POTUS Obama Halts Bush Rules and Regs

The new paint in the White House likely hasn’t even dried yet, but newly-minted President Barack Obama’s team is already on the job.

When government workers return to their desks tomorrow after today’s holiday, they will be met with some new instructions. This afternoon, White House Chief of Staff and Assistant to the president, Rahm Emanuel issued a memorandum ordering all U.S. government agencies to stop implementing any pending rules and regulations issued by the Bush administration until the Obama administration has an opportunity to review and sign off on them.

Per the memorandum, any proposed or final regulation cannot be published until it has been approved by an agency head appointed by President Obama. The memorandum also advises extending for 60 days the date of regulations in the Federal Register that have not yet been implemented.

You can read the memo HERE.

Bush has gutted most of the civilian agencies of government, resulting in much LESS efficiency. Not all of his ideas were bad ones – but let’s hope President Obama has the wisdom to do what’s right more often than not.

“Bush has gutted most of the civilian agencies of government, resulting in much LESS efficiency”
We the taxpayers have been paying private companies for this decreasing inefficiency.
More looting of the treasury by Bush to help his friends.

Maybe his orders apply to Proposition 8 in California? It would be the right thing to do if he invalidated Prop8.

To all the negative naysayers. Keep up the doom and gloom. The pessimism. Stand aside and allow efficiency to take over and remember what your leader said:
“I think the country is so tired right now of a style of Republican attack politics that has become a caricature of itself, they instinctively go, ‘I’m tired of that,’ “It’s ineffective against Barack Obama right now. The country is faced with serious problems and is about to have a brand new president. You’d have to be irrational not to want the new president to succeed.”
- Newt Gingrich, a Republican and former speaker of the House

One of these things Obama invalidated is an order to protect doctors and medical staff who don’t want to do abortions. So, let me get this right, Obama’s change means forcing medical staff to do abortions on his first day in office. Lovely.

Posted by: Steven Ertelt | January 20, 2009, 8:21 pm 8:21 pm

I love it when I’m correct! As usual. Everyone said that the executive orders and other documents that Obama was going to sign were “no big deal”. Just “simple statements” to allow for a national day of some platitudes and to get his cabinet in. But we see, just a sample, of the executive actions and methods by the new, alledged, President (his position’s legality is not assured but de facto). And they aren’t “day of reconciliation platitudes!

Posted by: Ed | January 20, 2009, 8:21 pm 8:21 pm

I don’t think this is in reference to Bush’s Executive Orders.

“So, let me get this right, Obama’s change means forcing medical staff to do abortions on his first day in office. Lovely.”
It is indeed lovely, Steven! Infantile religious beliefs have no business whatsoever in the doctor’s office – and any medical person attempting to inject them thusly should be fined and barred from the profession.

So what makes you think that he is going to be any better, than the last 16 years that we have had of political incompetents.

Posted by: Tony Russo | January 20, 2009, 8:34 pm 8:34 pm

Steven Ertelt: Firstly he didn’t invalidate a thing. He instructed his staff not to implement any pending rules and regulations until the Obama administration could review them. Something every president does, even republicans. Secondly, you are wrong about the issue. Doctors always have the right to refuse to perform a procedure that goes against their religious belief. The issue at hand that Mr. Bush rushed through during his last, dark days, is that now your Walgreen’s cashier can refuse to ring up a purchase because they don’t like what your doctor perscribed. Better be careful. Today it’s Plan B, tomorrow it might be your viagra.

peter ,
Is it any suprising? Obama has made it perfectly clear and well known during the campaign that he is 100% pro -abortion. It should not be suprising that he is in favour of forcing doctors and nurses to go against their conscience.

Posted by: Greg h | January 20, 2009, 9:53 pm 9:53 pm

Eric Holder – Attorney General? Gregory Craig – White House Counsel? At least Obama is consistent – surrounding himself with America hating scumbags. It is sad that over half of the American voters have no clue about what they have done. When and if they wake up – I hope that it is not too late!!

Not everybody in the incoming administration is a savant and a competent administrator. Remember Paul Volker during Carter era? Volker was Carter’s nemesis (he could not get reelected for the second term) by raising the fed’s rates to the highest possible level and naturally interest rates zoomed to the sky. Any one with a little common sense should have known it. We can point out similar deficiencies in almost every incoming guy/gal. Let us not raise our hopes too high lest we will face disappointment. Wall street’s reaction today is an indicator that the business community does not expect too much in the near future from the new administration.

Rahm Emanuel’s the order to stop implementing any pending rules and regulations issued by the Bush administration sounds like similar
with almost N.Korea’s Kim, Jung Il order to “STOP STOP everything right now.” I do remember that Obama had promised with “a small Government with effective work”. However, Obama admin. already wasted money $150,000,000 for a few hours of the inauguration, today. It’s four times more than Bush’s one in 2004. I hope Obama admin never forget the promise.

Posted by: DNC must be changed. | January 20, 2009, 10:29 pm 10:29 pm

DNC:
Inaugural costs are usually cited as the costs of the balls and festivities. In this respect, despite inflation Obama (approx. $45 million) is in line with the 2005 Bush inaugural which cost $42.3 million. In both cases, these costs are covered by donations.
And yes, for every inauguration there are millions and millions of dollars in costs beyond this that are covered by the government and include items like security, secret service, military personnel for the parade, public transportation, emergency services, porta-potties, restraining barriers, . .. and so on.

Posted by: pefros | January 20, 2009, 10:49 pm 10:49 pm

The suspended Bush abortion regulation would have allowed the government to withhold or withdraw federal funding from recipients found to be coercing or discriminating against doctors or others who refuse to provide abortion services because of personal convictions. This does not mean that it encourages hospitals to discriminate against those who refuse to give abortions. It means that the government shouldn’t be policing hospitals to see if they are “coercing” doctors and then withholding federal funding.
I am a nurse, and I think it is morally wrong for someone who is a pharmacist to withhold a legal medication from a patient such as Plan B because it is “against the pharmacist’s conscience.” Similarly, hospitals are there to provide medical services, and if hospitals are forced to stop providing abortions in order to receive federal funding then the practical result is that there is no access to a legal medical procedure.
I have never heard of a doctor being forced to give an abortion. I cannot believe that “narumanchi” was ever “forced” to help with an abortion either. Give me a break – nurses are so in demand they can work wherever they want. Any nurse who would not provide post-operative care to some poor woman who has decided to have an abortion should not be a nurse. Even if you think abortion is a “crime,” I can’t believe any nurse would refuse to care for a criminal who was brought into the hospital with a gunshot wound. The whole premise is ridiculous and all the anti-abortion crowd wants is to force the federal government to permit hospitals receiving federal funding to deny healthcare to women who want an abortion and thereby eliminate access to abortions.

It is amazing to me how many seem to lack ANY common sense in their posts. Many of you seem to be saying 1) If I were Pres I would just let any and everything done last minute that was trying to get pushed through in the last minute go EVEN THOUGH NOW THAT I AM PRES I AM RESPONSIBLE. and 2) How many of you cannot read and lack any form of comprehension when reading.
That is truly the sad part in all this because I really cannot understand how many of you seem to be taking this as reversing something when all it really is doing it putting a LEGITIMATE HOLD until the NEW President can see and read what HE now will be RESPONSIBLE for when it is passed into law.
Good god people, get real and learn to read…. and one other suggestion… get off your high horse because it is sickening..
Making your personal attacks is insulting to many Americans, including many Disabled Veterans like I am. It matters not whether one voted for President Obama, whether one likes him or not. What DOES matter is he IS our President. He IS an American and I WILL support and defend the choices he makes as the President as long as they conform to the constitution and common sense right and wrong. And that defense includes those who would slight my President from both foreign and domestic venues.
What DOES make me thankful today is that it is NOT the many of you who posted here who was just sworn in as President because then we truly would be doomed.

His cabinet is full of Washington insiders…how can we use the same old ideas in the same old way and somehow, expect a different result? (loosely taken from Obama’s speeches)

“For we know that our patchwork heritage is a strength, not a weakness. We are a nation of Christians and Muslims, Jews and Hindus – and non-believers. We are shaped by every language and culture, drawn from every end of this Earth; and because we have tasted the bitter swill of civil war and segregation, and emerged from that dark chapter stronger and more united, we cannot help but believe that the old hatreds shall someday pass; that the lines of tribe shall soon dissolve; that as the world grows smaller, our common humanity shall reveal itself; and that America must play its role in ushering in a new era of peace.”

A previous poster has said that this memo does not relate to Bush’s Executive Order. I’m not so sure about that. Do you think Obama will let this order go through when it opens the way for citizens to file suits as to his own eligibility to hold the high office of POTUS?
Americans, wake up. You have a usurper in the White House, who has not proven his right to even be candidate for that position. Excuses are already being made for what Obama is doing, but imo, he is showing immediately what he is made of. He is not going to allow any person to file a valid lawsuit against him as to his eligibility, he is not going to be open and honest and he is definitely not going to respect the rights of concerned citizens to ask the question.
When the Civilian Defence Force that Obama is proposing is out there quelling unrest, you may find it too late to wonder what kind of creature has been elected.

But you people will choose and pick anything. Usurper is a derogatory term used to describe either an illegitimate or controversial claimant to the throne in a monarchy, or a person who succeeds in establishing himself as a monarch without inheriting the throne, or any other person exercising authority unconstitutionally. It may also be applied to an official… Tell us where this applies, or is it just your hate shinning through again?

Posted by: USCITIZEN_04 | January 21, 2009, 11:47 am 11:47 am

I agree with Malakie and Darwin. I feel people need to let go and think outside their comfort zone. Don’t judge Obama for awhile. Just relax, sit back and watch for a while. You’ll learn more, and if you’d stop jumping to conclusions, maybe you’ll be surprised. In the workplace, being a supervisor gives you a view that you don’t get as a regular worker. Why would the presidency be any different. He worked as a Senator. It’s a whole lot different to be the President. He needs to understand why Bush made the decisions he did. He may agree. He may not. But adjusting to his job will not be instantaneous no matter what anyone thinks. Remember too, he can’t MAKE the legislature agree. And there are some pretty stubborn “my way or the highway” attitude in both houses. The “new guy” needs time to create a new working relationship with the legislature and all things are not cleared through the legislature, so there will be rules, regs and other types of info that he needs time to review and learn. Being we’re all human, I’m sure information slipped through the cracks that maybe Obama should have gotten and didn’t get.
In any case, be a real American. He’s our President by our voting system, whether you voted for him or not. It’s time to move beyond Political party preferences and go to work to help America and Americans recover from all the crap that’s going on. The blame game helps no one but the idiot trying to get out of being a part of the solution. Do you want to be the stumbling block to healing and recovery or a part of the solution?

Oh, and Tom, as for your comment, “sit back and relax”, that is why this country is in the mess it is in today! Because we, as American’s, have sat on our butts and trusted that our government would do its job! The longer we sit back and relax the more our government will be taken advantage of! Our forefathers were geniuses! They thought everything through but they did not intend for “We the People” to just allow our government to function. We were to be part of the functioning of our government! But, we got busy with family, making a living, and we trusted those idiots that we sent to Washington to look out for our best interest! But now we are learning that they only look out for themselves and what their positions can do for them and their families. Our Constitution is being amended and revised so much so that our freedoms are dying! Now, you can sit back and relax if you want too, but I’m going to make sure that the guys I “hired” to do a job are damn well going to do their JOB!

Apparently no one in our government cares about the constitution any longer.
Get ready for your rights to soon be gone.
BTW: McCain did not raise the issue bc he was ineligible also. He was not born on American soil even though both his parents were US citizens.
Barack may have been born in HI, but his dad was not a US citizen. That ALONE makes him ineligible by our constitution.
A president and VP need to be Natural born citizens. BO may just be an American citizen…. there is that Indonesian problem that may be preventing him from being a true American citizen.

However, you kill an innocent unborn child who is incapable of volunteering. Like I said, blinders. Picking and choosing what matters to you with you basic principals. The hypocrisies are endless. You support the poor and middle class ha…then why do you support 4 and 5 dollar gas prices all in the name of the hoax you call Global Warming. How naive to think we are the cause! Give the man a chance to lead this wonderful country back to a place of pride and compassion and admiration. Jeez.

I’m pretty sure it doesn’t matter who your parents are or where they’re from…if you are born on American soil you are a United States citizen…and as far as John McCain goes (don’t like the guy but I’ll stick up for him here) he was born on a Naval Airforce Base in Panama which is considered United States territory which means he is a Untied States citizen…
Everyone can get off of this whole naturally born BS because it’s over and done with…do you really think someone in their right mind would let someone go on to actually campaign and then WIN the presidency if those facts were actually true?
Get real

Posted by: Alissa | January 21, 2009, 6:52 pm 6:52 pm

Hey Alissa,
The question isn’t whether or not he’s a citizen, but whether or not he’s a Natural Born citizen. And rather than just accepting heresay and being “pretty sure” about all this, why don’t you do some independent research on the Constitution and on what the framers meant by “Natural Born”?
You’ll learn that there’s a significant difference between being a natural born citizen and just being a citizen. Look up Emmerich de Vattel’s “The Law of Nations”, a book heavily relied upon by the Founding Fathers – the definition is very clearly stated. You’ll see that if the father is not a citizen (a fact Obama admits freely about his father) the child is not a natural born citizen.
Look up the other writings of the Founding Fathers, and other laws and acts, such as the Naturalization Act of 1790, which stated, in part,
“the children of citizens of the United States that may be born beyond Sea, or out of the limits of the United States, shall be considered as natural born Citizens”. Interesting, but what is more telling is that the Naturalization Act of 1795 repealed the 1790 act, replacing the “natural born citizen” phrase with just “citizen”.
There is ample proof that the framers saw a real distinction between one who was born a citizen and one who was a “natural born” citizen, and they thought enough of this distinction, and of the presidency, to insist that the president possess this quality.
Our magnificent Constitution, and the brilliant people who crafted it, deserve our undying appreciation and respect. Without it/them, this country would not have endured, and would not be that place to which so many people from all over the globe want to come. We have the enjoyment of our freedoms because of the Constitution – if we want to continue to enjoy them, we must defend and preserve it, from all enemies, both foreign and domestic. It is, and must be, the supreme law of the land, regardless of what anyone says.
Please, consider carefully what you dismiss by just being “pretty sure” – many thousands of Americans have given their lives so that you and I can have this debate. Please respect their sacrifice enough actually to look into this issue seriously. I believe your eyes will be opened!

I gave up on ‘Natural Born Citizen’ long ago … everything that’s known and continues to surface, points to the fact that the Abomination is an illegal alien!
Don’t like the word usurper … how about charlatan, fraud, imposter!
And my favorite word of all for the Abomination is: DEPORTATION!

Being from Illinois, a state full of crooked politicans, Obama got elected because of the Chicago Political Machine.
If Obama has his liberal way…America might as well move next door to France.
Government needs to get smaller, like 25% the size it is now.
The Founding Fathers meant for it to be protecting our borders, post office, standard money and few other things. Leaving the rest to the states.
Washington DC is broken and does not look like it will be fixed any time soon.
How much more in taxes are you willing to give up?

My comment to sit back and relax doesn’t mean you do it forever. But at least give the guy a couple of weeks before you start bashing. If you naysayers are so informed, so intelligent, so perfect in your assessment, why aren’t you doing more to fix things? And don’t give me bunk about how you don’t have the right backing or clout to get things done. Neither did Malcom X, Martin Luther King, but look at what they accomplished simply by inspiring others. I could name others who made a difference that don’t have “clout”, like the people who in NY got “Megans Law” put into place, and the people who worked to have the “Amber Alert” process happen. If you complain but don’t do anything constructive to change the system other than whine in a blog, then you are STILL a part of the problem! I volunteer in the community A Lot. What do YOU do other than whine? The blame game, pointing fingers and jumping the guys bones before he has much of a chance to do anything is petty and small minded! Be a part of the solution, not part of the problem.
