Dems to Obama: Slow Down on Cap-and-Trade
ABC News’ Teddy Davis reports: Eight Senate Democrats have joined 25 Senate Republicans in opposing speedy consideration of President Obama’s cap-and-trade proposal, clouding prospects for the legislation which is the centerpiece of the White House effort to combat global warming. "We oppose using the budget reconciliation process to expedite passage of climate legislation," reads the cap-and-trade letter. "Enactment of a cap-and-trade regime is likely to influence nearly every feature of the U.S. economy. Legislation so far-reaching should be fully vetted and given appropriate time for debate, something the budget reconciliation process does not allow. Using this procedure would circumvent normal Senate practice and would be inconsistent with the Administration’s stated goals of bipartisanship, cooperation, and openness." Read the cap-and-trade letter here. The letter was sent to Sens. Kent Conrad, N.D., and Judd Gregg, N.H., the Democratic chair and top Republican, respectively, on the Senate Budget Committee. The eight Democratic senators who signed the letter are: Robert Byrd, W.Va.; Blanche Lincoln, Ark.; Mary Landrieu, La.; Carl Levin, Mich.; Evan Bayh, Ind.; Ben Nelson, Neb.; Bob Casey Jr., Pa.; and Mark Pryor, Ark. If their advice is followed, cap-and-trade would need 60 votes — rather than a simple majority — to get through the Senate. Under the cap and trade system envisioned by Obama, the government would set a ceiling on carbon emissions and require companies to bid for permits to emit greenhouse gases. The government would gradually lower the amount of credits available. Firms that reduced their emissions below the required level could sell leftover credits to other polluters. The Obama administration acknowledges that a cap-and-trade system would "absolutely" result in higher energy costs to consumers. It has sought to quell those concerns by promising to extend the $400 per year "Making Work Pay" tax credit that most workers received as part of the stimulus package. From 2012 to 2019, Obama’s budget blueprint envisions a cap-and-trade system raising $646 billion. The bulk of that money — $525.7 billion — is supposed to pay for Obama’s "Making Work Pay" tax credit. $120 billion of those cap-and-trade revenues would pay for clean energy technologies. Some cap-and-trade critics worry that the "Making Work Pay" tax credit will not be sufficient to offset the higher costs that residents will face in states where residents get most of their electricity from coal-fired power plants. If Obama is going to use a tax cut to offset the increased consumer cost, then it absolutely should go into the same budget bill. That’s not tax and spend, that is pay as you go – if you want the benefits (a flat tax cut), then you pay the cost (increased energy costs – which must have the energy lobbies wailing since they saw what $4 gas did to consumption!).
The budget bill is not due for about 6 months – how long do these guys need to do their job?!?!

Lets get one thing straight:
The purpose of the filibuster is to tell the American people that THEIR VOTE IN NOVEMBER DID NOT COUNT.
Letting Robert Byrd, of all people, dictate when and how we reduce CO2 (read coal) emissions is like giving Saudi Arabia control over every renewable energy in this country.
NOW THAT we know who the Do-Nothing Democrats are, we know who to leave out of the negotiations.

Wow that was not a very impressive letter. Although now I am worried that perhaps the biggest annual task of Congress- fulfilling it’s Constitutional duty and power of defining the multi-trillion dollar budget- apparently uses a process that does not allow full vetting or debate?

Want this so-called tax break to go away! Pass this tax that would be the most expensive and regressive tax in american history! Tell me how $4.00 to $5.00 a gallon gas helps the economy? How about a 30% to 40% increase in your power bill? Talk about an economy killer. This is why lawyers are lousy politicians, they have never balanced a budget in their life!

How would that market be involved? In fact, the government program could overnight put it out of business (the same way that government run healthcare could shut down for-profit insurance companies).

Please cite where you get that idea. The Obama cap and trade plan is pretty detailed. The government will auction the emission permits on the open market. Chicago private business don’t come into it. I suspect you are pushing another false rumor, but perhaps you can provide a (non-rumor) source?
Cap and trade has been used before, and has received bipartisan respect as a free market approach to emissions reduction.

They’ll have to scrap their current private product entirely and hope to compete with Wall Street if the government turns emissions in a commodity as planned.

Cap and Trade will kill buisnesses in America once and for all. Cap and Trade needs to be defeated at all costs. If you want your elctric rates to triple, natural gas to double and approximately another $1.50 added to gas and diesel prices then go for it but realize that next winter you will most likely freeze in the dark while straving because you won’t be able to afford food with the added fuel costs.
