Hoyer: Dems Sent ‘Back to Drawing Board’ on Health Care; Surtax on Wealthy is Good Politics

ABC News’ Rick Klein reports: Another case of sticker shock has slowed congressional progress on health care reform, with the Congressional Budget Office reporting yesterday that the Democratic proposals now being considered won’t net the federal government any savings. That’s forcing Democrats “back to the drawing board,” even as legislation crawls its way through committees in the House and Senate, House Majority Leader Steny Hoyer said today on ABCNews.com’s “Top Line.” “I’d say it’s something we need to address,” Hoyer, D-Md., told us. “Clearly, bringing costs down is one of the major objectives of this effort, and we’ve got to do that. And if the scoring and the projections don’t indicate that we’re doing that, we need to go back to the drawing board and make sure we do that.” “I wouldn’t call it a setback, but it is certainly something that we have to pay attention to,” Hoyer said. At the same time, Hoyer dismissed assertions from some conservative Democrats that health care reform can’t pass in anything like its current form it’s now being discussed. And he took issue with the suggestion that paying for reform by imposing a new surtax on couples making more than $350,000 a year represents a politically difficult vote. “I’m not sure I agree with you it’s a really tough vote,” Hoyer said. “If you poll it, taxing the wealthiest in America — about 1 percent who have done very, very, very well over the last 15 years, and we’ve seen a growing disparity between the wealthiest Americans and middle-income, working Americans — asking them to pay some of the price for getting everyone into the system, reforming the system and bringing costs down in the system, frankly I’m not sure it’s a very politically risky vote.” “The public pretty much thinks the richer people in America ought to pay their fair share; they don’t think they’re paying their fair share,” Hoyer said. ‘But that aside, the ‘pay-fors’ [ideas about how to pay for reform] are still up in the air. That is one proposal I think is a credible one, there are others who want to get the savings and any revenues from within the system. I also think that’s a reasonable proposition. So there’s a lot of discussion that will go on between now and October, when I hope we finally pass this bill and send it to the president before those decisions are made.” He said it will be difficult to meet the president’s goal of passing a bill in the House and Senate before the August recess — but insisted that that’s still the goal. “That may not be — may not happen. We’re still working towards that goal and we have some degree of confidence that we’ll get there. But if we don’t get there, what President Obama is saying he wants a bill on his desk by October,” Hoyer said. Watch our interview with House Majority Leader Steny Hoyer HERE.

Hoyer, as is anyone who agrees with him, is a stupid, smooth-brained, fool. I’m not well-off. I’m squarely in the middle-income group. And I am certain the “wealthy” ARE paying their fare share. In fact, they are paying way MORE than their fair share. I’m sick of you liberals telling us that you somehow have a right to greater percentages of the income of people who work harder and are more successful. You DON’T have a right to it. PERIOD. Do you hear me? How DARE you penalize the successful. I wish you’d all leave America and go to Europe.

I’m a middle class white man with a family of 4,I just started a new job but was six months without family health care. I resent your tone toward our president whom is a high achiever.
I won’t mind paying some tax on my new benefits to avoid the gap in coverage again.

Final reform will look nothing like the bills swirling around Congress right now. There will be tax hikes, but they will be much smaller than those currently proposed. And nothing will top a trillion bucks…

The problem is, most people don’t want to give up their new plasma tvs or eating out all of the time for something as boring as health coverage. They’d rather have other people pay for it.

The answer to all three questions is YES.
While she was specifically discussing the importance of judicial diversity in determining race and sex discrimination cases before a crowd of latinos she said “I would hope that a wise Latina woman with the richness of her experiences would more often than not reach a better conclusion than a white male who hasn’t lived that life.”
Put the quote into context and then quote it accurately and it becomes much clearing to most what she really was trying to say. It is similar to what Former Bush Justice Department lawyer John Yoo has similarly stressed that Supreme Court Justice Clarence Thomas “is a black man with a much greater range of personal experience than most of the upper-class liberals who take potshots at him” and argued that Thomas’ work on the court has been influenced by his understanding of the less fortunate acquired through personal experience.

Delevopers have been sitting on lots for too long and have to build houses to make the numbers work for the cost of the land. I’m beginning to think the democrats are cowards. This is a no brain er. More than 70% support public health care and they can’t find the courage to vote on it. Pass or fail the voters will be taking their wrath. Either for action or no action. Vote straight up or down! Let the voters know who and how these representatives voted. Then they will be making their vote at the ballot box. The health care system is looting this Great Nation and the people know it.

How is that the wealthy don’t pay their “fair share” of taxes? (Yes, a rhetorical question.) The tax system increases the tax rate as one climbs the salary ladder. The more you make, the more you pay in taxes essentially. Now, people want to tax the “rich” even more, imposing a penalty for having worked hard to become successful. Does this make sense? So someone who isn’t successful is rewarded, and those who are are penalized. What a crazy system we have. Goodbye to America as a Superpower. Now we’ll just be a super welfare state.

One of the most sweeping single things the government can do is to eliminate the insurance companies’ ability to write medical policies based on past or present illness. Even the insurance companies have agreed to back off on this one. It means no more excluding of people from the general market price and no more rescission.
We could pass this into law tomorrow without costing taxpayers a cent. But the proponents of all of these bills are sing this as a way to draw in support for their bigger and more expensive proposals.
Most complaints I have heard in blogs online would have been solved by passing these laws.
Why do we let the government use this as a carrot to dangle in front of us? We can have some reform now. The rest can come when and if our President and Congress ever get their act together and come up with real solutions to the problem.

Let me remind you all that a single payer system would repuire EVERYONE who is working to pay into the system through taxes much like the social security tax. No one has ever said it would be FREE!!! What you must also remember is that your tax that the government would charge you would be SUBSTANTIALLY less than the current cost of your private premium. The only way to make this work is to include EVERYONE. You can not tax certain income groups. EVERYONE has to be pooled together in order to gain maximum cost efficiencies. The private system no longer works period! The free market does work for most everything except health care and maintaining a military. How come no one complains about our government run military or post office? Why is health care so different?

Health care has nothing to do with race. As I understand it, the public option would provide those who chose it, the same coverage as that enjoyed by members of the US Congress.
Nonetheless, the whole debate is skewed because the Democrats don’t have the guts to publicly state that the only real solution is a single payer, government run solution like the one in Canada which despite its imperfections is far superior to the system in the US which puts insurance companies in charge of your health care.
I have lived under both systems and can attest to the superiority of the Canadian system.

I fully support the President’s effort for health reform and also a public option. If done correctly where people but in for premiums and it is not taxpayer subsidized , a public option will act like regulation on the market without a gov’t bureaucracy having to constant look at the private plans. My wife works for a small business without an employee plan and we can not afford the coverage she deserves until I finish my doctorate. We can not even afford to have maternity coverage yet to start a family like we would like and be in a comfortable financial situation. Her exisiting health care rates have increased by 60% the last three years…which is ridiculous and practically highway robbery. But after shopping for insurance every plan is the same rate.

First, Do No Harm.
It has become obvious that the costs of providing health care have become excessive and that something needs to be done to make the system more efficient and less costly. However, the bills coming out of committee would not fix that problem and would, it appears, aggravate the problem.
The CBO has stated the current proposals will actually increase costs while instituting job killing tax increases. This approach would clearly cause a great deal of harm.
I believe we need to fix the abusive tort system that is little more than a legal version of extortion and blackmail and expand health savings accounts so that the normal competitive pricing mechanisms of a free market can come into play. We should look at the reasons plastic surgery and laser eye surgery have experienced reduced costs, expanded availability and technological advances and use that knowledge to create a playing field free of overly restrictive obstacles.
But first, please make sure you do no harm.

If we hadn’t spent trillions in the last 6 months we might have had something there to help pay for all of this.
I’m for reform as much as the next person. But we have spent ourselves into oblivion – and now want to come up with yet another trillion dollar plan?
And no, the wealthy pay quite a bit of taxes already – contrary to popular belief. And there are lots of non-wealthy caught in this designation too.
Lets start with some laws for reform and build over the next 5 years from there. Its impossible to overhaul a system so large and complex without major consideration and debate. If not, we stand to hurt major segments of the population because they were not well considered in the process. And two or three months is not enough time!
Or do you want to be one of those Americans the plan will “forget” to include because we rushed too quickly to put it together?

It makes absolutely no sense to spend money we don’t have on a very questionable bill.
Should we even be discussing spending a over trillion dollars on anything, when our national debt has topped 11 trillion?
Going into deeper debt with China seems like a good idea to whom, exactly?
I mean never mind the flaws of the health care bill, with minimum (forced) coverage, and fines for not signing up, and making Planned Parenthood an approved health care provider, meaning the government would pay for abortions openly. They’ve been paying for abortion covertly for decades. Last year, Planned Parenthood received over $300 million in taxpayer funds. They are the nations #1 abortion provider.
Planned Parenthood didn’t spend one taxpayer dollar on abortion.
And I have a bridge to sell you.
So far, I haven’t seen one reason to be discussing national health care, or one positive point of the plan.

They can help fill in the gaps in primary care. We already have enough specialists.

Since everyone will enjoy this great new age of universal health care, the answer to pay for it is obvious. The almost 50% of income tax filers that get to pay zero income tax, should have to pay taxes like the rest of us. Oh, and Democrats. Democrats need to pay taxes too. Why Tom Daschle and the other rich Obama nominees that got caught cheating on their taxes could make for good role models by showing the rest of us peons that everyone should pitch in. The voters will reward the Democrats handsomely come the next election since they surely will want to help pay for what they get. Besides, the “rich” as defined by the current proposals already pay 40% of the total income taxes in this country while only earning 27% of the income. The half of the people that pay no taxes should pay their fair share just as the rich should? After all, what does the word “share” mean?

Members of Congress and some federal employees participate in the Federal Employees Health Care Program, which allows them to choose whatever private plan they want for themselves and their families. In the health care legislation coming out of committee, Congress will be exempt from the government-run plan for at least 5 years. So, while they force a government plan on us, they get to keep their private plans. Congressman John Fleming, a physician from Louisiana, has a bill in the House (HR 615) that says every legislator who votes FOR the government-run health care plan must agree to sign him/herself up for THAT plan. He has 43 co-sponsors for the bill, but NOT ONE SINGLE legislator who plans to vote FOR the government plan. If it’s good enough for us, it needs to be good enough for them. Congratulations to Congressman (Dr.) Fleming for exposing the hypocrites.

Wow, the bill hasn’t even cleared the House and its new projected costs (over the next ten years) have already doubled—up to $2 trillion dollars.
And the beauty of this boondoggle is it does absolutely nothing to solve our runaway healthcare costs. For example:
• It does nothing to investigate why the medical and pharmaceutical industries have enjoyed double-digit inflation for over a decade while millions of us have enjoyed reduced wages or gotten little or no annual increases.
• It does nothing to address the ridiculous number of government regulations that are largely responsible for driving up healthcare costs.
• It does nothing to investigate how it is insurance companies have increased premiums in lock-step at an exponential rate year after year (but there’s no collusion there).
• It does nothing to reduce costs for millions of Americans who will undoubtedly be unable to qualify for the government funded public option.
• It does nothing to ensure those who already can’t afford healthcare insurance are going to pay for a required “public option.”
• It does nothing to reduce frivolous malpractice law suits that significantly drive up the cost of healthcare.
• It does nothing to reduce government bureaucracy. In fact, it significantly increases it—and we all know how efficient government run programs are and how much money that will save us.
• It does nothing to demonstrate how it will “not add to our national debt” (according to Pres. Obama) We don’t know how we’re going to pay for the multi-trillion dollar debt all the bailouts have already created so, obviously, adding this additional multi-trillion dollar debt shouldn’t be a problem either. Right?
• It does nothing to eliminate the incestuous relationship the medical and pharmaceutical industries have with government leaders. But we all know there are no favors given for financial support, right?
• And we all know the kind of excellent, well thought out and highly effective and efficient programs that Congress can pass when they don’t read the bills and rush to ram them through.
Wake up America this may be the final nail in the coffin that buries us. If government no longer represents us it is our duty to cast it off.

Middle class small businesses will be killed by the tax increases in this plan. Instead of wasting a trillion dollars on pork barrel nonpriority projects in the reckless spending stimulus bill, Obama should have used that money to cover the uninsured. Now, because the money has been wasted and Obama dares not cancel the pork barrel projects he has committed to, the only alternative to fund this bloated government monstrosity is to raise taxes. Obama’s actions have simply been disagraceful.
Vote Obama out in 2012!!!

Once you make more than a million bucks a year, I don’t care if you are taxed more than the rest of us. Too bad. Life in unfair. The working class deserves a system where, if we get really sick, we are not guaranteed financial ruin when we can’t continue to pay COBRA. A healthier, more productive work force will lead to your stock market investments doing better. If altruism doesn’t motivate you, perhaps money will?

I don’t see what Obama’s rush is to get this passed. Haven’t our politicians learned lessons from rushing bills through without them being fully thought out. Don’t pass a bill just so you can say you did it. Take your time and pass the bill that is best for the American people. You will get more respect for passing a good bill than you will by passing a bill just so you can fulfil a stupid campaign promise.

The MAJORITY of AMERICANS voted for Barack Obama. Many including myself realize the NEED for change in our healthcare and that among many reasons was the reason for our votes. The party of “NO” is doing everything they can to politically sabotage change in order to keep the status quo and protect the profits of mega corporate insurance companies. Excuse me but what do you mean getting back “what is rightfully yours?” You don’t want to get back money that is “rightfully” yours, you want to get money that you didn’t put into the system in the first place. Under the Bush tax cuts, the so-called “wealthy” received a tax break because they put the most amount into the system. The top 5% of INCOME PRODUCERS paid 90% of the taxes to the federal government, and you want to squeeze more out of them? I am sick and tired of people wanting to take my my money that I am working my a*& off to receive, because it’s “only fair.” These so-called “wealthy” people are the very same ones that employ YOU (if you are employed). I am tired of hearing people whine that they have no insurance, because their employer doesn’t provide it. My employer does not provide me insurance, I purchased it seperately. If you want insurance you can get insurance.
People want a free lunch, and they think everyone else should pay for it.
The health care system needs fixing but Government run health care will be a disaster.

You are right that almost 47% of Americans pay no INCOME tax, howver they do pay payroll taxes like social security and medicare, etc. Under a universal system they most certainly WOULD pay an additional payroll tax to cover their share of the health care. You see, universal coverage woudld not be FREE. It is not free anywhere. It does have to be paid for, but it would be FAR FAR cheaper that your current private premium. And you would actually have coverage you could count on and not be dropped at some companies whim. Guaranteed Coverage!

Single payer system. Those of us in healthcare- MDs, clinical researchers, nurses – all of us support universal healthcare. Currently, only 46% of medical school applicants are accepted. There is a large percentage of HIGHLY intelligent people who would make great caring, compassionate physicians who are denied each year. Increase the number of medical schools along with the number of medical students at existing schools and there will be plenty of physicians.

If they would change that to ways to let the free market work to fix the health care mess then they would get somewhere. But they won’t do that because they don’t believe in the free market. Just a reminder to all of you mindless, meager Americans out there…..
The vast majority of “The Rich” were once like you and I. Middle class or lower. But with determination, sacrifice, and hard work they made something of themselves – either through rising up the ranks of the corporate world, or starting some sort of business or product idea. Hmmmm….that movie that starred Wil Smith – Pursuit of Happiness. More examples – Bill Gates (Microsoft), Michael Jackson, damn!!!! Even Wil Smith!
I was typical middle class a few years ago. With no help from the government, EEOC laws, etc. and with sheer determination and severe sacrifice, I bettered myself and quality of life. I pay for my own health insurance now, and even have 2 part-time employees.
So, why in the hell am I suppossed to pay for someone else???? I’m not against affordable health insurance for all – but taxing “the rich” is not the way. Limit lawsuit amounts on doctors, and propose legislation that would require private insurers to accept all people, regardless of age and medical condition.
Just remember these two things…..1) When was the last time you received a job from a poor person who ran a company, and 2)What has the Government ever done right?????

The easiest way to get a plan that has fair coverage for all is to make sure the politicians have to opt in to whatever the new plan is and can not retain their current cadillac govt plan, or purchase their own private insurance to make up any shortfall. If it is good enough for us, it is good enough for them. I bet they will make all kinds of adjustments then.

I think all the rich Democrats, athletes, movie stars, rock stars, business leaders, etc., the wealthy ones, should switch to the Republican party for the next elections. If not, feel free to pay all the extra taxes that will levied. I hope they find all your off-shore bank accounts too. As for all the dope dealers and other under-the-table economy, I bet we could finance a lot of health care with 100% taxes on that.

Frank, you say you built your business “with no help from the government”. Really? No fire protection, no police protection, no army to keep foreign aggressors away? And you paid for the education from kindergarten on of your two employees? And what about the court system that makes your contracts with customers and vendors worth more than the paper they are written on? And of course, you built the road system that gets your employees and products to and fro, I suppose. Etc, etc, etc. (Every time I hear that line of yours, I’m somehow reminded of a house-mate who sincerely thought he was self-sufficient in high school, mowing lawns–for $50/hr in 1970! Helps if your parents have wealthy friends.)
