President Obama Signs Environmental Memoranda

Standing in the East Room in the White House with Secretary of Transportation Ray LaHood and Environmental Protection Agency administrator Lisa Jackson, President Obama issued two presidential memoranda today dealing with the environment.

Both memoranda are written with cautious legalese and assiduous attention to process. But however wary the memoranda may seem, both are expected to lead to dramatic changes in environmental policy from the Bush administration, paving the way for states to impose much stricter fuel emissions standards, and for the federal government to require that U.S. automakers producer far more fuel efficient cars and trucks much quicker than President Bush would have required them to do so.

The first of the two presidential memoranda — which the president erroneously referred to as "executive orders" — asks Jackson to reconsider the Bush EPA’s denial of a waiver to California and more than a dozen other states to seek tougher auto emissions standards than the current federal level.

In 2007, the Bush administration’s EPA administrator, Steven Johnson, denied the 14 states — the other 13 are Arizona, Connecticut, Maine, Maryland, Massachusetts, New Mexico, New York, Oregon, Pennsylvania, Rhode Island, Vermont, Washington and New Jersey — a waiver to set their own clean air standards. Johnson was overruling EPA staff scientists when he did so.

"The federal government must work with, not against, states to reduce greenhouse gas emissions," President Obama said today. "California has shown bold and bipartisan leadership through its effort to forge 21st-century standards, and over a dozen states have followed its lead. But instead of serving as a partner, Washington stood in their way …  The days of Washington dragging its heels are over."

House Minority leader John Boehner, R-Ohio, said the decision could hurt American jobs, given Detroit’s struggles.

“The president’s action today is disappointing," Boehner said. "The effect of this policy will be to destroy American jobs at the very time government leaders should be working together to protect and create them. Millions of American jobs will be placed in further jeopardy if automakers are forced to spend billions to comply with potentially dozens of different emissions standards in dozens of different states.”

The second presidential memorandum directs LaHood to, by March, finalize the fuel efficiency standards for cars for 2011 and to make recommendations for beyond that year, an action expected to lead to stricter fuel efficiency standards.

The context for this memorandum: In 2007 Congress passed a law requiring an increase in fuel efficiency standards, giving whoever the President may be discretion in how to best reach a goal of a minimum fuel efficiency standard of 35 miles per gallon by 2020, making sure the goal is technically feasible, economically practical and based on the needs of the nation to save oil.

Obama said of the 2020 goal, "that 40 percent increase in fuel efficiency for our cars and trucks could save over 2 million barrels of oil every day: nearly the amount of oil that we import from the Persian Gulf."

Under the 2007 law, presidents have to issue new fuel efficiency standards 18 months before each year they are put into place, and they can’t make any rules beyond five years out. President Bush proposed fuel efficiency standards for 2011-2015, but never issued them in final form, and environmentalists considered them to be weak.

Secretary LaHood will now review the Bush draft of the standards for 2011 and perhaps set new ones by March. He is also instructed to review the 2012-2015 proposals and suggest changes.

"We must ensure that the fuel-efficient cars of tomorrow are built right here in the United States of America," Obama said.

Before he began discussing the environmental actions he was taking, the president took a moment to push for Congress to pass his stimulus bill, noting that "over the last few days, we’ve learned that Microsoft, Intel, United Airlines, Home Depot, Sprint Nextel and Caterpillar are each cutting thousands of jobs. These are not just numbers on a page. As with the millions of jobs lost in 2008, these are working men and women whose families have been disrupted and whose dreams have been put on hold … We can’t afford distractions and we cannot afford delays."

The stimulus package, Mr. Obama said, would "put 460,000 Americans to work with clean energy investments and double the capacity to generate alternative energy over the next three years." The bill lays down 3,000 miles of transmission lines and make 75 percent of federal buildings more fuel efficient, he said.

Still new to the process, after he signed the memorandum to the EPA administrator President Obama asked his staff secretary Lisa Brown if Jackson gets the pen with which he signed it.

Told that she does — which Jackson was visibly excited about — the president noted to the assembled crowd of 150 environmentalists and auto industry advocates that "These are nice pens. Although they’re a little hard to unstick."

LaHood, a former Republican congressman, was given the second pen.

good luck. Now we will have different standards for different states and the auto mfg’s will have to figure out a lot more than profitability. The us auto industry is doomed for destruction.
So auto workers, get ready for the bread line because all this will mean that money for r&d will be used instead of wages and benifits.

It’s good to see this, especially with all this bail out money going to the auto industry. It should be mandiated that if we are going to save American Auto, they have to get their act together and build a real car, as opposed to yet another concept, that gets super gas mileage and provide it at a competitive rate (not excessive for being a new technology-auto lost that advantage when they took taxpayer payouts).

Auto Manufacturers have, for the past 30 years, thrown around smoke whenever this topic has been raised (see posts here for good examples–just watch). One has to ask though: when auto manufacturers say “we can’t do this,” are they simply saying “Our American workers are too STUPID to figure out higher fuel efficiency”? Or is it that they’re protecting the oil industry? I for one think my fellow Americans in the auto industry are plenty smart to be able to figure out the better fuel efficiency. So what’s going on? Hmmmm….

Until we bring our jobs back from overseas this economic crisis will not stop. Buy american everyones says…well just try and find anything that says it is made here, even upscale stores like Lord & Taylor have “made in China”
Unions need to forget the old days of outrageous pay for laboring jobs- we need “decent wages”. Locally a car parts factory took cuts from $30+ hr down to $18.00 when they where bought out. Sure the workers where upset. Truth is they where so over paid and are now paying the price… no jobs.
By the way I am a RN(masters degree) who after 35+ years would loved that kind of money.The media wants you to think nursing jobs are the land of the riches- sorry they lie.

I don’t see why this is such a big deal to the auto industry. They don’t have to figure out fuel emmissions for individual states – just use the highest standard for all of them. It’s pretty simple math – but then US Auto isn’t known for their accounting skills. If the US Government is going to bail out the auto industry, then they should require stricter standards.

Just remember, Obama only gave the Big 3 money to keep a float until March. Now the Big 3 will ask for more bail out money to re-tool their aging manufacturing plants. Making up numbers? The Congressional Research Serice puts it at $657B inclusing state and Va through June 2009. And that number includes around $100B for non war DoD spending.

The American auto industry has been in the back pocket of oil companies forever and keep making gas guzzlers as of today! The oil companies should bail them out since they made billions off their crappy gas guzzlers. They need to make more fuel efficient cars or they are going under. Obama is making them wake up and pull their heads out of their a..!

I have to say, form the common citizen…It is great that they are even trying to get the auto industry to make cars with such wonderful fuel efficiency. But, who is going to be able to afford these cars, huh? While I am spending large amounts of money on fuel costs- I still cannot afford the $300-400 a month car payment for a new car. Who is going to help us, the “little” people afford these more efficient cars? Are they going to force us to buy new and go into mass debt? As well as finding financing for a new car…The whole system needs a good kick in the pants if any of us are going to profit from this decision. It is not like most of us are holding onto the extra $200,000 required to buy a new car and just waiting for that opportunity to spend it! Most of us are struggling to figure out how to get to work everyday to make the money that will go to fuel in the tank to get to work the next day. Someone really has to give politicians some perspective here.

indithinker…I won’t deny Bush spent way too much money. I wouldn’t consider Bush conservative at all his second term. Bush was successful keeping us safe and for most his presidency was accountable for a great economy…the last two years have sucked (not just because of Bush…Bush is a small reason for our economic failure). With regards to four trillion for this war…I’m not sure how you came up with that #. Iraq over the last seven years has cost about 84 billion. Lets not forget how many jobs this war has saved. Not sure were the other three point some trillion comes from…fuzzy math I guess.
If you think Bush spending was crazy…which it was…wait! The more our government prints money the less your dollar is worth…to me Obama will be responsible for the biggest tax increase in our history. Cost of goods are about to go through the roof which will be a huge tax on the American people. This non-sense about the middle class and poor getting a tax break is beyond my comprehension…everything is going to cost much more, so I would much rather give up the tax break, and let the dollar in my pocket be worth as much a year from now as it it today. Unfortunately, this isn’t going to happen…so four years from now when you’re asking yourself if you are better off today than you were four years ago, and you’re saying no…this is why.

The future of the auto industry just got a helluva lot bleaker. The decision for government to permit states to have their own standards is about as dumb as the boutique fuel formulation which keeps prices artificially high. Of course, both are due to the incompetence of government who know zip about cars or energy – with the exception of green sound bites.
However, the market for older cars – ones that people ACTUALLY want to drive – along with aftermarket parts just got primed for a big business boost.

Cleaner air is a good thing, but it’s not going to be free. The reason that gas is more expensive in California is because of the clean air act current imposed in this stae. It’s probably worth it but get ready to pay.

There was never any logical reason for this bill apart from inflating gas prices in certain states to the benefit of the gas companies who paid Bush so much money during his campaign.
I’m glad Obama has finally got rid of this corrupt law, although I do fear what hidden treats he has for us to pay back the companies who gave him hundreds of millions in campaign finance.
Companies don’t give 100′s of millions to presidential candidates for nothing you know!

Thank you, thank you, thank you President Obama. And to all of you who really don’t get it, the car manufacturers won’t produce different cars for different states, we’ll all get cleaner cars. And we will actually be making cars the rest of the world will want to buy. Anyone who sees this as a negative for American business really needs to turn their brains on a bit more. And had we really listened to those “enviros”, we’d have clean fuel, technology we could export, houses that made sense, a bunch more REAL jobs and a lot fewer problems with our economy. I’m celebrating.

This really isn’t as difficult a problem for the auto industry as I see so many of you complaining about. They won’t have to meet every states requirement…just the one state that has the strictest. That will cover all the rest. If they can’t meet that standard with certain vehicles…then don’t sell that particular model in that state. They will lose the revenue in sales…and watch how fast that model meets standards the following year. This is a great opportunity for the auto makers to re-invent themselves. It just takes work and drive(no pun intended). Gas is going to go up again…maybe not this year…but it will. This is an opportunity to take advantage of the recent memory of high price gas before everyone forgets what happened. Europe has had high gas prices for decades…and low and behold everyone drives fuel efficient cars. What a novel idea. You don’t have to have a pick-up truck to drive around town. It’s nice and convenient when you do need to haul something. But the vast majority of us don’t haul things that often. It would be less expensive to pay that $50 delivery fee every few months or years than it would be to pay that extra $100 a month in extra gas you waist when you aren’t hauling anything the majority of the time. Not to mention the added cost of the truck over a car in the first place. Some of you do need a truck to work. I sympathize with you…but you are the minority in this country. Convenience has overtaken prudence in this country. I have teenage stepsons and the 4 of us fit just fine in our Corolla at 35 mpg. We can put our 50lb dog in there too. If we take a trip…we rent a larger car. Once again cheaper in the long run than owning an SUV. Not as convenient once again…but more cost effective for sure. Get out of your comfort zone people…

This is letting CA take the lead in environmental rule making.
If you live in CA as I do you get to see just how short sighted and burdensome the CA Air Resources Board and other environmental organizations are.
For the past 10 or more years you could not buy a diesel sedan. These got the highest MPG available in the US. Prefered in Europe. Available in most other US states, but not sold in CA.
These are also the same organizations that put MTBE in the CA gasoline. This raised the cost per gallon, lowered the MPG, while claming to reduce emissions. The part that the CARB missed is that MTBE is water soluible and carcinogenic. MTBE has now been removed from the gasoline in CA, however, it is now in the CA ground water and likely will be for the next 100 years.
To the rest of the US, don’t follow CA rules, they are foolish, short sighted, and bankrupting CA.

Perhaps you did not read the legislation. The whole IDEA is to make “numerous cars for different states”.
This legislation is NOT generated to help the “people”. It is generated to satisfy Obama’s constituency.
Well, I have a bit of news for that constituency… and for YOU. The average temperature of the earth hasn’t risen a fraction of a degree above 59 deg F. since 1998, even though CO2 rate rose. The evidence isn’t even there to support the idea that CO2 raises the earth’s temperature. It seems YOUR party does quite a lot of “whining”.
The only thing Obama’s legislation will do is kill millions of jobs and raise more taxes.

Do you realize that increase of only 1 degree over a hundred years is substantial…and we have increased by about 4 degrees in the last 100 years? One decade is hard to judge…yet 8 of the hottest recorded years are in the last 10. We might have hit a temporary plateau…but look at the results over a long period of time…not the short sighted standard you are projecting.

Check it out: because you happen to be great at shooting a ball through a hoop, you make millions of dollars in a year whereas thousands/millions simply survive to make a living within the middle class scurry of 9-5. Why do you think this is? It’s because we’re stupid! We spend millions upon millions of dollars for our own entertainment and pleasures, but neglect investing that money into our society where it can do the most practical good, like health care, industry, medicine, education – just to name a few. Yet, we want to point the blame at “something” out there, the “government” or “somebody” because they are supposed to make things work while we continue to live our over-indulgent lives. Wake up! We, the citizens of these United States, are each responsibile for this economic failure! We all want to live well and there’s nothing wrong with that. Entertainment and certain pleasures are a must to stay sane in our complex world. But, there is a point at which we must understand balance! We are greedy, selfish who want and want and want, thinking little of how we are collectively wasting our minds and resources thereby draining our economy. Think about it. We need balance within our society so that the distribution of our wealth and resourses can spread out proprotionately to cover our economy NEEDS. This will lead us to successfully compete in a 21st century global economy. We can’t expect “others” to fix things; each of us must take responsibility for the state of our union and to act responsibly to maintain its economy.

The simple way to reduce emissions is to conserve. (ie. drive less) The most effective way to do this is to hike up the gas tax. Seems like this might also help our nation’s debt problem too. (not completely rectify but help) No politician wants to do this because its political suicide.

The GOP is out of answers, so they fall back on thier usual tactics of complaining and obstructing progress. The hell with them. They had their chance to run things their way and they blew it big time. That’s why they were chucked out of power. Obama has a REAL mandate for change and he needs to ignore the feeble whining of the GOP and act aggressively before it’s too late!

Excellent move!!! Only now then can the auto industry get working on more fuel efficient, less emission, and ultimately, greener cars. This is the wave of the future.
Funny how the Repubs are so AGAINST the auto bailout, yet when it comes to higher emmissions standards, they are jumping up and down against them and FOR the auto industry.

Believe that time has come for the auto makers to respond to the real problem that exists. If government has to bail them out because of their own failed policies, then we taxpayers need representation and demand that they build fuel efficent vehicles which has caused them to fail in the first place. The foreign car companies have overtaken us due to this problem.. No, Obama is right on target here.

The single most important item that PEOB can do is stop the flow of our resources to the oil exporting nations.
I did not support him in the general election, however I will stand by and support him in this, our most pressing and important agenda, bar none. When we whip this, everything else will fall into place. NO MASS deficet every year.
We have the technology right now and more to come in the field of electric
and batteries.

I predict a surge in truck sales (in my neck of the woods at least) as the implementation approaches of new MPG goals and manufacturers switch gears to making lighter, more fuel-efficient vehicles. To me the only thing that can really save the truck industry is large scale biodiesel, ethanol and natural gas production and hopefully engine technology that can run on at least two of these fuels.
If my prediction is right, this temporary surge will at least move stock out of dealers’ lots and clear the way for more efficient vehicles.

Guess Obama is more interested in killing jobs than creating them. This will only worsen the economy, drive up the cost of vehicles for the working class. We are worried about OUR economy but he is willing to support abortions overseas. Where are American priorities? He promised change and we are getting it! May the 53% that voted for him please step up and make contributions to pay for this. Opps, I forgot that 38% of those 53% don’t pay taxes anyway so they could care less.

Smith… I never perscribed. I suggested. My point is that you can live how you feel is best for you and so can I. But don’t complain when are alternative means to the same outcome. People don’t want to give up their conviences and comforts. That’s human…I wouldn’t want to give up my sofa that I sleep very well on while watching my big screen… But I’m also not complaining that I paid a pretty price for it either. I had the choice of a smaller TV and keeping my older sofa. If you want these things that you don’t need…then great. But don’t complain about the cost once gas prices go back up. Adapt… I spent over 10 years in the Marine Corps… There was a saying that a Marine isn’t happy unless he’s complaining. But you know what…We’d find a way to get the job done. It’s amasing how comfortable a Corrolla is after driving around in a Humvee for 7 months in the dustbowl. It’s all a matter of perspective. I don’t NEED an SUV… I want one. But I’ve held off on getting one because it’s not economical or practical in the long run. It’s time we got the job done America. We’ve fallen behind the rest of the world.

I’m waiting for Obama’s rebuke of Bush’s lax stance on illegal immigration…but I’m afraid Obama may be even more lenient despite the negative impact the unregulated flow of ILLEGAL immigrants has had and will continue to have on all LEGAL U.S. citizens. No nation can survive, for long, being over-run by an unmoderated flood of immigrants (no matter what race or ethnicity…so don’t pull the racist card…this is common sense). Our schools, hospitals, social programs, prisons, etc. simply cannot sustain a population that is growing far faster than it can be assimilated and faster than the new members of the population can become contributing (including tax-paying) members of society. We need to stem the tide. Perhaps people will begin to wake up to the fact that this is one of our greatest challenges and threats to our nation and way of life now that our economy is tanking and thousands are being laid off.

The hoax is running out of time. If the current solar trends continue, and no one thinks they won’t, it will soon be so cold, the snow piled so high, the glaciers growing so fast, the sea ice getting so think, that Al Gore will be the only one left on the planet who doesn’t know Al Gore is an idiot.
Pay more in taxes to the government, so government scientist can fake the data and pretend to control the weather. The perfect scam.

And BTW Ox…you do realize that we are in the state we are in becuase of de-regulation right. That is a conservative value…Not a liberal one. It takes years for laws and actrions by the government to effect everyday people as far as the economy goes. This recession started well before the election. But by your arguement, becuase the POTUS hasn’t fixed it since the election where he hadn’t any power at all…it’s all his fault. Very narrow minded I must say again.

Love it–the Republicans want to stand up for higher oil consumption and more pollution. That’s their jobs program: bad cars.
Meanwhile, Obama wants to make American industry more competitive, decrease oil consumption and improve air quality by setting sensible standards–a win-win-win.
Is there any question which party is looking to the future?

The Wahhabi form of Islam in Saudi Arabia was left out. It’s a very literal form of Islam which is prominent among the Al Qaeda, in addition to being the state religion. Unfortunately, It’s been disseminated into Africa. Let’s not forget that 15 of the 19 9/11 hijackers were Saudi and probably Wahhabi followers.
To further elaborate on the oppression of women – they’re clad in burkas to render them invisible and risk stoning for anything that could be interpreted as an affront to Wahhabism.

I am mystified how the Americans have got away with making such poorly designed and built cars for so long.
It is astounding how such large engines can be designed to produce such little power.
How is it that the nation that got to moon cannot design a car that corners properly?
I think you will find that it is much cheaper to build better cars than go off and fight for the remaining oil and you will kick yourselves that you didn’t do it before.
Three cheers for Barak Obama, you lot may start to be a little more descerning in your life choices.

Forcing American car companies to make more efficient cars is the only thing that can save them. And to get their average MPG up they will be forced to stop building the worst gas-guzzling SUV’s. It is good for the environment and good for our dependence on foreign oil.
This should force those short-sighted CEO’s to live in the present instead of the past, with the idea that bigger is better. Honda and Toyota saw the writing on the wall a long time ago. It is long past due for our American car manufacturer’s leaders to see the light. (Why they kept their jobs despite smaller profits and weaker sales for years is a mystery.)

If I were running one of the Big 3 companies I’d be tempted to tell California to find someone else to supply vehicles to Californians (there may be a legitimate business case here…it’s not a stretch to believe the cost-benefit analysis would indicate profits cannot be made by selling vehicles in CA due to additional costs legislated upon them by state and federal governments).

The reason many of these small fuel efficient cars you see overseas are not sold here, is that they do not meet the emmision standards of our country.
Especially the super sippy diesel’s, as they do not run on low sulfar fuel.
Result,,,, 50mpg Volkswagon Diesel,,,, gone. Exhaust particle too large for the new standard.

Remember the Geo Metro? I got 45-50 miles per gallon running around town with that thing. While I’m not sure how it’s emissions were, I don’t get why the fuel efficiency can’t be required sooner, while working on the emissions parts. Part of me believes a conspiracy,between car makers and the oil companies. The oil companies, thepoor dears, aren’t making enough profit -have they reached the trillions profit yet? Poor babies going bankrupt with only billions of profit. Sorry my sarcasm is showing. But seriously. I’d love to know how I can help make a difference in getting the oil company regulated so they can’t make so much obscene profit off of everyday people who are hard at work scratching out a living.

This is great. Finally someone who sticks it to them and says despite times are bad, other things can’t take a backseat. Too many times we get caught up in one issue that we forget the rest. Environmental issues have been put on the back burner for far too long and its about damn time someone says it has to be done no matter what.
Will it cost American jobs for the increase in spending? Well that’s up to the respectability of a company. We are giving you all this bailout money and you better damn well use some of it to meet these environmental standards so you don’t have to lay people off. It really is that easy. Companies for once are going to have to decide their own future. They can either become an outstanding corporation that cares about things other than themselves which led to economic crisis or they can continue old ways which will further the worsening of the situation.
Basically how I see it is they have no choice. We, the taxpayers, are funding their bailouts and we taxpayers want more environmental laws that help our mother earth along with the continuation of jobs. As far as I see it because we are saving their asses, we can have it both and we will. I don’t think these corps have much of a choice and that’s how it should be. Call it socialism or whatever, but when they took that bailout money they accepted some changes and these are some of them.

It’s so nice to actually see legislation being passed and orders being signed for once. It’s also nice to see a president who’s actually interested in being president who’s working hard and not worried about trying to rack up as many vacation days as possible. And John Boehner needs to just disappear. He sure does obstruct but what does he have to offer?
