Secretary Gates Concerned About Violation of Protocols for Air Force One Flyover

ABC News’ Jake Tapper and Luis Martinez report:

On the same day the White House is scheduled to issue a report as to what went wrong when White House military office director Louis Caldera signed off on an Air Force One flyover that frightened so many New Yorkers on April 27, a letter was made public indicating that Defense Secretary Robert Gates is concerned about the lack of military supervision of the plan.

Last week, a VC-25 aircraft that can be used as Air Force One, and an F-16 fighter jet, buzzed unusually low over Manhattan, scaring New Yorkers and conjuring memories of the 9/11 attacks. New York City Mayor Michael Bloomberg said he was "furious" that he had not be notified.

It turned out that some of the three-hour mission was training for the pilots, but the presence of the planes over Manhattan was to take a new photograph of Air Force One, with the Statue of Liberty in the shot.

In a May 5 letter to Sen. John McCain, R-Ariz., released by McCain’s office today, Secretary Gates wrote that he is "concerned that this highly public and visible mission did not include an appropriate public affairs plan nor adequate review and approval" by senior Air Force and Department of Defense officials.

Gates also asserted that he was "concerned about the use of an Air National Guard aircraft operating in Title 32 status as a participant in this event."

The F-16 that carried the photographer was provided by the Alabama Air National Guard, on loan to the Washington DC Air National Guard. Title 32 is the status under which National Guard units are activated by their state governor. Under Title 10 the President can federalize national guard units.

Presumably, Gates would rather have had an active duty U.S. Air Force aircraft and pilot to be flying the F-16, not a plane and pilot from the Air National Guard.

The White House is expected to release both the photographs taken on the mission and its own internal investigation of what happened on Friday.

White House sources say President Obama was "furious" when he heard of the incident. White House chief of staff Rahm Emanuel and deputy chief of staff Jim Messina chewed out Caldera, and his job status is as of now unclear.

In his letter to McCain, which can be viewed HERE, the Secretary of Defense added that he thought the fear caused by the low-flying VC-25 as well as the two F-16 fighter jets was "understandable, and we deeply regret the anxiety and alarm that resulted from this mission."

The mission lasted three hours, Gates said, with part of the mission used to obtain the photo of Air Force One with the Statue of Liberty. The flights were also a continuation of pilot training including ."practice instrument approaches and landings at Atlantic City International Airport, an approved training location."

He estimated the mission cost at $328,835.*

Gates wrote that on April 30, Secretary of the U.S. Air Force Michael Donley and Air Force Chief of Staff "directed Air Mobility Command to conduct an end-to-end review" of flights of the VC-25, used as Air Force One, "with particular emphasis on notification procedures for high-visibility training events."

Regarding any improper use of the Air National Guard aircraft under Title 32 status, Secretary Gates also directed Chairman of the Joint Chiefs of Staff Admiral Mike Mullen "to ensure that the Military Service and National Guard Bureau procedures for such activities include appropriate safeguards, checks and balances to ensure missions of this type are properly reviewed, vetted and announced in the future."

Of course, the “pilot training” part of the explanation is just an excuse for the poor judgment of making such a mission in the first place. Military pilots are always on training missions when flying.

Sigmonde: Does anyone really believe that the New York Mayor’s office AND the NYPD really did not know about this ahead of time? You know, after they admitted they had been notified. As locals who lived through 9/11, THEY hadn’t seen any problem with this. As the local authorities, it was their duty to raise local concerns.
But I guess everyone else, with 20/20 hindsight, can see how “obvious” it was.

Mondo: Are you in favor of eliminating Air Force pilot training due to the expense?
The photos were a ‘while we’re there’ part of the mission. The money would have been spent regardless to get the crews the seat time that makes our pilots the best in the world.

First of all that plane would have been on a mission regardless, it just went over NYC for a photo op, but it was in the area and training regardless.
Second of all the NYCPD were informed of this so it makes no sense not to inform the mayor, etc.
This is a big to do over nothing just trying to put some blame for something wrong on this administration.

Why does the Defense Dept. use the amortized annual costs of the entire contract to maintain and operate Air Force One (“allocated on a per flying hour basis,” per Gates’ letter) for the VC-25, but only variable costs of the mission for the 2 F-16s? It makes no sense that a 747 cost more than 10x the cost of two F-16s for the same mission. Talk about apples and oranges!

I am NOT saying it was right to fly over NYC like that, I happen to live right near there and 9/11 was a nightmare for me and many others. What I am saying that plane was on a mission regardless, they did fly up there just to shoot a picture, they did so while they were there, but the NYCPD said they were advised of this so why didn’t they INSIST on warning everyone? They of all people knew what fear it would put into everyone….if they were told not to say anything they should have gotten in touch with the white house. It’s hard to believe this all went on but please don’t put the blame on the president….He was just as furious when he found out.

Why didn’t the NYPD or the mayor’s office raise any concerns when they were told of the planned fly over IN ADVANCE? They were told not to notify the public, but the mayor’s office didn’t even think it a big enough deal to bump it up to the mayor’s desk (at least that is his claim). And they certainly could have (and knowing the NYPD, would have) talked back if they had forseen any problem. Members of the NYPD died on 9/11; if they didn’t forsee the bad reactions I don’t know who would.

I agree with Amber’s opinion stated above. There are bound to be hundreds of pictures of Air Force One (or similar plane) in flight. A tech-savy aide could have worked the Photoshop magic and you’d have the pictures you wanted. All done while NOT freaking out NYC. As for training the pilots, what was the mission? How to fly escort? How to intercept/destroy jumbo jets? There must be ways to accomplish these types of training missions without causing this mess.

Obama’s “outrage” is about as genuine as with the AIG bonuses. I give it a 90+% chance he knew beforehand this was happening and likely verbally approved it himself.
If Obama didn’t know about this than Louis Caldera is incompetent and I think would have been let go. If you were Obama would you seriously trust the judgment of Caldera if he didn’t see any problems with arranging the photo op?
I had some serious issues with Bush but Obama is making Bush look good if that is possible. At least Bush had the guts to admit his position on something and try to defend it.
Unlike Obama who acts outraged about things he knows about for populism’s sake, and consistently acts different than his words. He says one thing then does the opposite even on the same day and it is rare for media to call this out.

Need to trim money from the budget? Looks like 1/3 of a million $ could have been trimmed here. I think they forgot to add in the costs to New York in handling this due to not being notified in advance. Losing faith in new admin fast, priorities are all screwed up. I’m sure the pictures were supposed to be some Obama propaganda. Think I’m voting straight Republican next time … don’t even care who’s running at this point.

I still don’t believe it was a ‘photo op’. It absolutely doesn’t make sense. Something is being hidden from We the People. What? Who was on the plane? Our Messiah and his inept crew lie to us? Banish the thought! Looking at the event on U-Tube and seeing and hearing the panic that those people suffered is unforgivable. This is the ‘hope’ and ‘change’ we get?

The supreme court has decided and the current white house administration also believes the waterboarding is torture. You tell me which is worse…. waterboarding known terrorists in order to gain valuable information that will save american lives. Keep in mind that while waterboarding, there was always a physician present to ensure the safety of those waterboarded. Or let’s say flying a plane building height in Manhatten where the scars of 911 still haven’t been healed. I would say that flying a plane through the city should be considered mass torture. There should be a list compiled of the injuries sustained from this “photo-op” let’s find out how many people got heart attacks or got trampled from fleeing mobs.

Obama deliberately terrorized the Citizens of New York. This is no different than lighting firecrackers under the window of Veterans of combat.
This is a criminal act and if Robert Gates had any morality he would resign and if Congress had any morals they would censure Obama over this and take Air Force One away from him for a year.
It is horrid to read all of the trauma those New Yorkers endured again.
It is pure Obama in spending a fortune on narcissistic pictures when Americans are out of work and we are facing immense debt due to his out of control spending.
Resignations and apologies are not going to solve this. This belongs in federal criminal courts and Obama cabinet level officers must resign.

We paid for that plane and that trip. We should know who was on that plane. I don’t think they can clam national security.

Some people think that the flyover was no big deal as no one hurt. However, treating it like photoshooting project of undergrads was a serious attitude problem. It also reflected that some people in white house didn’t take protocols seriously. This attitude caused the defencelessness of America. If America thinks that it is still important in the political world, please be more careful in doing everything.

Gates should be “concerned” that his
boss, President Obama is lying about
who authorized the flight!
There is no way in hell that neither
the President or Vice President
knew this was going to happen or didn’t
authorize it themselves.
Those of you gullible citizens who
believe in the “tooth fairy” will
accept the Whitehouse explanation that
Mr. Caldera acted on his own!

I’ll tell you this much Clarity. It may be a non-issue to you in san fran or berkely or where ever you are but to us New Yorkers it is a huge issue. And since America does have bigger issues to deal with, why is the president authorizing stupid stuff like this? And don’t think everyone in the US is so naive that they actually believe that he didn’t know.
