Obama Administration Will Unveil Bank Bailout Plan on Tuesday
During our interview on "This Week" President Obama’s top economics adviser Larry Summers said the Obama administration will unveil its bank bailout plan on Tuesday of this week.
Treasury Secretary Tim Geithner had planned to unveil how the remainder of the $700-billion in TARP money will be spent on Monday.
However Summers said the administration wants to keep the focus on the stimulus wrangling.
"There’s a desire to keep the focus on the economic recovery program," Summers said. "The focus will be on increasing credit flow with transparency, accountability and consistency we haven’t seen so far. Yes there will be support for struggling banks, the credit markets more generally, and support and pressure to assure these needless foreclosures are confined."

Spend? Reality is you are going to have to spend and if it encourages growth it will pay for itself. The one thing not said in all the complaints about the banks not putting the money out for borrowers is that banking laws require that banks maintain reserves and that is where much of that money went for struggling banks in the first part of the emergency money. Easy to bash the government and have everyone say “yeah!:” Better to look at the full truth.
But I agree – that bank executives receiving big bonus is ridiculous and that deserves our scorn. Can we trust that they will get it right this time?
We will see.

The last Presidential election made it abundantly clear that Sen. McCain is not a nice man”and can be very nasty! He can totally disregard the truth in favor of expediency. After he lost, in the initial search for a post-election role and penance, he took a trip with Sen. Linsey Graham to Chicago to meet with Obama. If there was an initial uncertainty about whether or not to mend his ways remained, it evaporated decisively in favor of his old ways during the past days of Senate debate about the stimulus economic recovery package although Obama has sought to make him an ally. During the Presidential campaign, McCain,s former biographer Elizabeth Drew, in Politico, September 17/08, questioned his honesty and told us that he is not a principled man. Now water has returned to its level. He cannot bear to see the stimulus package he sought to sabotage succeed with the vote of three Republicans: in his view, “this is not bi-partisanship.” McCain was prepared, however, to include in his bi-partisan resume his co-sponorship of an immigration bill most Republicans failed to support. Ever since Obama took office, McCain seemed determined to be an obstacle on the big and urgent issues facing the nation. In doing so, he has once again aligned himself with extremists of his party. We are seeing again vintage McCain”erratic, belligerent, confrontational, intemperate and not sufficiently reflective. The Mummy has returned!

I understand that most people have not read the bill. It’s a long tedious read. I have tried and I come away thinking, “how does this create jobs” and 90% of the time I come away not understanding how it would. Indirectly, perhaps, but some items clearly would have minimal impact IMHO.

people borrowed too much and defaulted. Banks who lent this money at the direction of congress to people who were not qualified, are going out of business without a huge infusion of cash. I just watch these idiots on TV say,” we must get the lending going”. NO,NO,NO – There is money to lend if you are qualified. The US cannot continue to live on borrowed money. This stimulus package is a complete disaster and is like given an alcoholic more alcohol to cure his addiction.

What is this Tarp 4? Remember Pelosi, Bush, and Paulson talking about how all of this will be closely monitored and there will be accountability… well the reality is there is no accountability and grim prospects for any future accountablity- these banks and companies that cant make it should be broken up and sold off- yes, i am specifically talking about those that say the are ” too big to fail.” Those will bankrupt this country- we will have to keep bailing them out while our investments/401 K’s in these very companies have lost 70% of their value and while these companies charge us every penny they can. I just can’t say enough bad things about the polits… Ever since they established the Federal Reserve and ratified the 16th Amendment of the Constitution, we the people have been their slaves and without reducing the impacts of the business cycles. The booms and busts are worse than ever before because the polits have been able to spred their criminal corrosion into the economy and into people lives for 100 years. The progressive era is a failure: World War One, Communism and Facism, the Great Depression, World War Two, the Cold War, terrorism, and now the Great Recession an almost 2nd Great Depression. As I watch George S.’s interview with Larry Summers, it occurs to me that Summers is possibly the stupidest adult I’ve ever seen on television — and that’s saying a lot. I find it particulary irritating that he blames Republicans for the current state of the economy, although it was the Democrats who caused it by forcing banks to make bad loans over Republican objections.
And that’s just the start. Most of his “facts” are wrong, and his opinions are unfounded.
It’s scary so have someone so misguided in his position.

A couple of things come to mind.
1. The enemy isn’t us – either Democrat or a Republican. The Enemy is most of these dishonest fakers in Washington DC and the Banking industry. We should stop allowing the players in DC to divide us by enticing us into fighting each other. It’s THEM we need to focus on.
2. We got here in this mess by reckless spending, mindless borrowing and social engineering with it’s unintended consequences. Who in their right mind thinks more of the same is going to help?
This is the action of a desperate Congress and President who have no idea how to fix this EXCEPT to either waste a lot of money and appear to do something OR let Banks and businesses fail and appear not to care.
We should stop wasting this money, cut to the end. The big banks ARE insolvent already. Let them burn and we’ll start over. We should NOT be putting this money into them or any of these other silly programs but directly to where the pain is and will be: Unemployment benefits.
As it is, these corrupt morons in DC are going to waste a $trillion or two more before we end up having to print more phony money to help the unemployed.

When we hear comments from Republican Party spokeman Rush Limbaugh that he hopes Obama fails it is apparent that the Republicans could care less about America’s future. It’s all about their own pocketbook and how much more than can pilfer from the taxpayer, i.e., CEO pay packages and bonuses. More tax cuts for the wealthy, etc. Same ol song that we heard for the past 8 years. That’s the problem and that’s what got us into this mess. It will take Obama and the Dems at least 2-4 years before we see a meaningful turnaround with this economy. As for you Republican Obstructionists I only have one thing to say to you. The headline, though, in today’s Post is really precious “Economists Agree: Speed Matters More than Size or Shape” Wow…that is quite a statement. Fear mongering anyone! So size and shape are not as important as speed ok then how about quality? Is it a good bill? It is our money. So where is the outrage America? For now, the banks should simply ask delinquent homeowners to only pay the interest on their outstanding balances. Most could do this. That would take care of the short term problem with minimal government help. For every $100,000.00 of debt the homeowner would have to pay $150.00. If the government insists on a ‘bad’ bank the government should, again, collect the interest to minimize the bankruptcies and displacements. JD

“Bipartisan” has nothing to do with our Republican government. We cannot have a “middle of the road” without both sides of the road, as well.
George Will is correct. Our forefathers established our “checks and balances” legislative system in another of their devine-guided designs .. it works. .. It’s working as we speak.
“Bipartisan”, to the many Democrats I’ve heard of late, means “either go away or shut up”.
The Democrats – the President included – are acting like the Republicans are gatecrashers at their invitation only party.
In some cases, transparency already exists .. In these past couple of weeks, we’ve seen right through the Democratic Party’s ALLEGED attempts at bipartisanship.

I have a suggestion. Let the billionairs who brought us this economic disaster through their greed and incompetence finance the banker bailout. Let’s simply add a hefty 505 income tax surcharge to the incomes of the upper 2% and keep that surcharge until everyone else in this country has a decent standard of living. During the 50′s which everyone agrees was a fairly prosperous time, the wealthy paid a much higher tax rate than they do now. And labor unions were much stronger. When we give the rich a tax break they invent Ponzi schemes and stock market swindles. They fund lobbyists and PAC’s to corrupt Congress. And the initials of CEO simply mean Crook, Extortionist, Overpaid. Tax breaks for the rich do nothing to help the economy. In addition, we need to seize control of all these off-shore tax shelters where the bankers stash the bail out funds they get from the tax payers. We the people need to get our money back.
P.S. Don’t believe any of the lies the Republicans promulgate over the media. Both the GOP and the mainstream media are an assortment of liars.

Okay, it is a complete joke that Obama brings out Secretary Geitner (who cheated on his taxes) to reveal the “new” plan on the remainder TARP money when HE was the one who enabled the now lost first half of the TARP money last fall. Obama and the dems in Congress are calling it a “stimulus” in more government spending. We all know IT’S NOT! It’s more taxation from YOU! Where is the money coming from? Either the tax payer or China! We are saying to people, if you fail at business, then we will bail you out. Don’t worry about failure anymore,because the government will take care of you. Millions to have a frisbee golf course or a water park does not help stimulate the economy. Or over a $100 million for the Phillippino WW11 veteran! this isn’t a stimulus!!!!!!
$300 million for modernizing the Dept. of Agriculture facilities!
$5 million just for oversight of this money!
$420 million for Indian Health facilites. And another $135 million for Indian health services.
$27 million for ICE for phones and radios!
$84 million to purchase of “green” cars for the Federal Auto Fleet including Golf carts.
I’m sorry, but this is just a small fraction of what is in this “stimulus” package…things that the dems couldn’t get into the yearly budget! Don’t forget that the new budget will come out in September! This is just another excuse for dems spending programs! This is downright pitifull.

These are the dumbest reps I can imagine. We needed to keep the billions for school and infrastructure and medical help because it would immediately FUND JOBS. Only jobs will help us now.
I have little faith in the Republican leaders for their backwards ideology (“Don’t Spend”) and almost the same lack of faith in the Democrats who want to use this stimulus bill for their pet projects. GUYS — it has one purpose: to pump up jobs and income and spending… “to spread the wealth around.” Just idiots in D.C. Just idiots.

…let me explain something to you. The people who really drive this economy are people like me who work for a small business and pay very high taxes as a percentage of our income. We get fleeced every day we go to work. In many cases we have 2 possibly 3 children and we actaully love and care about them. We want to send them to college…we try care for our homes and neighborhoods which are quite expensive to pay for.
We are the bedrock of what is left of the American Economy. We are already bearing enough of the burden and infact we are bearing more than our fair share of the burden. How long do you think we are going to stand for this? Not much longer I can tell you that. Sending our money down the black hole of wasteful spening funding Transvestite clinics in SF doesn’t cut it and that is just one example of wasteful spending that Nancy Pelottes wanted in the bill.

McCain was the ONLY candidate between the two that talked about spending. He said that we needed to curb the “pork”. And the people just wouldn’t listen to common sense. How can you go out to buy a flat screen t.v. when you have a $0 balance in your checkbook? You are either going to have to get another job or get a loan. The only way to stimulate the economy is to give the people more of their money to buy goods and services and to businesses to create jobs….The only logical answer to this is the FAIR TAX. You said it was the establishment, well, start with FDR, then Johnson, Carter and Clinton. From THEM, we have the social security ponzi scheme, then medicare, medicaid, Fannie and freddie, forcing banks to make loans that should have never been made as in the Community Reinvestment Act of 1977 and 1995. Then after the Bush Adm. wanted to have more oversight on Fannie and freddie, Dems like Barney Frank and Chris Dodd wouldn’t allow any. John McCain was one of 3 co-sponsors of the bill in 2005. This mess is the result of bits of socialism of the last 60 years put into our economy.

CC – Yes, there is a plan out there called the FAIR TAX. Your income taxes and social security taxes would be no longer. 80% of all businesses are small business. Most small business file their tax returns individually. If businesses had more money, they could hire more people and even be able to get more health coverage. If you had more money in your pocket, you would likely spend it. There are I think, about 80 sponsors of the FAIR TAX bill. Call your senator and congressman. This IS the TRUE STIMULUS bill!

I am a small business owner and my company sells to other small business owners. Giving us tax cuts, incentives to buy equipment and so forth will not help us to create jobs, nor save them.
We need consumers buying products. period! The credit markets are keeping most small businesses from obtaining fincancing to buy any equipment. Cash flows, even with tax cuts, will not pay for more people. Even companies with good and stellar credit, cannot get financing, how can a start up obtain it? how can someone get financing to make big purchases (e.g. equipment)?
They cannot.
I think no one likes the idea of huge goverenment deficits, but who else in the short term, without functioning credit markets, can fill the spending void in the GDP?
Money has to flow to the consumers then to the retailers to stimulate business. Without paying customers, small businesses cannot and will not hire people or buy more equipment.
Any money I save from this, will pay down debt, not spend more on people or equipment. GOP leaders nee dto go to Main Street and talk to the business owner. They are as out of touch as always.

We’re implementing the equivalent of our IRS system through these bailouts but without the time needed to implement such a system correctly. I really we need a new political party in America called “Heartland” that has common sense values similar to those that made this nation great. The dems and the republicans are so corrupt they could all be voted out of office and replaced with common folks who really do understand not only what we need and want but how to implement it in a sane, rational manner. The “Heartland” has been ignored and forgotten by Washington to the extent that they’re no longer represented there.

I am very happy that Obama won the election, instead of John McCain who did not really understand how the economy is working. CBO Predicts Recession Will End in 2009 Without Stimulus. Stimulus will hurt not help
The Congressional Budget Office predicted that the current economic recession will end in the second half of 2009 without the trillion dollar stimulus.
From The Budget and Economic Outlook: Fiscal Years 2009 to 2019 (pdf):
CBO anticipates that the current recession, which started in December 2007, will last until the second half of 2009, making it the longest recession since World War II. (The longest such recessions otherwise, the 1973–1974 and 1981–1982 recessions, both lasted 16 months. If the current recession were to continue beyond midyear, it would last at least 19 months.) It could also be the deepest recession during the postwar period: By CBO’s estimates, economic output over the next two years will average 6.8 percent below its potential—that is, the level of output that would be produced if the economy’s resources were fully employed (see Figure 1). This ecession, however, may not result in the highest unemployment rate. That rate, in CBO’s forecast, rises to 9.2 percent by early 2010 (up from a low of 4.4 percent at the end of 2006) but is still below the 10.8 percent rate seen near the end of the 1981–1982 recession.
The Congressional Budget Office even says the Obama Stimulus will actually hurt, not help, the economy.

Of course, with a little help from those who called themselves Republicans at the time, we obviously could have stopped this war criminal from destroying our country. Now, we can only pray that President Obama will have the wherewithal to do this virtually impossible job. He’ll need plenty of support. But, what does he get from that sorry bunch of morons, i.e., the latest wave of Rush Limbaugh led Republicans — a public chorus wishing that President Obama fails in his effort to save our country from the destruction wrought in the Bush/Cheney years. There are 5 Republican Senators retiring in 2010, which gives us Democrats a golden opportunity to completely take over the Federal Government.

Had institutions such as Harvard (Larry Summers former President), Yale, Stanford etc…….divested their endowments in foreign countries and put that money into US Treasuries at the outset….much the US economic crisis could have been averted…instead they gambled putting into hedge funds with Credit Default Swaps!!……it’s time to forego the tax-exempt status of these institutions and others such as the Mormon church that poured money into California’s Propostion 8.

Comments on this story, reminds me of the history of the mileormore bird. Seems that during the early development of America’s political parties, some politicians were out on a turkey hunt in w. Virginia, when they heard a long, and loud whistling sound near the sandy, shores of Lake Ormore. The sound was extremely loud, and heard all the way to Washington, D.C. At that moment, they decided to make the bird the symbol of their party. In Washington, D.C., a group of politician’s, known as the Democratic Party were trying to determine what was the strange sound they had just heard? After a short debate, the most senior gentleman, born in the area, and the son of a Native American Indian, stood before the group, and said, “Let me tell you what it was that you just heard.” Getting their attention, he explained that the noise came from a colorful, bird, native to the shores of Lake Ormore. This bills needs to be pared down to (1) emergency aid to states to head off disaster and buy states some time to restructure and (2) ready-to-go infrastructure projects including shoring up the ailing electrical grids and existing new-energy pursuits (research, training, business incubation so that new energies can be commercialized and spawn new industries down the road).
Guiding principles should be: what will stop the bleeding immediately, and what will constitute investments in long-term new industries? Immediate crisis intervention in state shortfalls: will stop massive layoffs (which would mean more people losing their homes, loss of more tax revenue, and more economic fallout) while buying states a little time to restructure. Ready-to-go: No time to allocate money and then cook up make-work projects. Needed, ready-to-go projects only, with contracts going to local existing businesses and not adding to government payrolls.
Everything else on that bill is fluff and should be cut out.
We need to take a long hard look at what services are needed from government and gradually spin off everything else into the private sector (not suddenly, as sudden government employee layoffs could cause massive economic disaster and too much human suffering in the short run). New income-generating industries are the only way to increase revenues without tax increases. That, plus bringing government down from its bloated size by spinning off the nonessentials is needed to reduce the federal deficit. And maybe this will head off a devaluation of the dollar as well.
Fundamentally our economy needs to be rebuilt with new industries and new policies to keep business at home. What businesses have done to offshore production, a diplomat who did half that would be executed for high treason. Why can’t American businesses be held to the national interest?
The mess we’re in now is the result of too much off-shoring, too much deregulation (Glass-Stegall should not have been repealed in 1999), irresponsible lending & borrowing, foreclosures abruptly curtailing economic activity in other areas, oil speculation and high gas prices over the summer putting too much squeeze on budgets and hurting the economy. The cycle of contraction began and made itself felt in reduced state revenues and the mess spread across the country.
Now what? A huge spending bill with only few items that bring immediate relief to the economy is not the solution.
I say reduce this stimulus bill to one page (forget the endless documents where pork hides easily) and limit it to only the above-outlined basic immediate short-term economic stop-gap measures for states to stop the local bleeding. Pay for it by rescinding TARP. (and make it much smaller than TARP! Perhaps 100 billion max for state aid and let the infrastructure projects be managed by the states & contracted to local businesses) TARP has not stabilized financial and credit markets. No new spending bills.
The risk of currency destabilization and hyperinflation is real. Scaling down this bill to true stimulus-only may help the country preserve what’s left of our dollar’s value and stability.

allen M…the glass steagall act was repealed during the Clinton Admin…so the banks don’t have to carry a very large amount in their reserves…. Maybe the banks are trying to loan money to individuals to purchases home but their credit is soooooo bad that the bank doesn’t want to take any more risk. I know of a couple that sold their house 2 years ago, pre foreclosure and tried to purchase another house 3 months ago …gosh they couldn’t find a bank that would loan them $300K for a new home…Their credit was soooo bad, they filed Chapter 13….What moroons…..but we still have the harley…..along with the new car in the driveway. But then again the banks need the bail out money for their retainage bonus money to give their top managers. There are a lot of qualified people that are unemployed that would love to just have a job and the heck with the bonus.

Write your representative today to proclaim your support for President Obama’s stimulus package with the vast amounts of spending needed to right our economy. Then, remind the Republicans that they allowed George W. Bush to double the federal deficit from 4.5 Trillion Dollars to 10.5 Trillion Dollars over a period of 8 years. And, also remind the Republicans that they allowed George W. Bush to fight two wars on borrowed money. I can’t think of anything as wasteful as that nonsense. Further, it’s hard to imagine anyone accusing President Obama of dividing the country, when he did everything possible to listen to Republicans and their ideas. Stimulating the economy isn’t rocket science. The best jump start is to put the greatest amount of spending money into the greatest number of Americans as quickly as possible. How? By giving a payroll/federal witholding tax holiday for 6-8 months to the largest segment of Americans most likely to go out and spend it.
This wouldn’t require 942 pages of babble, deal making, hiding assets, shady backroom wheeling and dealing by DC politicians. It would also give Main Street Americans a rest from the pontificating of empty, self-serving, ego-maniacal people filling the Congress.

Spending creates JOBS Spending creates JOBS.It’s all about JOBS !!” –your half right..it is all about jobs.. but spending (governmnet spending as opposed to consumer spending DOES NOT create jobs.. it creates debt.. which creates more inflation.. Lets say this idiotic bill actaully does create 3 million jobs ( it won’t but lets say it does).. in the process, inflation goes from 5% to 20% like it did under Carter. Look at your current paycheck.. Will having three million more jobs solve our problems if you have the same paycheck and milk is $12 dollars a gallon? Bread is $6 a loaf? Mortgage interests are available but at 14%?? I remember when old folks ate dog food int he 70s because its what they could afford when they went to the store.. Change we need???

Reality is you are going to have to spend and if it encourages growth it will pay for itself.” let me highlight something you said.. “YOU are going to have to spend it…” Thats right, when the consumer spends, it grows the economy.. when government spends, it grows inflation… this will not pay for itself, nor will it create any significant jobs, but it will cause hyperinflation… welcome to the world of a “True” depression…

Bush’s massive tax cuts just about destroyed our great country. Keep it up you morons in the G.O.P., and the people will know who’s responsible for the destruction of our great country. It’ll be brutal when the people vote in 2010 to fill the seats of the 5 Republican Senators, who are retiring.– Bush’s tax cuts brought 6 million new jobs.. thats fact. For 6 years (post 9/11) they kept the economy stable and helf inflation in check.. Over the past year, the economy crumbled at the hands of DEMOCRATS who let the mortgage industry run out of control while a number of republicans blew the whistle and were told to SHUT UP.. Now we are going to instill the same policies that brought about 11% unemployment and 20% inflation and 14% mortgage rates in the 70s… Here my version of what you said.. this bill will pass.. probably with a couple of moron GOPers who are also going to vote on it… those two will be gone in the next election.. meanwhile, when this thing spirals inflation and everyone sees what the democratic philosopy of economics does.. The GOP can take heart.. starting in 2010 and 2012 we can look forward to 20 more years of the GOP after the dems destroy their own credibility like they did in the 70s….

Getting people spending again is the key. Yet,,,,with a “stimulus package,” my fear is that people will still be hunkering down because they’ll have the mindset that,,,,”we have a stimulus package, so I’m hunkering down!”
Obama has done a very, VERY poor job of leading this nation so far; his gross inexperience is showing.

We are discussing this issue along with a whole slew of others over on my political blog. Recently we began tackling the issue of where the Republican party needs to go in order to rebound, the stimulus plan, Congress’s antics, and the Libertarian Platform. An exert from the blog:
So that is the move that the Democrats are going to pull! They are going to borrow this money from a creditor on good faith and take the money they borrow. Then later they are going to call Acme Debt Reduction and settle with that creditor for pennies on the dollar. It is a brilliant plan and we don’t have to worry about the government ever paying it back! The only person who gets short end of the stick here is the stupid creditor who loaned the money. They get pennies on the dollar. But they have it coming anyway. Creditors are tools who are constantly annoying us.
One problem America. The creditor is you.
