Today’s Qs for O’s WH – 6/19/2009

TAPPER:  Earlier this year  the special inspector general for TARP Neil Barofsky tried to get documents relating to AIG.  The Treasury Department rebuffed that request, and although ultimately I think they did turn over the documents, the Treasury Department sought a ruling from the Justice Department on just how independent Neil Barofsky's office is supposed to be. Please explain from the administration's perspective what exactly is going on here and why it appears as though the Treasury Department is pushing back against an independent inspector general.

GIBBS:  Well, obviously, Jake, the president believes that inspectors general fulfill a unique and important role in ensuring that programs operate with efficiency.  No attorney-client privilege on any of this stuff has been invoked.  No documents sought have been or are being withheld.  The DOJ review is not related to any particular investigation.  It is sorting out legal issues relating to the creation of the office.

TAPPER:  Right.  But could you explain — could you actually answer my question?  I understand the talking points you've been given, but — but could you answer my question, which is why would the Treasury Department push back against the inspector general trying to get the documents…

GIBBS:  I would point you to DOJ on the specifics of that, and point you to the fact that the documents haven't been withheld.

TAPPER:  But Robert, we're only, what, about 150-some days into this presidency.
  
GIBBS:  One-hundred-and-fifty-one.
  
TAPPER:  One-hundred-and-fifty-one days into this presidency, and already the president has fired one inspector general and his Treasury Department is challenging the independence of a different inspector general.  Can you understand why people who believe the president when he talked about the desire to be held accountable and the need for transparency, would say…
  
GIBBS:  We've outlined the reasons why the inspector general for the Corporation of National Service, acted upon by the bipartisan board, recommended that he not be retained.  I think we've discussed that.  I know you've discussed that with the staff in many ways.  And there are issues that are being sorted out in terms of the creation of different offices, but no documents are being withheld.
  
TAPPER:  Right.  But why did the Treasury Department push back? I understand ultimately they gave the documents, but why did they…

GIBBS:  Yes.  I — I — I don't have anything from Treasury.  I can certainly look and see what legal issues they were concerned about.
  
TAPPER:  Is the precedent that you believe — does the president believe that the inspector general should be able to get whatever documents he needs to…
  
GIBBS:  The inspector general has gotten those documents.
  
TAPPER:  With a struggle.
  
GIBBS:  Jake, I — I — I don't know how — more to say that the inspector — the answer to your question is the inspector general has the documents that the inspector general wanted.
  
TAPPER:  Well, either the Treasury Department respects the Office of Inspector General or it doesn't.

Go, Tapper, go! Of course Gibby thinks he’s answered your question, because, as you so rightly pointed out, he had exhausted his assigned talking points. Thanks for asking him to actually answer your question, and for persisting when he did nothing of the kind. Keep up the good work. Wish you got an opportunity to similarly grill the president himself next week, insisting on actual specific answers to simple, crucial questions.

Jake,
It bears repeating…you are seemingly the ONLY man in the MSM who is willing to go after the answers. I was wondering, does Robert Gibbs still think that this is all fun and games? Does he EVER have information? Does he realize that he is speaking for the White House? His incompetence is unreal.
Anyway, the key phrase in this story is INDEPENDENT. There is NOTHING about this administration that that word can describe. Obama and his fraternity brothers in the White House are all about DEPENDENCE. After all, how better to keep the public under HIS thumb, HIS influence, HIS direction, than DEPENDENCE. It’s like children depending on Daddy for allowance, insurance, food and shelter, etc. As we’ve seen over the past couple of weeks, if you are on an INDEPENDENT panel, and you dare to go against the “Chosen One”, you will pay for it. How sad…

Great job Jake. Persistent in a respectful way (except for maybe the talking points jab). Lord knows we need all three branches of the govt to be accountable and transparent. It’s one thing to not be, but it’s highly hypocritical to run on a platform of accountability and transparency and then throw that all out the window when you win. Not that 53 million voters believed him anyway.
I agree with Kelli. With you in the room on the 24th, I’d feel safer. “Help us Obi-Wan Tapper; you’re our only hope.”

Why is it that you insist on rushing healthcare reform through Congress? You state that it must be done now for the economy. Similar statements were said for the stimulus bill as well as the omnibus bill. At what point will you realize how much debt you have added and plan to add to our country? Do you honestly think that spending all of this money, which we do not have, will make our country better and/or stronger? You know that a public option will lead to the end of private health insurance even as you claim that you believe in a ‘light touch’ for government intervention into the private sector. Also, without going against your pledge of not raising taxes on the middle class, how do you plan to recoup the money that you have spent and the money that you plan to spend on health care reform? How do you plan on addressing cap and trade without increasing the financial burden on the American people? At what point do you think the people will say ‘enough is enough?’ The time for fiscal responsibility is now. Not just for defense spending or programs you disagree with, but across the board. Are you so arrogant that you plan to do as you please without fully understanding the consequences of your actions?

It would probably help congress maintain effective oversight on the activities of business and the treasury if most members had at least a rudimentary understanding of financial instruments.

I responded to jhw539 on an earlier thread and am still waiting for a response defending this statement:

Followed the law? Try some facts. Mr. Walpin says his “termination” phone call came from Norman Eisen, the Special Counsel to the President for Ethics and Government Reform, who said the President felt it was time for Mr. Walpin to “move on,” and that it was “pure coincidence” he was asked to leave during the St. HOPE controversy. [Update: Apparently he was given an hour to resign or be fired.]
What part of that followed the law? Last year Congress passed the Inspectors General Reform Act, which requires the President to give Congress 30 days notice, plus a reason, before firing an inspector general. A co-sponsor of that bill was none other than then Senator Obama. Now that they have failed to pressure Walpin into resigning, they been forced to give him 30 day notice, and to tell Congress its reasons (which should be interesting.
And I suppose this “back and forth” you refer to, jhw539, is the Administration smearing Walpin as “confused” and “disoriented” in public.

An increasingly strong “unitary” executive branch has been in the making for decades.
It’s always disturbing, but Obama is hardly unique. He’s pretty much following established custom at this point.
I hope that congress will reign in the executive…. in general, and for many generations… especially when it comes to war.

Laws are written and defined items. The law did not use an undefined colloquial. Walpin is still on the payroll, his employment has not technically been terminated – his seniority, pay grade, etc are all intact and it would take 15 minutes to fully restore his duties. Obama followed the law as it is written, which is also what courts do, not the law as Hannity thinks it means.

WALPIN HIMSELF ADMITTED HE GAVE THAT IMPRESSION. And, by Congress’s interpretation of the law, they were required to relay that information in public.
Please try to deal with REALITY rather than arguing from some right wing fantasy land.

Walpin himself has verified the accuracy of the account of him appearing dazed and confused, unable to perform his duties (which include being able to provide information and answer questions).

Last I checked, I actually pay (donate) to Democrats, not the other way around… And an engineer give his time first to the people who pay him and then to – well, actually my family. These boards basically just get my sim run time, thinking breaks, and occasionally hanging on a dull conference call time.

Gibbs’ repsonses to your questions are not strengthening my confidence that the administration’s agenda is in the best interests of the people. Day after day, we are forced to conclude that the administration believes that somehow the ends justify the means.
Attempts by Gibbs to diffuse the serious nature of your questions are either flippant, naive or corrupt. May I suggest that you ask Gibbs if he believes that the Treasury behaved naively or corruptly. Because we know there is no justifiable reason for the Treasury to be acting in the interests of the people by witholding information, a non-answer would be an implicit acknowlegement of corruption or naivete. And either explanation is unacceptable.

And what part of calling him on his cell phone and saying you have an hour to resign or be fired is following that law? The only reason they are backtracking is because he refused to cave and it started to come to light. Otherwise, Obama and his thugs would have been happy to break the law and let him go.
