McCain to House GOP: We Need a Deal

ABC News’ Jonathan Karl Reports: John McCain made an urgent appeal to House Republicans at their 9:30 leadership meeting Friday morning.

A senior House GOP leadership aide involved in the negotiations described McCain’s message this way, "We need a deal.  We need a deal.  We need a deal."

Friday’s debate is clearly a factor in the urgency of McCain’s appeal:  "As long as we have the broad framework of a deal he can go to the debate and claim he did his job."

After the meeting, Rep. Spencer Bachus, R-Ala., and House Republican Whip Roy Blunt were dispatched to resume negotiations with House Democrats.

House Republicans seem poised to cave on this (says one House Republican, "We don’t want to be seen as obstructionists"), although they have been assured that some of their ideas can be incorporated into the final deal.

Specifically, House GOP leaders want the bill to include federal mortgage insurance as an alternative to the wholesale buying of mortgage securities.

A key factor for the House Republicans is the price tag of the bailout.  "The $700 billion number has got to come down."

With his recent stunts, John McCain has demonstrated he is too erratic to be President. What he is going to do if he’s President and a major crisis hits, suspend the Constitution?

Posted by: politicjock | September 26, 2008, 11:15 am 11:15 am

This is all a stunt. McCain does not have the support of his own party. He is no leader.

Posted by: Phil | September 26, 2008, 11:28 am 11:28 am

Please explain to me why it is “erratic” for a U.S. Senator to return to Washington as he is paid to do, in order to offer any assistance possible during an economic crisis?
Since when it is “erratic” behavior to be a part of the solution, rather than part of the problem, as many of the senior Dems attempting to work on this deal (Dodd, Reid, Barney, etc.) are??

McDisrupter will claim credit for any bill that passes. The American people should not buy this McCrap.

Chaos! I am so confused. Three days ago I heard from JM that we need to do this. Then I heard he hadn’t rad the three pages because he was busy. Then I heard, “I am going to DC to fix this”. Then I heard, “I have not made a decision on what I am in favor of”., then I saw the meeting at the WT house with serious faces at the table and JM sitting at the end with a BIG BROAD smile! What the heck is going on? I thought I knew who I was voting for, but now I have my doubts…serious doubts. Serious, serious doubts. My dad dies of melanoma and JM is acting just like my dad before the disease consumed him……chaous and erratic. We need more calm!!!!! Less panic in our leader don’t we????

My friends, I need a deal. I’m slipping away in the polls. My VP appears to be a headless chicken. My campaign manager is a walking lobbyist scandal. I need a deal and I need it now.

So what was the results of McCain presence in Washington?
He did nothing. During the WH meeting sources said it was Obama doing all the talking. This plan by the McCain campiagn once again backfired.

Posted by: Vanessa | September 26, 2008, 11:35 am 11:35 am

Excellent. So after McCain’s brave jump into the fray, he will convince the Republicans to do exactly what they had agreed to do right before he jumped into the fray and caused a crisis.
What a perfect ass.
Have lost all respect for this moron.

Maybe McCain will have one of his infamous temper tantrums.
I’d pay to see that.

Waht has he achieved after his very big announcment to stop campaigning and postponing presidential debate and VP debate for nothing: a tornado in a bottle. MCSame is a gamble, he is not a leader, he is not a person you can trust. He is acting like a little boy who believes that all the toys are for him. God save America from McSame. God bless America and God bless Obama. OBAMA/BIDEN08.

Posted by: BKMC | September 26, 2008, 11:35 am 11:35 am

Hell they had a broad framework before he arrived in DC, all he did was delay it by a day, if we even get back to it.
This man is absurd. Palin rambles with her answers and McCain rambles with his policies, campaign, and anything else he can ramble about.
Soul mates indeed.

God that McCain is a MAJOR sleaze…..
Anyone with any depth perception at all knows that yesterday he was “stoking” those House Republicans into revolting…..
Now, that he is AGAIN caught on the wrong side of an issue, he is “pleading” for cooperation from the revolting Republicans……..
Give me a break…..
And now,…. surprise surprise surprise… he is going to bless us at the debates……..
America – this McCain is sleazier than than the scuzzballs that got us into this mess in the first place……….
What a phony…

Sandy…we have a banking commission for a reason. It is well know that too many cooks ruin the soup. Before McCain came on the scene yesterdayy, the Reps were willing to sign the deal and adjust things as it progressed. McCain used this for poitical gain. He cannot tell anyone what to do, he is not on the committee. He can only suggest.
His imput was not really needed, and neither was Obama’s.

Posted by: formerhillary | September 26, 2008, 11:36 am 11:36 am

now maybe McCain can stop his elementary political antics to keep the focus off governor Falin, and continue…oh WHEN DID HE ANNOUNCE HIS CAMPAIGN WAS OFF IN SCHOOL SUSPENSION?

McCain painted himself into a corner when he decided to skip the debate until the deal was done. Now he’s there with the dripping paintbrush, yelling “DRY! DRY!” to the floor. It was a rash decision, and he’s paying a political price from both sides of the aisle, even as his campaign footsoldiers try to explain this queer stunt away.

Posted by: stanley | September 26, 2008, 11:39 am 11:39 am

Harry Reid put out days ago we need McCain to get his party to get this thing OK’d…..so McCain gets there and Dems become arguementative and block any progress in this deal…and they are back to square one. Hope the Market doesn’t tank Monday morning.

I’m not surprised. The dem’s hsould delay till sat to review everything. No agreement till this weak end.
If the Rep fall in line, McCain most likley will win the election.

Posted by: john | September 26, 2008, 11:40 am 11:40 am

SandyB,
Because McCain became part of the problem once in landed in Washington. Instead of trying to find a solution or a compromise the situation worsen.
Dems backing the bailout and Republicans against it. Before McCain landed there was progress after he arrived everything ventured back to politics.
Also McCain could have gone to Washington without “suspending” his campiagn. It seemed more of a political move rather a move for the sake of his country.

Posted by: Vanessa | September 26, 2008, 11:41 am 11:41 am

Fellow citizens, let’s not bicker amongst ourselves. It is impossible to convince ourselves whether McCain’s move was a stunt or not. This is a matter of opinion… the only impartial arbiter are facts. What happened when McCain arrived? What happened at the WH meeting? I will not detail the answers here b/c there has been plenty of airtime and print given to this. By all accounts (Rep and Dem), it was a powder keg. One can never know McCain’s intentions, but one can certainly conclude that whatever his intent, what happened was a disaster that probably could have been avoided through a more discrete approach. I’m just glad Nukes, Russia, N. Korea, Pakistan, terrorists were not involved in this incident; but, surely, the future President will have to deal with these prickly matters. No?
One other note: I’d ask our current president to do his job rather than show a lack of leadership and invite *candidates* for president to national crises. There’s a place for candidates, and there’s a place for the current President. Let’s not confuse the two. We still have 3+ months of the Bush administration. Let’s hope and pray nothing else blows up.

Pelosi has the votes to override GOP House opposition.
If this is such a fantastically super-duper wonderful idea, why isn’t she passing the bill?

Posted by: James in MA | September 26, 2008, 11:48 am 11:48 am

There are provisions in the bailout that just sends more money to corrupt organizations like ACORN-i object to this! You should object too!
Sign the petition against this bailout online! You obamabots should b supporting someone who is trying to forge compromise and take the taxpayers interests into consideration. How low it is of you to tag mccain for doing his job! Mccain did nothing wrong and he will be at the debate, so your argument is garbage.

Posted by: ctaylor | September 26, 2008, 11:49 am 11:49 am

The plan as it stands now siphons off 20% of the money and gives it to radical organizations such as ACORN. That is why the House GOP won’t go along with the bill. The GOP is the minority party, and the Dems could pass the bill without any GOP support. The GOP in no way is standing in the way of getting a bill passed.
But, the Dems don’t want to pass a bill without GOP support in case the bill doesn’t work because then they would be completely responsible. So you have a bill which is absolutely horrible because the Democrats made it that way, but which the Democrats are too gutless to pass on their own. It’s a very sad state of affairs.
At least McCain is actually working to bring the two sides together. Whether it will accomplish anything or not is anyone’s guess. Obama, on the other hand, has proven again that he’s an empty suit with nothing at all to offer.

Posted by: EyeDoc | September 26, 2008, 11:49 am 11:49 am

And yet all you “disgusted with McCain” folks want a man mired in corruptible friends, friend of terrorists, lawyer for corrupt ACORN, (which by the way gets help from the proposed bail-out) being investigated for a garden that never happened, member of a racist church for 20 years kind of president and can keep going….
Sheesh! Had McCain even spoken at a racist church he would have never survived the first 20 primaries.

Obama is not a leader. He is still a little boy with daddy issues trying to find himself. He was a 100% voting with Daley machine hack candidate that lucked out when Jack Ryan got ambushed.
He is now a 100% voting with the far left machine hack candidate, resorting to lies and posturing at every turn.
Demands a scripted debate now at this instant after running away from 10 open crowd town halls?
A vote for Obama is either out of ignorance, greed or desire for socialism.

John McCain has no moral rudder anymore. He traded his spine to the lobbyists that are now pulling his strings. He’s a spineless, paper thin puppet who now campaigns using lies and smears and conspiracy theories. His base is comprised of a fragmented group with one thing in common: a loyalty to the same failed policies of George Bush.

He still will NOT turn over his birth certificate, because even though the Kenyan citizen is not an issue his Indonasian citizen probably still is.

Truth17 – I know you said not to, but can’t help poke at it. When you see Democratic leadership out in force (including strategists, former ambassadros, etc) saying “Blame McCain, everything was fine until he came”, I get suspicious that it actually was.
What is more likely is that they are all trying to shift the focus from the fact that they will not as the majority party vote with the bill alone.
What is more likely is that the WH meeting was the first time the committee leadership actually had to listen/respond to the Republican concerns.
What is more likely is that McCain is acting as a whip w/the House, figuring out who’s where and what that means, and what to do about it – less involved in the specific negotiations. As requested by Paulson (see Bob Schieffer on the CBS Early Show yesterday)
What no one is saying is that after the meeting, the House Repubs have someone authorized to negotiate on their behalf in the meeting for the first time.
What no one is saying is that the Dems could pass the bill if they wanted to – both in the house and senate.
What no one is saying is that Obama has not asked the Dems to exercise their majority and vote for it for the good of the country he wants to be President of.
What no one is saying is that it’s worse to say “Here’s our plan, here’s our deal, but we’re not passing it even though we could” vs saying “We don’t like the plan and we’re not voting for it.”
We should all wonder why no one is asking those questions — and why we put of with a 4th estate that doesn’t ask either.

First of all it took the president calling Obama for him to return and do his job. Second, harry and Nancy deferred to him in the meeting and he did not even know what the Republican plan was and instead started to criticize them which in turn made this meeting explode. Third, you have the liberals trying to sneak a clause that sends 20% of any profit to ACORN who has been recently placed under investigation for their part in voter registration fraud and i will remind you all that ACORN is Obama’s favorite little project. This is B-S, if they use our money to fix crooked corps. then any profit better be put into the deficit. Obama is not a leader, yesterdays performance proved this, why else do you think he quickly filled all the TV airwaves trying to place blame after the meeting? Obama, bad for you, bad for me. Tell me why the Dem’s don’t just pass the bill huh, they have majority!

Bah! Reid insisted McCain come to D.C., but when McCain decided to go, Reid chastizes him for it.
Reid claimed they had a plan to pass, yet blames McCain for mucking that up on his arrival. The deal was not accepted by the GOP BEFORE McCain arrived, and most Republicans, and some Dems hadn’t even seen it yet….and it was just principles. It wasn’t a plan, simply principles.
Yet Reid managed to slip in a ban on the oil shale, in this time of extreme crisis, and they added ACORN , a group under constant watch b/c of voter registration fraud, given $100 million in earmarks, and more money given to the execs as a repayment by dems for all their contributions.
Yes, this is shady, on all sides, and by the Dems.
It simply amazes me how you all say “wake up”, yet you’re perfectly ok, with these deceitful antics by Reid, Pelosi, Frank and others. Just amazing.
If your conscience can live with this, fine. So be it. I personally don’t want rewards given out to those who got us here in the first place. The DEMS. Even Clinton admitted that, and even during the time he was President, and his administration.
I would also remind you that McCain has been warning about this for a few years now, as have other Republicans. They wanted more regulation over Fannie Mae and Freddie Mac, and the Dems fought that every step of the way
Do your homework, and assess the blame where it needs to be assessed. With the Democrats.

Per Richard Shelby this morning, there was NO DEAL that included the support of House Republicans and the roughly two dozen GOP Senators that Shelby speaks for, before McCain arrived. That is a fiction. The campaign includes three sitting US Senators and I would expect all of them to be participating in a crisis situation which may cost nearly a trillion dollars. That is their job. Reid and Paulson both asked McCain to assist. Note, no one asked Obama but McCain. Tells you how influential he is, eh?
Candidly, Pelosi definitely has the votes to pass this now. Reid likely does as well. And the President would sign it. Why not do it? Fear? Election jitters? . What is holding them back? McCain has ruined nothing. Rather, he is attempting to bring House Republicans on board so it is a bipartisan deal which helps democrats and, dare we say it, the country.

McCain is demonstrate experience, intelligence and leadership. He listens, he gathers information, and then makes an informed decision. That is not erratic behavior. It is managing a crisis. Obama wanted to run and hide were it not for Bush calling him to the front. And he’ll be sure to try to take the credit for any success that happens. But his true color has been shown here, and it’s not black. Closer to yellow, actually. He’s a kid trying to maneuver in an adult’s world, and it’s painfully obvious he’s in over his head.

Republicans are whining because their candidate cannot stand on the issues. McCain said during the primaries that he would invade Iraq AGAIN, even knowing that there are no weapons of mass destruction. He would send 5000 more young people to die in an unnecessary war. Right-wing nut jobs don’t care about sending our young people to die in an unnecessary war? You are the terrorists that pose the biggest threat to our democracy. Adios, right-wing nut job.

McCain Economics: 1- Take money from corporate lobbyists and then give them tax breaks when they ship American jobs to China. 2- Watch and do nothing when China ships poison dog food to Walmart. 3- Take money and campaign advice from Freddie Mac lobbyist, Rick Davis, and then watch while American Taxpayers send their mortgage payments to China for the next 40 years. 4- Give Bush tax cuts to the wealthiest 1% while the middle class struggles to pay for gasoline and food. Hey, why don’t you buy your next house in China, McCain?

(1) in lieu of the Office of Federal Housing Enterprise Oversight of the Department of Housing and Urban Development (HUD), an independent Federal Housing Enterprise Regulatory Agency which shall have authority over the Federal Home Loan Bank Finance Corporation, the Federal Home Loan Banks, the Federal National Mortgage Association (Fannie Mae), and the Federal Home Loan Mortgage Corporation (Freddie Mac); and
(2) the Federal Housing Enterprise Board. Sets forth operating, administrative, and regulatory provisions of the Agency, including provisions respecting:
(1) assessment authority;
(2) authority to limit non-mission-related assets;
(3) minimum and critical capital levels;
(4) risk-based capital test;
(5) capital classifications and undercapitalized enterprises;
(6) enforcement actions and penalties;
(7) golden parachutes; and
(8) reporting. Amends the Federal Home Loan Bank Act to establish the Federal Home Loan Bank Finance Corporation.
Transfers the functions of the Office of Finance of the Federal Home Loan Banks to such Corporation. Excludes the Federal Home Loan Banks from certain securities reporting requirements. Abolishes the Federal Housing Finance Board.
The bill introduced in 2005 and John McCain was a sponsor. John McCain is on the record as being for regulatory reform and Obama and Biden along with alot of other democrats voted to block this measure. So McCain was for regulatory reform before Obama voted against it for Freddie Mac and Fannie Mae. Notice above the mention of golden parachutes and capital risk tests.
BARNEY FRANK IN 2003:
‘These two entities — Fannie Mae and Freddie Mac — are not facing any kind of financial crisis. The more people exaggerate these problems, the more pressure there is on these companies, the less we will see in terms of affordable housing.”
CHRIS DODD, July 11, 2008:
“This is not a time to be panicking about [Fannie May and Freddie Mac] “These are viable, strong institutions.”
Here’s a NYT article from Sept, 2007 -
the dems pushed for Freddie and Fannie to buy up all those defaulting mortgages. Paulsen and Bernacke (and Bush) were against the idea and foresaw what would happen.

Feb of 2005 Alan Greenspan warned of the impending disaster for Freddie Mac and Fannie Mae…in fact everytime he made a statement, he included this warning. Many times he tried to warn us.

The best thing about the current crisis is that it exposed and confirmed that McCain is someone who panics. His scattered responses, nonsensical actions and willingness to mess everything up for his own political advancement is proof that he would make a lousy Commander in Chief.

Posted by: thebob.bob | September 26, 2008, 3:09 pm 3:09 pm

The blame game is an exercise in pointlessness, unless you want to go all the way back to the CRA and discuss/face up to how compelling banks to give loans to those who could not/should not qualify for them began the spiral we find ourselves at the bottom of today. Face the facts that Obama and Dodd have Fannie and Freddie contributions so great that they were immobilized as effective reformers on the Democrat side of the aisle. There is no perfection to be found here, on either side, but “we the citizens” are not in favor of our tax dollars supporting ACORN or similar organizations. We want the business side handled, and the pork side cut. That’s it. We don’t care who does it, we don’t care who looks good, and we wouldn’t care if everyone got credit. Just stop the whining and stop the blaming and get SOMETHING DONE!

We honestly don’t know, do we, who is holding up what…but each side has its issues. I am more comfortable standing AGAINST 1 billion in pork than being FOR government control of CEO compensation (except for restricting golden parachute packages for failed management that has to be bailed out BY the government)
It makes sense to me that questions are being asked…I do not like homeowners getting $$ to save their homes from foreclosure, when our family has made sacrifices to make our mortgage payment; I betcha their are about 90% of American families who feel the same way.

The problem with John McCain’s
trip to Washington to help out with the bailout negotiations is the way he politicized it: publicly announcing he was “suspending” his campaign, trying to dodge the debate, and taking camera crews to Washington with him. If his motives were truly “country first” he would have gone quietly, with no fanfare, and made sure his presence would not disrupt delicate negotiations.
As it stands, McCain dramatically jumped on his white horse, blew the trumpet and hollered “CHARGE!!”, leaping headlong and blindly into the fray. It was all for show.

Posted by: Andrew | September 26, 2008, 5:22 pm 5:22 pm

Before McCain got, the negotiators who claimed to have a deal completely ignored the House Republicans. McCain seems to have moved everyone towards compromise–the House Republicans have been persuaded that urgent action is truly necessary, but have also been able to make some improvements to the bill (eg. the Treasury will have the option of insuring some mortgages instead of buying them outright). In the meantime, Nancy Pelosi has insisted that there would be no vote on the bill unless at least 100 Republicans voted for it. That’s right–she has a Democratic majority that she claims was ready to pass the bill –but for some reason, she’ll only move with Republican votes. Now whose playing politics?

Posted by: Barbara | September 26, 2008, 5:37 pm 5:37 pm

It is the form of the bailout. We do not need to hand over $700,000,000,000.00 worth of mortgages to people like Barney Frank, who once they are available, will corrupt them into give me’s. This bill might not give him that power, but there is nothing that will stop him from doing so in the future.

McCain is trying to save the American people from Obama’s high taxation that will put America into the worse depression in world history.
The difficult question must be addressed: Is Barack Obama’s popularity due to his ethnicity more than to his accomplishments? Would a white senator with the same resume be considered his or her party’s nominee?
As much as we may hate to say it, it seems improbable. Barack Obama has yet to complete a single full term as a US Senator. He has no legislative accomplishments of which to speak, and he has yet to offer any specific details on how he plans to fund his grandiose plans. He has no military experience, nor any deep familiarity with the military machinery of this country.
To be sure, were Obama to be elected, his presidency would be a great step forward in this country, haunted as we are the specter of our racist past.
However, is it worth to gain this milestone at the expense of electing a man wholly unqualified for the office?
Merely paying lip service to such intangible ideals such as “change” and “diversity” will not make our country safer nor our economy stronger.
Unfortunately, it appears that Barack Obama simply does not have the appropriate qualifications to be president.

All America should be Obama hecklers. Here is the change you want from Obama:
Obama’s own words in his speeches: I AM GOING TO TAX THE RICH AND BUSINESS. Who do you think will pay the increase in costs of the services and the businesses that Obama wants to tax? All American taxpayers will pay the added costs of services and business products that Obama wants to tax. Obama will create hidden taxes by his taxation programs. There is no free ride from the taxes that Obama wants.
John McCain wants to cut 700 billion dollars from the federal budget. Those 700 billion dollars go to countries that do not even like America. Do you want more taxes from Obama that tax all Americans or budget cuts from John McCain?
700 billion dollars is the figure needed to help America through the present financial crisis. Obama wants more taxes and no thoughts on budget cuts. Obama would rather be in Mississippi to debate with empty words.
John McCain wants budget cuts and reduction of the American tax burden.
The figure of 700 billion dollars McCain reported weeks prior to the bailout figure of 700 billon dollars. McCain is on the right course.

Newagegop…”Obama will give you more of it (the shaft). McCain will likely give you half as much as Obama.”
Obama will give you more empty words and taxes to support his empty words.
Yes, McCain means less….less taxes.
You are right; Obama will give you more, more taxes.
Obama gives you empty words. McCain gives the American people representation.

If the following is true, then why all the excitement about African-American Obama, Obama could never measure up to the greatness of these men.
African-American Presidents
Note: Several presidents were allegedly of mixed European and African ancestry, which by U.S. reckoning would designate them as African-American. See The Five Negro Presidents by J.A. Rogers and Six Black Presidents: Black Blood, White Masks by Auset Bakhufu.
Thomas Jefferson
Andrew Jackson
Abraham Lincoln
Warren Harding
Dwight Eisenhower
The above men had birth certification and there is no doubt as to being NATURAL BORN American citizens.

I SENT THIS LETTER TO MY REPRESENTATIVES IN CONGRESS:
We demand that Congress stops adding earmarks and pork within the contents of the “Bail Out Bill”. In addition we do not want a payout to ACORN — or any organization like ACORN.
We feel this is an egregious abuse of House and the Senate positions in Congress. Enough is enough.
We will no longer continue to vote or support any Representative or Senator who votes for bills with earmarks and pork or allots money to ACORN.
I BELIEVE THE PEOPLE WHO WALKED AWAY WITH TONS OF MONEY SHOULD BE RESPONSIBLE FOR THE BAIL OUT.
If the government agrees to pay off mortgages for people who bought homes they could not afford — then the government needs to pay off ALL mortgages for ALL legal American citizens.
I don’t want my tax payments used to pay off somebody else’s home!
I PERSONALLY AM AGAINST A WALL STREET BAILOUT BUT AT LEAST FORKING OVER A THIRD OF THE MONEY — WITH THE REST CONTINGENT ON EFFECTIVENESS — MAKES SENSE.
I AM TOTALLY AGAINST GIVING 10% TO ORGANIZATIONS LIKE “ACORN”. PEOPLE SHOULD NOT BUY HOMES THEY CAN’T AFFORD. DO NOT BAIL THEM OUT.
NORTH CAROLINA TAXPAYER
===================================
Barack Hussein Obama is campaigning tomorrow — promoting “himself”.
Why isn’t Obama going back to DC to work on our country’s crisis? If he can’t do his senate job — he surely can’t run this country! — OR maybe that’s above his pay grade!
Country First in 2008.
