA and Hud and to resolve to end this type of madness once and for all.
If we have a depression, so be it. We and the world will emerge stronger in five or ten years. In the meantime we will have rooted out all the socialists.

it was a republican bill people
to address the damage that they have been fighting for the last 2 years from no oversight.
you know the damage just like the freakin war that was done with such gusto for 6 YEARS while the republicans controlled everything and called people unpatriotic if they didn’t vote for what they were hawking

Regardless of party we need to throw out:
Everybody who voted for the War in Iraq.
Evrybody who voted for the war then voted not to fund the troops, and try them for treason or at least stupidity.
I mean thats insane no matter which side your on.
Everybody who wanted to surrender. Surrender is not an option.
Everybody who said we won the war.
Everybody who said we lost the war.
Everybody who who said fannie mae and freddie mac were not in trouble even though there was irrifutible evidence to the contrary.
Everybody who voted against reforms to fix freddie and fannie.
Everybody who voted to deregulate the banking industry.
And for good measure”
Anybody whoi has been in washington more than 12 years: That should be the limit because they all succomb to special interest in one way or another over time.
ANybody who misses more than 10% of votes in any 12 month period.
ANybody who voted for the bridge to nowhere.

The toxic debt created by the fraudsters is beyond redemption by ALL of the tax payers of the world. That garbage is measured in the $100′s of TRILLIONS. All this bailout is about is one more swing at bat for the gangsters who got us there in the first place.
The “Bailout” is a band aid. The patient is bleeding to death

Posted by: nova | September 28, 2008, 11:14 pm 11:14 pm

I just viewed this bill (TARP) on Section 2 it discusses what goal they are trying to bail out:
gearing to protect home values, college funds, retirement accounts and life savings.
trying to preserve home ownership-attmepting to promote job and economic growth-and a “relief Program”—protecting mortgages on or before March 14, 2008-Now these are good things to protect-these goals don’t suck-but….
The concern is that it will be one person in charge and then a umbrella of committees working with guidelines, rules and regulations. One of my main concerns in this proposal only an Annual audit? Who will be on these committees? I do not believe that this is a good idea-they need to have a monthly audit for the next year-there needs to be an adhoc committee to research and setup guidelines in reporting once a month. Annual audit gives way too much room and power to one individual to cover up mistakes-they need tight monthly audits-
Keep in mind that McCain voted down I believe twice the Job -economic growth plan, voted for deregulation twice and Obama voted for the economic package and and did give a great floor speech on why he was in favor. Obama went forth on the floor to vote for tighter regulation. What he said in the debate is exactly what he said on the senate floor. You should look at those records-

Posted by: Sophia Beck | September 28, 2008, 11:31 pm 11:31 pm

I watch all the networks people. I spend a lot of time evaluating. I see Fox conservative bias, I see the ABC Liberal Bias, they both swing moderately right and left. But when you look at CNN, and NBC I see a huge Liberal shift and an AGENDA to get the democratic candidate nominated. Its embedded in their talk shows and national news. This is a dangersous precedent, and does not serve the peoples interest. REPORT THE NEWS. DONT MAKE IT.
If they found a Koran shoved up Obamas butt you wouldnt hear about it on CNN or NBC, and ABC would blame it on Palin.
If they found out McCain had five gold teeth it would be headlins cause most people onlyu could afford one or dont have dental insurance.
FOX attempts to report both sides, but goes out of there way to provide Cover for ther right. The lefty nets just skip negative left news altogether.
If you deny it, your denying your kids futures because if one party ever gets a hold of the airwaves goodby choice. Then we might as well have Putin over here cause thats exactly what they got there, and thats what they no have in Venezuela. Those of you that are happy to see the strong Left Media, and it is huge, you just keep venezuela in mind.

I agree wakeup people. I watch Fox and I am a Democrat. Fox is more conservative but at least they attemot to be fair and ask hard hitting questions of DEMS and Repubs. I think the thing about Obama supporters is that there is no substance or logic to Obama as a candidate so the liberal press basically can’t ask anything of Obama supporters that will not hurt there credibility.
So they basically sit and let the BOTS spew lies without questioning them. On FOX news the reporters will question the BOTS and they unravel because BOTS arguments are full of HOLES.

I disagree, minutes later, the House said they were not supporting that verison. I called Gregg’s office and said I hope he lost his seat if he voted for the bill. He was shaking and not making any clear sense when he tried to explain what they did on this bill. He feels safe in NH, I suspect. I hope the bill fails. I enjoy reading comments from all you pinheads who think if we just let the markets fail- all will be just fine.
You understand that without having banks in a position to lend, our economy shuts down right. No, not a “sluggish” economy, but full blown recession and potential depression.
If managed correctly, the bill can make money for the government in the long run. They are buying banks, not handing them an open check.
The armchair-economist bloggers and people who want the crisis summed up in two sentences have no clue as to what they are saying.
Neither McCain or Obama had anything to do with this bill other than mutual grandstanding.

Posted by: Get off the soapbox | September 29, 2008, 6:41 am 6:41 am

Folks do some research and you’ll be surprised to find out- like I was- that it is actually the Democrats who pushed for mortgages and money for everyone – and many people didnt even have to prove their income to get a loan. Obama has extensive ties to ACORN and its female leader Madeline Talbott who forced many banks to suspend their usual credit standards. Obama worked for the Chicago Woods Fund and they issued a report that practically bragged about “pulling the wool over peoples eyes. As the leader of the Chicago Annenberg Challenge Obama was also able to channel more funding Talbots way- which was used for ACORN. Now Obama is pulling more wool over more peoples eyes. Wake up already people – this Pied Piper has alot of secrets that still havent come out yet- he cannot be trusted !!

jimbo must be friends with the predatory lending folks.
Good news people. Jim Kramer says he wants in on the deal. Bear Sterns had the cash to buy up a bunch of the loans and Buffet jumped in as well.
So in five or ten years all will be back to greed and avarice!
