GAO Says Geithner Wrong: Only $32.6B in Uncommitted TARP

On "This Week" Sunday, Treasury Secretary Tim Geithner told me that there was about $135 billion of uncommitted funds left in the TARP, the government’s financial rescue package.

But the Government Accountability Office, a non-partisan federal agency, reports that figure is closer to $32 billion, which is what ABC News and other independent analysts thought.

The Treasury Department continues to insist GAO and others are double-counting commitments and underestimating potential paybacks.

An official Treasury response to come …

–George Stephanopoulos

UPDATE: GAO officials tell ABC’s Charlie Herman that they now believe there are about $109 billion available in TARP. The office accepts Treasury accounting for all but the $25 billion Treasury estimates will come from financial institutions returning TARP money.

Transparency is a buzz word and a joke. Washington and Wall Street do not want us to know where the money is.

Ok…when are we going to start seeing this “transparency” we’re always hearing about? So far, it seems the most transparency we’ve been seeing is between the ears of our government officials.

This is absurd. First, Geithner can’t figure out how to pay his taxes. But Obama appoints and the Senate confirms anyway. Now, this clown can’t be forthright about how much is left in the TARP fund, and he’s so politically ignorant that he thought he’d get away with a $100 billion-plus misstatement.
He needs to go, period.
He lacks the stature and gravitas necessary for the task at hand.
Obama bears much of the blame for having picked this bozo in the first place.
But hey, I didn’t vote for Obama or the pathetically inept judgment he’s displayed so far: Daschle; Geithner; talking to the Taliban; trying to run GM; etc.; etc.
Tell me, all you Obama nuts, is THIS the change you wanted?

ONLY the government counts money on that side of the ledger when IT’S NOT THERE.
It would be equivalent to writting in your next two checks without getting paid yet, and then claiming you have $2,000 more than you actually do.
It’s what tax cheats do.
It’s not what American families do.

That was sarcasm, right? The Sec. couldn’t do his taxes. We should assume his math is accurate? 3 other groups came up with the same number that differed from Tim’s. You think they all got the numbers wrong?
TimG can’t even schedule a TARP oversight meeting (last one held was under Paulson). He’s too busy asking for more oversight powers to oversee stuff.

I respectfully disagree with this. The GAO is the entity, keeping it’s eye on things. As others have said. To miscount by 100+ billion? That’s absurd.
Trust the Treasury Secretary? The same one, that can’t manage Turbo Tax? The same one who was the architect for the AIG bail out, approved the bonuses, then lied when the anger came, after it was made public, about said bonuses?
The same Secretary that wants to violate the constitution, be granted unparalleled powers, and wants to set not only bail out recipients wages, but the wages of EVERY WORKING AMERICAN?????
I’ll take a pass on this. Everything about this administration is up to suspicion. Things are going on, shoved down our throats, and none of it adheres to the Constitution, or for the benefit of the people.

Im not a repub and not a democrat-I used to be a democrat until they became the party they are now-3 yrs screwing up Congress, the economy and now the recovery. Im tired of worthless useless failures-so much for hope and change. Lauren: It’s absolutely true. Washington and Wall Street have no interest in “transparency”. The two depend on each other for their power – democrat or republican – it doesn’t matter. Bailouts for the rich and famous is the most obscene case of trickle-down ever perpetrated on the “we the people”. But, we do nothing while Europeans at least show enough energy to get up and complain.

Posted by: sandy | April 1, 2009, 11:36 am 11:36 am

In case it is not yet painfully obvious to everyone, we cannot trust our government to responsibly spend one dollar, much less untold trillions, without direct oversight. There is a bill designed to do just that- HR 1207, A Bill to Audit the Federal Reserve. We have allowed this private banking cartel to run amok for the better part of 100 years, without oversight, review, limit, nor accountability. They create trillions and hand them to- whom? Spent on, what? Congress has no idea and the Fed ain’t talking.
Stop this now. Today. Demand suport of HR 1207. Lay open the books of the most secretive, powerful, and least regulated organization in US history, and reveal how they are sqaundering our fortunes and that of generations to come.

Simon Johnson is the former chief economist at the IMF & now prof at MIT, who has a great article titled “The Quiet Coup” in The Atlantic on how the US is following the classic banana republic economic meltdown. If the IMF’s staff could speak freely about the U.S., it would tell us what it tells all countries in this situation: recovery will fail unless we break the financial oligarchy that is blocking essential reform. And if we are to prevent a true depression, we’re running out of time.

Can we just drop the pretense and start calling the bank bailout what it is: Financial terrorism.
Terrorism can be defined as achieving one’s aims through fear. And it sure seems to me that bankers and their friends in government are extorting money from the taxpayers (you and me) with a threatening “or else” that goes something like this: “Give us the money or the entire financial system will implode.”
And as we fork over the extortion money, these corporate gangsters put us on the hook for trillions of dollars MORE.

D. Perhaps he is just NOT so sharp a tack as we were led to believe! After all, he has been right in the middle of all this for quite a while, not just since the election. He was supposed to have the great understanding, but that was obviously a serious overstatement.
Now for all those liberals out there, after watching this mess, the lack of cooperation between Treasury & the Tarp oversight people & the fiasco with the “Stimulator” bill language, I ask once again….
Why should any sane person WANT the government to control a universal healthcare system?

Posted by: Mike_C | April 1, 2009, 12:00 pm 12:00 pm

What we are seeing is just the beginning of the end for a free America. Efforts are proceding ahead of schedule for the redesign of our global system. We are being set-up for the next world government. Talks are under way at the G-20 confererence for a new world monetary system, and the excuse will be “to avoid another financial melt down”. This same meltdown to coincide with the onset of a “New World Order” which will eventually have only two classes of citizens. The majority or the lower class will consist of all working people or serfs which will be taxed to entitle the governing class or the upper (those with wealth) class. This class will consist of the wealthy government officials, wall street tycoons and wealthy banking and financial officals. All of this has been in the works for decades and we are about to see the beginning of the end of freedom for all Americans. Good luck and welcome to the future.

This is hard for me to say, but all the blame doesn’t rest with the Dems, Obama or Geitner. TARP creation lies in the lap of W. W set this mess up, and O has absolutely no clue how to solve it. TARP was set up with no oversight and no metrics on who should get what. Quite a stark difference to the qualifications to the Auto bailout. When we first heard the Banks say they don’t know which “Bucket” the funds went into, I knew this was a failure.
This whole thing goes to show that neither party has a clue, so one can hypothesis that they should save the money and not meddle.

Earl,
Just because Obama is currently a more likeable character than GWB, do not confuse yourself.
While people like you are always foaming at the mouth about how Bush killed the Constitution, are you forgetting that just LAST week, it was this Democratic Congress that was passing laws to TAX a group of about 20 people who LEGALLY received bonuses?
A LEGAL situation that came about BECAUSE of the stupidity & incompetence of the Administration & the Congress!
Now I have never heard of any normal citizen’s rights being destroyed by the former administration, BUT I do know what Barney Frank & his buddies tried to do last week!
I am not ready to have the ultimate hypocrit, Barney Frank, deciding that I have too much by his warped standards and have him write a new tax bill to take my earnings!
Time for you libbies to stop using the past adminstration as an excuse for this one’s problems. Todays problem’s are Obama’s …. Not Bush’s!
Obama needs to focus on staffing the Treasury Dept and getting these “bank plans” completely out there and start on implementation.
I think we have all seen enough evidence in the past few months to PROVE that no sane person would really want the government running a universal healthcare system! Time for Obama to give that one up and focus on the economic issues of right here & now!

$130B, $35B, $100B, $25B, heck, what’s the difference. As far as PB0′s spending is concerned, it’s just a drop in the bucket. You people just cannot appreciate our Greatest Leader’s vision for an equal society, but insisting these tiny small details. Trust PB0. He’s got money, your money, to spend.

Posted by: TEX | April 1, 2009, 2:28 pm 2:28 pm

two cats,
So your cool allowing the government to dictate what you are allowed to make or do? There is no such thing as an “Equal Society”. It is a fairy tale told at liberal parties while they come up with ways of making sure it never applies to them.
Human nature alone dictates that there will ALWAYS be those whose will to excel and surpass expectations will prevent the so-called “Equal Society”.
If you want proof of this, look at sports. Would you try to impose this idea of “equal” to athletics?
You would be supressing those like Michael Phelps, Tiger Woods, Michael Jordan, etc. Would you tell Pat Summitt or Geno Auriemma that they have to let other teams win games and championships so everyone can be “equal”?
Telling them that they could only make so much money or only win so much , so that others would be able to be “equal”.
The same is true is everyday life. If the government is going to begin to decide whats “equal” or “fair” for pay, jobs, career paths, etc…, then they will also begin to take over the colleges to give everyone “equal” educations. No more Ivy League or MIT -like schools. Those would give people an unfair advantage!
What would you do with the gifted and talented students that strive to break the mold of “equal” ?

I really really don’t understand what President Obama has been expecting and waiting for Tim G. who doesn’t have overall number of TARP even. Obama should notice so many American’s who even voted for Obama have been
angershed over the tax-cheaters;
Kathleen Sebelius who has strongly supported ABORTION has owed taxes $7,040 in taxes and $878 in interest,Richardson, erupted $200,000,Tom Daschle, erupted $150,000
Hilda Solis owed taxes, $6,400, Timothy Geithner owed $34,000, Ron Kirk owed $10,000 as US Trade Rep., Nancy Killefer owed $947 Obama’s Chief Performance and Charles Rangel (D-Rep NY, Manhattan, my distric)

Thanks George for the update. Massive diff’ b/t the 2 figures.

Posted by: tw | April 1, 2009, 4:04 pm 4:04 pm

George, wouldn’t it be honest of you to take down that headline since by your own update at the end of the article the GAO original statement of $32 billion left in TARP has now changed to $109 billion.

Posted by: Lydia | April 1, 2009, 4:13 pm 4:13 pm

The actual numbers aren’t really the issue. The real issue ought to be, why is there such an iron curtain obscuring the data in the first place?
It’s eerie, sad and pathetic that this is the way it’s gonna end.

Posted by: Baywatch | April 1, 2009, 4:14 pm 4:14 pm

GAO backtracking now, hours later: 109b, not 32. Any story can be wrong, especially at first reporting.

Posted by: Gerald Weston | April 1, 2009, 4:26 pm 4:26 pm

While the headline is really gone, the basic story about reporting on TARP, Treasury and transparency is still live and important.

Gerald Weston–”GAO backtracking now, hours later: 109b, not 32. Any story can be wrong, especially at first reporting.”– Are you sure this is “backtracking”? or could it be simply that the current administration is pushing the GAO to “calculate it their way” so Geithner doesn’t look so bad? And even if they aren’t, are you really comfortable that they are only 26 billion off now as opposed to being 97 billion off? Here’s a great idea.. lets have them keep counting it.. surley after a while, someone will come up with a figure around 150 billion..that way they can declare that the TARP fund is making a profit !!!!

Humm.. 90% taxes levied on lawfully paid bonuses despite such tax laws being a violation of article 1 of the constitution..
The government is now part owner of AIG and has replaced the company (a private entity)CEO with a government appointee.
GM has also now been placed under government control and its execs have been replaced with Obama Appointees.
Our taxes are paying for mortgages that people could not afford and should have never received.
The auto makers who are now running on OUR tax dollars are offering programs to make your car payment for you if you lose your job.
Socialized medicine,
College tuition entitlements,
Giving unfettered election power to unions,
Unionizing alien workers,
Pleading with the G-20 on the need for a “world currency”,
Criminalizing business leaders within our own country,
How many of you wanted THIS kind of change?

Doesn’t Turbo Tax come with a calculator?

Posted by: Ne Vet | April 1, 2009, 6:21 pm 6:21 pm

Just keep standing up for these people! When they have taken your Social Security, Health Care and your pensions and homes from you then maybe you will get the idea that they are not working for the “AMERICAN WORKING PEOPLE”. They are in a class of their own and you have no place in it other than to foot the bill. If the Secratery Treasure handling BILLIONS OF DOLLARS does’nt know how much money is out there, then, who does? Why don’t they just do a “TAX AUDIT” on all of our “WONDERFUL LEADERS” and see just how many have made “MISTAKES” on their taxes. The IRS does it on working people all of the time, why, should they not do it on the people making the laws that we must live by? Can you just hear the out cry about violating their “CONSTITUTIONAL RIGHTS”. It seems the only way to catch a Politician making a “MISTAKE” on his taxes is to select him for a “POLITICAL POSITION”. They audit the public all the time and they are constantly figuring ways to catch them making a “MISTAKE”,however, when we make a “MISTAKE” it can cost us our business, our jobs and everything we own and you can bet there will not be a POLITICIAN saying “It was an honest mistake that any one could have made”. The “MISTAKES” only apply when it is one of them.Wake up America.

Republican leaning posts I have read here and elsewhere really have nothing of substance to add to this particular discussion , only rather pathetic sophomoric attempts to demean a man they have never met and derail the actual gist of the matter at hand .

What’s another 103 billion, the bill goes to the forgotten man. Not his benefactors like Obama, Pelosi & Geithner.

Unfortunately, they aren’t allowing firms(banks) that don’t need the TARP $’s they’ve received to ‘refuse’ accepting the $’s. So what does TG mean when he talks about these TARP $’s being paid back?
Rep. Barney Frank is trying and/or has introduced legislation in his home state that the 148 Mutual Banks in Massachusetts have the ability to access TARP $’s.
Mutual Banks are the most financially sound in the country. What’s he and the administration up to? Could they want to get them on the Government ‘dole’ to garner control?

I would like to see once, at the end of the day, who was correct. All we ever get is front page speculation, and back page actualities.

Posted by: Thinking | April 2, 2009, 6:18 am 6:18 am

‘potential’ anything…does it have present value? What about potential losses? Banks and companies that aren’t returning the TARP funds?
I think the treasury should be keeping an honest check book, just like families everywhere. Can’t write checks for more than is in there or they bounce.

Posted by: anne | April 2, 2009, 7:43 am 7:43 am

What happened to transparency? Where can I look online to see how much of that TARP money is spent, sent, and committed? It should be THAT simple.

Couldn’t expect much more from a guy that couldn’t use Turbo Tax!
People, we are being duped and robbed.
Lawrence J. Hass, Clinton worker, already has said we probably will see the tax bracket lowered in order to pay for all these Obama programs…this said on RadioAmerica.org, in defence of Obama’s plans!
Being retired and living off a IRA, we cannot afford any more taxes!
Like most, all state and local, plus more Federal taxes are rising….we are maxed out…like the rest of you!

I find it entirely ludicrous to even read all the comments made about these things. If the illegal alien usurper had selected a couple of people who turned out to be cheats or liars, it could be construed as “error” or “judgment”. The simple fact that every single one of his appointees is tainted should clue some of you in on the fact there is no error here, he is choosing deliberately, and he has no concern what so ever about their personal or professional failures.
Anyone who cannot see this as a fact is simply lying to themselves, and thus “easy” the way sluts are.
All you government supporters out there who voted this imposter in didn’t bother to check his credentials, and then get mad because some of us expected them to be checked, just like if he was getting a driver’s license. When you watch him speak from his teleprompter and say he is just trying to save the Nation, while he is avidly expanding our national debt more than every other president put together, and you still support him, you show your own true colors.
Those who wish to be free, to have the liberty to do the kind of work that suits them, spend their own earnings, and choose their own destiny, need no government assistance. It is those who wish someone else pay their bills, carry their insurance, and see they are fed, who have elected this man, yet they never did and never will recognise that they are killing the goose that laid the golden eggs, and once the goose is dead, the golden eggs stop, no matter what someone in the government says. We have become a Nation of fools because most of us refuse to bother to learn history, and thus start with an understanding of the reality we inherited, and accept what they are told, instead. I hope you all enjoy the ride.

Republicans….stop,stop,stop. From day one your envy at losing has been so apparent and vengeful. From the first week nothing but criticisms about our new administration. No one picked on Bush that early….they gave him some time but I can clearly see that this is going to be four years of rebellion. How American is that? You are putting party over patriotism. I find that funny as you accused others of not being a patriot and now you are doing what is not patriotic by not supporting your president for one day. We don’t know what kind of a president he will be yet and he has met with the most unsound economic conditions ever. Why I ask over and over did you not do something sooner? Now you have all the answers. Why didn’t you put these ideas in play when you had the chance? You can’t escape this oversight or the legacy which you created. You can have Rush and Hannity rant and rave but where were they over the last few years? The banks were failing, the housing crisis was happening, jobs were lost and yet, they were not coming up with solutions so I ask “how is it you can criticize a president who is truly trying to straighten out YOUR MESS?

Thank you Gunny McClain very well said. I wonder how many of these people believe that the Children & Grandchildren of our “POLITICAL LEADERS” will ever see the hardships that they are putting on “OUR” Children & Grandchildren. Of course they will not. The Leaders are making sure that their family’s are well taken care of. They have “THE BEST HEALTH INSURANCE & PENSIONS” that tax payer money can buy. They have credit cards to buy gas and to fly around the world as they please.Mean while we are expected to “GIVE A LITTLE” so that the Illegals they are shoving down our throats can recieve the best care there is. Not one of these “GREAT LEADERS” have given anything towards the support of the “ILLEGALS” other than the tax payer money and benefits that we have alreaduy paid for. It’s to much to take in and try and decipher what is going on. Maybe that is the point. I feel like we have magicians running the country. Nothing is what it seems. Now you see it, now you don’t. Smoke and mirrors and slight of hand.

Really we just need leaders that get straight to the point with the facts. We need people who lead with the solid basic honest constitutional principles of freedom that our country was founded on. Our founding fathers worked hard and saved money and there were no bailouts.
