Axelrod: Obama Won’t Rule Out Middle-Class Tax Hike

White House senior adviser David Axelrod said the president won't rule out a health care reform bill that includes a tax hike on people making less than $250,000 a year.

"The president had said in the past that he  doesn't believe taxing health care benefits at any level is necessarily the best way to go here.  He still believes that," Axelrod told me on This Week, "But there are a number of formulations and we'll wait and see.  The important thing at this point is to keep the process moving, to keep people at the table, to the keep the discussions going. We've gotten a long way down the road and we want to finish that journey."

I pressed Axelrod on whether Obama will draw a line in the sand and veto any bill that funds health care reform with tax hikes for people making under $250,000 a year — despite a pledge Barack Obama made during the 2008 presidential campaign not to raise taxes on the poor and middle-class.

"One of the problems we've had in this town is that people draw lines in the sand and they stop talking
to each other.  And you don't get anything done.  That's not the way the president approaches us.  He is very cognizant of protecting people — middle class people, hard-working people who are trying to get along in a very difficult economy.  And he will continue to represent them in these talks," Axelrod said.

"But they're also dealing with punishing health care costs, and that's something that we have to deal with."

The GOP point man in Congress on health care, Sen. Charles Grassley, R-Ia., suggested Obama has his work cut out for him in trying to win over Republicans to get a bipartisan bill with his preferred public option that doesn't raise taxes.

"I'm asking, and I think the White House knows my view and the view of a lot of other Republicans.  Since the president denigrated John Cain's — John McCain's effort to move in this direction during the campaign, it's going to take, in order to win over Republicans, presidential leadership in that direction," Grassley told me.

I was no fan of Bush and all his lies and distortions. Clearly his successor is also very good at this. Next week we’ll find out that Obama will have a tax on cattle and a penalty for people who actually have a little disposable income at the end of the month.

public option is what the majority of people want. The Republican Party is going down in flames with this issue leading the way. The Republican Party will continue to shrink because family issues begin with having your health first then having a job. What ever happend to the saying “at least you have your health” the Republicans want to take that from you as well! Anything to make a freaking buck….

With the exception of numerous minor road and bridge construction/repair, the stimulus plan has made little progress with spending less than ten percentage of the total fund. The problem is that those in charge or making decisions are politician, most of which are lawyers (or Nobel prize winners) who know very little about engineering construction and planning. It would be another big disaster and huge waste of money if these politician are put in charge of health care plan.

Its refreshing to have a president who does not let ideology get in the way of governing. I am no Democrat, but it was irritating that our last president did not adequately address our economic, environmental and healthcare problems because he would have to bend his ideology a little. The worse case was when Bush vetoed the children’s healthcare bill. Obama has a lot to clean up. Even if it means a few more taxes, I am glad he is actually doing something.

If this CAP and TRADE passes through the Senate, we will already be seeing a Tax on the middle class. With higher taxes on the Corporations, that is a tax to the middle class. “Everything” rolls down hill, people. At least “now” he is going to hit us all with something ‘called’ a tax. “Mark, I can afford healthcare…I don’t make 250K+.” – So can I, but since I started working in the medical field twenty years ago I have seen folks with serious illness lose their jobs, then their insurance and then were dumped by their providers. Many folks are a couple of paychecks away from losing coverage for their families. And dont forget that the in the U.S. illness is a leading cause of bankruptcy. I have seen it happen over and over so I consider myself and my family lucky – for now.

Hate to tell you this MARK, but Companies are out there to make Money. They have a slew of INVESTORS (us people with 401k and retirement accts) that EXPECT THEM to make money, so that we get our share. If they are paying MORE TO PRODUCE their product, they cannot compete with other companies that are paying LESS to PRODUCE theirs.

I get the impression that Obama thinks that those who make 250k+ are not hard working, and deserve all the punishment they can get. 250K is NOT wealthy by any standard, especially if you owe from 100,000-200000 in student losns and have several children who will need college eventually. You are not eligible for any breaks of any kind, and I imagine that his health care will be directed solely to those making less than this amount. Never mind if you went to school for an extra 8 years , and work 80 to 100 hours per week to make this amount. Eventually there will be no incentive to excel or work hard, just settle for mediocrity so the government can take care of you as they see fit.

ellsbells930: Mark makes a point that maybe you missed. We do take care of ourselves, or at least want to, but we have to make choices. Expensive medicine or a utility payment? Expensive trip to the doctor or food for the baby? My elderly parents WANT TO TAKE CARE OF THEMSELVES but the cost of medicine makes it prohibitive. My mom is always weighing the cost of some medicine over groceries. My dad, who recently fractured his hip, was discharged from the hospital and was on his way to a physiotherapy facility which was about 4 miles from their home. The place refused him because they didn’t accept Medicare. The ambulance took him 24 miles to another facility. And while looking at his hospital expenses my brother noticed doctor visits from doctors neither he, mom or dad knew. But each doctor had a charge for their 15 minutes. My brother got the hospital to deduct the charges which, by the way, was in the thousands of Dollars. We do want to take care of ourselves but our insurance company CEOs, private hospital CEOs, politicians and health care lobbiests don’t care about us. They care about their bottom lines.

Just to add to the commentaries… I was posted to a job in central Europe for 5 years and was on the local socialized health care system. I paid $2 for a doctor visit and got impeccable care and attention. I had minor surgery once and paid about $300 for my private room for 5 days. The surgery was done in a state of the art surgery theater by highly skilled doctors and nurses. The insurance I had picked up the tab for everything. Yes, my employee and I paid into the plan but it is a nominal cost.
I was surprised to learn that in the US the cost of simply administering a private insurance plan (costs having nothing to do with doctors, machines, hospitals, etc) increase health costs up to 20% compared to a single payer insurance program like Medicare – which is what we need more of. For example,
1. Private Health Insurance profit & management expenses increase health costs up to 20%;
2. even Medicare Advantage plans increase costs by 13% (ex. Kaiser);
3. but Medicare cost increases are only 3%!
It’s staggering to realize that administrative costs of private insurance plans (ex. salaries of CEOs) have driven health care costs to exorbitant levels since the 1980s compared to Medicare which is an existing single payer plan whose administrative costs are so much less.

A Stand Alone government health care plan is the best option for the SHEEPlE
of the United States.
Corporations are not fans of the SHEEPLE. Their only goal is to make their CEO’s billionaires and show profits to shareholders.
Over the last three decades the competitive landscape of health care has been dramaticly reshaped.
Larger companies have swallowed up smaller ones. Then the larger health care carriers merged into still larger corporations. What these take overs and mergers created was a non competitive environment. A market place where large companies could dictate who, where, when, how much premiums and benefits SHEEPLE could have.
Before calling your Senators, SHEEPLE need to know more about how their current private sector, for profit health care plans work.
Every SHEEPLE should know the meaning of words and phrases such as;
1-adverse selection
2-gaslighting
3-not medically necessary
4-moving the ball slowly
5-HMO (Health Maintenence Organization)
6-PPO-(Preferred Provider Organization)
7-In Network
8-Out of network
9-Co-pay
10-covered illnesses
11-not covered illnesses
12-incontestability clause
13-CSA
If you do not know the meanings of these phrases and accronysms, you do not have enough knowledge to make an intelligent decision on the new health care issue.
Sheeple’s opinions are mostly formed along party lines or sound bytes heard or seen from talking heads, like Keith Olbermann or Rush Limbaugh.
Given no competition, and no outside oversight, private sector Health Care Insurors have run amuck.
Health premiums consume a full 20% of a companys income. Each year the premiums go up while the co-pays, deductables and covered services go down. (Read higher premiums for less coverage.)
For those SHEEPLE who watch elected officails like John Boehner, slam their hands on the podiums and declare the Federal Government isn’t going to tell me what doctor I can or can not see. Or, what drug I can and can not use.
BLAH, BLAH, BLAH….
SHEEPLE, keep this fact in mind, the next time you see that kind of gradiose behavior from a politician, understand this they have the same insurance he does not want you to have. Private sector insurance companies dictate which doctors you can or can not see. Only they aren’t saying it in exacly those terms. Any SHEEPLE can see any doctor he or she chooses to see. But, if the doctor is not in your HMO or PPO
you will have to foot the entire bill. No negotiaed costs for service, you’re only a SHEEPLE, no negotiated costs for tests, you’re only a SHEEPLE. Coverage only applies to doctors who are enrolled in your particular plans and have accepted reduced fees for service.
Sheeple, it always amuses me when I see or hear about SHEEPLE such as yourselves vote against your own best intrests. Whether it is a lack of knowledge or a sound byte taken out of context from Keith or Rush.
WE THE PEOPLE need to take back all the rights that we have lost due to collusion between our elected officials and the CORPORATIONS that run our lives.
Many politicians are in the pockets of CORPORATE AMERICA. They pay politicians to vote against your best intrests.
The CEO’s making 10′s of MILLIONS in salary each year. Not to mention cheaply priced stock options and other retirement perks. These are the people our Senators and Congreeman seek to appease with their votes. And you SHEEPLE really believe they serve your best intrests. Get real SHEEPLE. The sound bytes, and hyperbole surrounding Health Care has nothing to do with you and everything to do with politicians assuring themselves of campaign funds from corporate sponsors and getting re elected.
A stand alone, government health care plan, is the best option for WE THE PEOPLE OF THE UNITED STATES. Put aside your fears and differences and focus in on one issue. Read, or got to WE THE SHEEPLE* coming soon to a website in your town. No sides. No name calling. No partisanship. Just a place to go and learn what is really good for all Americans. Bottom line is CORPORATE AMERICA runs our GOVERNMENT. The Government will create competition in the market place. It’s not a free lunch or hand out to the poor as many politicians would have you believing.
POWER TO THE PEOPLE. THE INTERNET HAS GIVEN US A VOICE. AND A MEANS TO COLLECTIVELY HAVE OUR VOICES HEARD.

Republicans say “NO” because government has already clearly demonstrated that it CAN’T run healthcare.
Medicare is a government-run, single-payer system which is broke and has $55 TRILLION in promised obligations, which we’ll never be able to pay for even if all American wealth was taxed. Medicare is part of the reason why the system is “broken and dysfunctional”.
And yet the sheeple still look to government to solve their problems. It’s mind-numbing.

“Medicare is part of the reason why the system is “broken and dysfunctional”.” – I have worked in the medical industry for twenty years and I have never seen anyone dumped by Medicare. What I have seen is folks with serious illnesses who have been dumped by their private insurance and, subsequently by their providers. In addition, Medicare spends a lot less on administrative overhead than private insurers. Compared to the way private insurance companies work, Medicare is a paragon of efficiency and compassion.

The vast majority of Americans do not want this crap sandwich. “Public option” is government-run health-care (Why do liberals have to disguise their socialist agendas with nice-sounding names anyway?) I am from India, and i have been here for the last 9 years. After having watched a know-nothing socialist academic (who has never held a job worth having in the private industry) and an incredible narcissist getting elected the President of the United States, I have wondered how it was even possible.
I see a comment here that naively asks why corporate profits dont roll down – Luckily, some body who seems to have enough sanity explains that it is always the taxes that are passed on to the middle class and the working classes.
On Friday, the House passed a 1000 plus page bill that no one has even bothered to read and is going to constitute tax hikes on energy companies – especially coal and oil. Guess, whom these taxes are going to be passed along to ? That’s right, the usual suckers in the middle and lower classes.
How you guys became such a superpower when you have so many naive people who have more or less a blinding trust in the “good nature” of Government is beyond me.
These people who expect corporate profits to “roll down” probably believe that Santa Claus actually exists and lives in the North Pole.

Our medical system is a leading cause of bankruptcies and, compared to other developed countries we have the lowest life expectancies and the highest infant death rate. I want the health reform to work because our current system is deadly to those least able to take care of themselves.

They say those who can’t teach become adminstrators, now we got a community organizer who is going to take our money and make sure that no one has anything left. The govt. has never run anything well. Even wars get messed up. So does anyone really expect the govt to run health care, they can’t run the post office, amtrack, and now they are car company owners, bank owners, and soon health care owners and add cap and trade, there will be no one who will want to work to make money. We will become dependent on the govt for everything.

In addition, infant mortality rates correlate with quality pre-natal care of the mother too. Healthy mothers produce and take care of healthy children(ask any OB-GYN).

I already send the IRS a couple of grand a year, But what I do like, thanks to the Ag Dept is being able to sit down to a hamburger and being reasonably sure its not full of rat dung. I also like knowing my meds meet minimal standards because the FDA is on the ball or being able to call the fire dept because my house is on fire. There is a role for government when it comes to public health and right now our health care system is in crisis (I will wait a minute for a reply, but Ive got chores to do. Have a good day!)

LOL. If Medicare were run as a business and didn’t have taxpayers to cover its massive losses, it would have ceased to exist many years ago. Medicare substantially underpays doctors for services who subsequently are forced to make private insurers cover the difference. That’s a fact.
Efficiency? It’s efficient to swipe a credit card to buy something too. It doesn’t mean there’s money there to pay the bill. In Medicare’s case, why would they care? They can always tax us more to pay for their limitless “compassion”.
$55 TRILLION in promised obligations. Let that sink in. This is the “efficiency” of government.

I would much rather increase revenue by taxes than by borrowing. That is what Bush did and that is why we are in this mess. At least Obama is a realist and not afraid of unpopular choices. Taxes don’t scare me. The deficit doesn’t scare me. What scares me is having the U.S, in essence owned by foreign powers. Thanks to Bush we may soon be eating every meal with chop sticks.

In Mexico on average people who received medical care for A-H1N1 (Swine Flu) with in 3 days survived. People who did not receive medical care until 7 days or more died. And at least 200 million of you with insurance could not get in to see your private insurance plans doctors in 2 or 3 days, even if your life depended on it. WHICH IT DOES!

Oh, and just in case people think that the President is going to save “us” from HMOs and that HMOs are the root of the health care crisis, refusing treatments and hiking rates, research the birth of HMOs.
Senator Edward Kennedy authored the HMO Act of 1973, and lauded its strengthening in law in 1978.
You’re trusting the same Democrats to create a NEW healthcare system? All healthcare administration will be farmed out to insurance companies like Blue Cross, as Medicare and Medicaid are now, and HMOs will continue (albeit under a neat new name, no doubt, but the philosophy and practice will be the same).

The “rich” that Obama and the Democrats in Congress are so anxious to soak also happen to be the people that own businesses which, in turn, employ people.
So lets do some simple math. People get laid off during recessions because employers (the “rich” people) have less money to pay salaries. So by raising taxes on these people and giving them even LESS money to pay salaries, this is going to somehow “create” jobs?
Must be the “new” progressive math.
This plan works so well that the USSR is now the most powerful nation on earth. Oops, that’s right they no longer exist.

Another simple math question:
Would you rather have:
a) 50% of 1 dollar, or
b) 30% of 2 dollars?
(I’ll help you out. The answer is b – 30% of 2 dollars…)
This is why cutting the marginal tax rates has ALWAYS AND WITHOUT FAIL raised revenues to the Treasury. By spurring economic activity and allowing the government to tax the same dollar over and over again every time it changes hands, you get greater revenues from lower marginal rates. Study history – this has NEVER not worked.
Seems obvious, unless of course your brain is limited by a bad case of liberal-itis. Liberals believe that you can just keep increasing the marginal tax rate ad infinitum and it will have NO effect on economic activity. The higher the rate the greater the revenues.
The fact that this has NEVER worked in the real world does not deter them.

Companies outsourced manufacturing and jobs after they watched entire US industries go up in smoke after US consumers decided they would rather buy a cheaper foreign made TV or VCR. US manufacturing of TVs and other entertainment devices was decimated. Since US consumers won’t show loyalty why should US companies commit suicide by trying to keep manufacturing in the US.

At this point I wouldn’t let the government come and water my house plants while I was on vacation. Every single remedy these clowns come up with involves more government control. Why do we have the problems in the first place? Hmmmm, let’s think…ah, government control. Hey let’s not think more than 4 years in advance on any problem. Fund SCHIP with cigarette taxes. What happens when people stop smoking? Fund Social Security out of people’s paychecks. What happens when people start living longer? Raise taxes on businesses. What happens when businesses leave or close? Encourage banks to lend to people with borderline credit. You know where this is going. How about freeing up the individual? How about letting the creativity, kindness, and problem solving ability of the human flourish? Humans know how to make it happen. There are some bad eggs, sure, but that doesn’t mean you throw out the baby with the bathwater. Use the laws in place to punish the bad eggs and let the rest of us create the country we want. You’d be amazed at what real freedom could accomplish.

Just one more LIE in an administration that can’t stop spending or lying. Did you hear the one about them being transparent, but nobody gets to read the legislation before they vote on it, or the one about no more pork, never mind the Stimulus or the 9000 ear marks in the Omnibus bill. We are deep in debt adding what is likely to be close to 2 Trillion this year alone, and a minimum of a trillion a year for the next 10 years and we haven’t had the big bail outs yet. Medicare, Medicade, and Social Security are all Busted. Not only will current revenue not cover the cost, congress has spent all the extra they were suposed to put back in the trust funds. Now congress wants to spend 800 billion on a make believe global warmning disaster, never mind that the earth has been cooling for 7 years, and 1.6 trillion on health care. Any body addding all this up. We won’t be able to pay the intrest much less an even basic saftey net. Well I may be wrong about the trasparency thing, I think I can see the disaster coming

What with the uncontrolled spending that President Zero and his band of thugs is doing on an almost daily basis, it should come as no surprise that he is considering raising taxes on the middle class. Now Zero’s healthcare program will add yet another 2 or 3 or 10 trillion (depending on whom you listen to) to the bill. We can begin to dig out of this mess in next year’s mid-terms, then finish the job in 2012 by sending the community organizer back to Chicago.

Hate to break this to you , the economic situation prior to Margaret Thatcher was even worse . Trade union strikes every so often hampered UK’s productivity and many industries were government owned and inefficient . She changed that and when she left the office in 1990 , the UK was an economic powerhouse until Tony Blair’s labor Party changed the rules .
And Mark , were you alive back then during the Seventies ? Back then the term misery index reflect how bad the American economy was compared to Japan and West Germany . During Reagan’s presidency , the US economy made the turn around and President Bill Clinton was the recipient of it with the help of the Republican Congress .
Do you know the reasons why american jobs in the manufacturing sector was lost overseas . Three things 1) Taxes 2) Unions 3) Competition . The American government and the elite have forgotten that the best way for American companies to keep their factories here are to keep the taxes down for them to compete against foreign products . It did not help when local, State and Federal were Union Friendly rather than Business friendly .

You people crack me up! You are arguing over something that was mentioned (raising taxes). Raising taxes was suggested and you all are acting like it’s already happened! I’m sure many many ideas will come and go before heath care is reformed. You all need to get a grip and calm down! If you have have a heart attack or nervous breakdown before heath care is reformed your private insurance company will not cover you because of “preexisting condition”!

Bush Sr earned my respect and my vote when he realized his campaign “no new taxes” rhetoric would hurt the country and he chose the good of the country over his own political fortune. His change in course set the financial footing for the boom under Clinton. I am pleased Obama is a realist who likewise is willing to eat crow to do what is good for the country.

(He is in paramedic school and works part time and expedites once a week at a local sports bar and grill.. When he filed he owed nothing;he just received notice of his tax and penalty with interest!!!)

Oh Austin , come on ” public option is what the majority wants” ? I don’t think so. People want jobs and this great economic engine in the USA ressurected. A vibrant economy creates competition and demand for workers and perks like health care and retirement as enticements . Why don’t the new brains in washington go back to the legislature and work on undoing some of their legislation that drives businesses out or into the ground. Things like out of control workers’ compensation programs and overregulation.I’ll never forget the great friends of Labor Bill and Hillary that threw the loggers out of work in the west for the spotted owl’s well being. It turned out by the way that the former head of green peace said the study was bogus and the logging never hurt anything.

I can’t believe how frustrating it is to listen to or watch Peggy Noonan. While waiting for her to finish sighing we missed out on hearing ANYONE give their opinion. She normally takes way to long to deliver a point, but on Sunday she ramped it up to a new level. I don’t mind listening to the content, but the delivery was horrible.

Hmmm, several things. If you do the math, will taxing everyone who makes over 250k pay for everyone’s healthcare ? So, your going to tax the less than 5% of the upper income population to pay for the other 95%. I don’t think it will be enough money…do you ?
Secondly, if I don’t have a house, or a car, will the government give me those things too ?
If Edward Kennedy was subject to the healthcare he and Obama supports, would he be alive today ?
Most people would have excellent healthcare if they had jobs, that way they can have the group coverage most of of us know and like. It’s like Democrats to punish achievment in business with high taxes, rather than encourage companies to make money to hire more people.
As my favorite woman Margaret Thatcher said. “The problem with socialism is that eventually you run out of other people’s money.”

George, once again it a misleading headline.
For those who comment that government can’t be trusted to run an insurance program, know that Medicare only uses 3% of its funds for overhead. What percentage do you think your private insurance takes as overhead and its profit? Those are all millions and millions of dollars that aren’t used for healthcare.
We need a public insurance option available to everyone to give true competition to the private insurers. 47 million Americans without insurance and many millions underinsured are too many.

It would be interesting to know how many commenters against a public insurance plan either work for or profit from health insurance investments.
With the U.S.’s healthcare rated 37th in the world despite the fact we spend more than anyone else, something is drastically wrong with the current situation. With 47 million Americans without health insurance and millions more underinsured, the time is now for a public health insurance option.

Health care. Let’s see, Canada is going to the market
based plan, while the U.S. is going to a single payer.
Plans in Europe, while they cost nothing out of pocket,
use rationing.( Up to two year waits to see a neurologist). Longer waits in the waiting room, and the inability to get the very best care, this is what’s
coming. Except for those in Congress, who will still

Nationalized health care plan = RATIONING of health care. Don’t believe it? Ask any VA patient. The VA system is microcosm of socialized medicine.
So instead of limiting care due to cost, get ready for limiting of care due to flat out refusal. If you don’t like it, you don’t have many other options under a single-payer system.

Medicaid and Medicare are a some what broken system for now, but I do believe it could be fixed to fit everybody needs in the untied states who don’t have health care insurance. We pay taxes on these two system of service that we either never use or we have to wait until we are 65 year old to use it not fair. Why? AGAIN THIS IS MY PLAN FOR THE HEALTH CARE REFORM BILL 2009 REUSE WHAT WE ALREADY HAVE IN PLACE Medicaid Medicare.TO COVER EVERYBODY IN THE UNTIED STATES on health care….this would be a good plan if you REVISED THE SYSTEM it to fit everybody’s needs for health care .Then you can keep a check on medical cost by keeping checks and balances of the whole medical system…Medicare and Medicaid switch them over to a one system services for all people! No part called A and B plan you don’t have to buy a supplement insurance plans to cover your medical cost with Medicare or Medicaid… and still use your doctors of choice and hospitals of choice none of that would change.
We are paying for this service anyway from our payroll let it work for everybody….you can raise taxes people would not mind paying a little more to be able to us the health care service that Medicare Medicaid provide that we pay for anyway. Everyone over the age of 65 may qualify for Medicaid, but other groups of people may too, including pregnant women, children under the age of 18, and people with certain types of disabilities.
However, to qualify your income must also be below a certain limit, as defined on a state-by-state basis. 1.(Let this become a federal government basis one system service. 2.(Change the qualification on income limit)
Medicare is also a federal program, but is specifically for people 65 and over who are no longer working. Medicare is an entitlement program: the only criteria for entry are that you be over the age of 65 and have paid employment or self-employment taxes while working.
People who are working today are pay these taxes for this service anyway now let them be able to use this service…..

The deficit was automatically tripled withiin the first 4 mos., unemployment went from 4.5% under Prez. G.W. Bush and now unemployment under Obama is almost 10%, taxes for everyone are rising (look at your cell phone bills, utilities, cable tv bills, etc., there’s a new tax on everything). Are all you Obama voters happy now? If not, you are to blame, for voting for such an inexperienced politician. You got what you voted for.

The following two eminently reasonable, efficacious and effective actions, would provide far more than the projected $2 trillion over the next decade to pay for fixing the financial problems of our health care system and would have “something in it for everyone” except, perhaps, the trial lawyers; and even they wouldn’t have significant grounds for complaint:
1. Cutting costs of Medicaid and providing access and good care for everyone in need: Allow doctors a tax deduction for the care they provide to Medicaid patients. Controls , of course, would be necessary. Currently, doctors eat their Medicaid losses. To completely solve the problem, provide the same benefit for hospitals. The tax revenue lost would more than be made up by the savings gained by federal and state governments and would therefore be revenue positive. It would bring a measure of satisfaction and even happiness to patients, doctors, hospitals and government.
2. Vastly reducing the costs that result when doctors resort to defensive medicine practices: Disallow, as evidence for malpractice against a primary care provider, the act of NOT ordering a test or procedure and NOT referring to a specialist. Controls would be necessary i.e., cut off the protection after the patient has been seen for the same complaint, say, over a period of three weeks. Primary Care doctors could be paid much more for their cognitive skills so they could spend the extra time necessary for optimal use of their cognitive skills. This would largely bring an abrupt halt, at the fountainhead—Primary Care— of the enormous cascade of unnecessary tests, procedures and referrals that inevitably commence when a doctor orders tests based on his/her perception of the need to prepare a paper trail in the event of a medical malpractice suit, warranted or not, rather than effectively practicing by using their cognitive skills and ordering tests, procedures and referrals accordingly. A recent editorial in the NYT reported that economists recently estimated that $700 billion a year is wasted on unnecessary tests and procedures. If you do the math, you’ll see that this alone would pay for the new health plan and leave a lot left over.
