The Note: ‘He’s Beginning to Lead.’ But Where’s He Headed? — Can the Democrats Get ‘Trigger’ Happy?

ABC News' Teddy Davis reports: "He's beginning to lead." That's what Ohio Sen. Sherrod Brown (D) told the Wall Street Journal after President Obama's Monday health-care talk in Cincinnati.   The question still remains, however: "where's he headed?" The best clue may have come on Sunday from Nebraska Sen. Ben Nelson (D), one of the moderate-to-conservative Democrats whom the president is trying to win over. Appearing on CNN's "State of the Union," Nelson urged the president to tell Congress on Wednesday that a government insurance option should be a "fail/safe, backstop to the process." "I think he has to say if there's going to be a public option, it has to be subject to a trigger," said Nelson. "In other words, if somehow the private market doesn't respond the way that it's supposed to, then it would trigger a public option or a government-run option, but only as a fail/safe backstop to the process." "And when I say trigger," he added, "you know, out here in Nebraska, in the Midwest, I don't mean a hair trigger. I mean a true trigger, one that would only apply if there isn't the kind of competition in the business that we believe there would be." The trigger concept was initially raised by Maine Republican Sen. Olympia Snowe.  "Under the idea, a government-run program would be implemented only if private insurers could not deliver affordable insurance plans to most consumers within three to five years," wrote the Washington Post's Ceci Connolly on Monday. While some liberal Democrats worry that insurers would find ways around the "trigger" option, the "safety-net" concept does not provoke the kind of quick dismissals that one hears if you ask progressives about the idea of creating nonprofit, member-run health cooperatives. Although it is hard to see liberal Democrats accepting the co-op idea, co-ops are a key feature of Sen. Max Baucus's (D) proposal. Per the New York Times' Jackie Calmes and Robert Pear, Baucus, the chair of the Senate Finance Committee, will try on Tuesday to win support from the three Republicans and two other Democrats on his committee with whom he has been deliberating for months. Per the Wall Street Journal, the Baucus proposal differs from other health proposals in the House and Senate by not requiring employers to provide health insurance to workers, a concession aimed at winning support from Republicans. "Instead, it would require companies whose workers receive government subsidies for insurance to cover the cost of those tax credits up to a certain level, people familiar with the plan said." As he prepares to address a joint session of Congress on Wednesday, President Obama is scheduled to meet behind closed doors at 2:45 pm ET with Senate Majority Leader Reid and House Speaker Nancy Pelosi. While the president is talking with the Democratic congressional leadership, his campaign arm, Organizing for America, is planning to announce the extension of its "Health Insurance Reform Now: Let's Get It Done" bus tour.    The first leg of the tour ran from Aug. 26 – Sept. 3, hit 10 cities and attracted over 12,000 supporters, according to the DNC. The next leg kicks off on the night of the President's speech following a watch party in Atlanta, heads to Florida, Louisiana, Texas, Utah and ends in Las Vegas. In addition to the bus tour, hundreds of watch parties are being held on Wednesday followed by a strategy session conference call with Obama 2008 campaign director David Plouffe. Asked at what point OFA is going to shift from its effort to "talk to everyone in America" about the need for health insurance reform to attempting to pressure the moderate holdout Democrats, DNC spokesman Brad Woodhouse said: "Thankfully we have the capacity not to have to be that selective." President Obama is also picking up support today from Americans for Stable Quality Care. It's new ad, "Truth," is designed to directly respond to the "rumors" about health care reform. Watch it HERE.It's going up in Indiana, Maine, Arkansas, Louisiana, Nebraska, North Dakota, Colorado, Florida, Alaska, Iowa, Montana Nevada, and South Dakota in addition to cable news networks and DC broadcast. The ad is part of the $12 million buy announced in mid-August by this PhRMA-backed coalition. At 12:15 pm ET, some former Obama field organizers will speak out in favor of a public insurance option across from the White House in Lafayette Park. Today's event will feature Obama field organizers from the swing states of Pennsylvania, Colorado, Missouri, Ohio, and Virginia. The event is being organized by the Progressive Change Campaign Committee (PCCC). On the other end of the Democratic spectrum, former Clinton administration official Matt Miller is urging liberals to drop the public option. "The central progressive breakthrough in any reform should be to make it possible for every American to access group health coverage outside the employment setting — access that does not currently exist but which the proposed insurance exchanges would enable. What's critical, therefore, is the structure of these exchanges and the rules about who would be eligible to use them," writes Miller. Obama's Education Address President Obama and Education Secretary Arne Duncan are holding a discussion with 9th graders at 10:45 am ET in Arlington, Va. At 12:00 pm ET, the president will deliver his much-talked-about education remarks. The temperature surrounding Obama's speech came down in some Republican quarters on Monday. Former First Lady Laura Bush expressed support for Obama's decision to speak to the nation's school children, saying it is "really important for everyone to respect the president of the United States." Jim Greer, the Florida GOP chair, is also now supportive of the president giving his speech. Last week, Greer accused the president of trying to "indoctrinate America's children to his socialist agenda". In an interview with ABC's Steve Portnoy, Greer said he will now let his children watch what he calls a "good speech," one the president "should give." SCOTUS At 2:00 pm ET, President Obama and Vice President Biden will attend the investiture ceremony of new Supreme Court Justice Sonia Sotomayor. Sotomayor's investiture comes one day before the Supreme Court's hearing on the role corporations can play in influencing elections. Wednesday's hearing "carries the potential not only for rewriting the nation's campaign finance laws but also for testing the willingness of the court led by Chief Justice John G. Roberts Jr. to defy the decisions of Congress and to set aside its own precedents," writes the Washington Post's Robert Barnes. Former Solicitor General Ted Olson will deliver the oral argument on behalf of Citizens United before the Supreme Court tomorrow. In today's Wall Street Journal, he previews his argument, asking: "Will the Supreme Court overturn McCain-Feingold and finally enforce the First Amendment?" Replacing Ted Kennedy When the Massachusetts legislature convenes this week, the issue of changing state law to allow the governor to make an interim appointment to the U.S. Senate will get consideration. Joe Kennedy's Monday announcement that he will remain at Citizens Energy Corp. and not run for his uncle's seat means for the first time in 47 years, no Kennedy will represent Massachusetts in Congress. Automatic Savings Accounts In his weekly address, President Obama announced steps to make it easier for families to save for retirement. In a largely overlooked portion of his address, the president also alluded to his support for legislation which would go much further.  As he outlined during the campaign, Obama favors legislation which would automatically enroll workers in Individual Retirement Accounts when their employers don't offer a workplace savings plan. About half the U.S. work force, or about 78 million people, lack access to workplace plans.

Can we trust politicians like this with a “trigger”? Health insurance companies will simply flood the Hill with lucrative campaign contributions and the “trigger” will be either delayed or forgotten.
In te meantime, 22,000 people a year will die because they do not have access to medical care. That’s 7 times more than the people who died in 9/11. But Congress does not care. They have their health insurance, and they don’t care if any one else gets medical care or not.
The trigger should have been pulled long ago. We need a public option NOW.

OK, so if you are correct then the 30 million or so citizens (I took out the LEGAL and illegal immigrants just for you) ARE getting health care. But they aren’t paying for it, so who? Is it really economically efficient to wait for them to collapse with sepsis in the ER rather than give them free antibiotics? Might this be part of the reason the US spends on average twice as much per person on health care (compared to the rest of the first world), yet has similar quality of care (our life expectancy is equal or LESS – yeah ‘we’re’ fatter but ‘they’ smoke a lot more and probably have roving death panels or something killing the elderly)?

Foe all everyone who so against our current healthcare system, you had BEST take a very long look at where in these bad economic times that we do have REAL job growth!
It is indeed very interesting how the administration loves to thump its chest about the phantom number of saved jobs, yet they do not say a word when it come to promoting the fact the healthcare industry has been of the few areas of our economy to actually ADD jobs!!!

Not sure a Trigger is the best course of action seeing how Pathetic Pelosi says right on camera there will be one big trigger let me tell ya. Realy sounds like she has the peoples best interest at heart with such a response. I really cant get why trying to rework the entire healthcare industry is the democrats main objective. Good system in place, do some rework, get good results.

Wow. This health care debate is designed to keep attention away from the real headlines:
The dollar fell to its lowest level in 12 months Tuesday morning, the euro rallied to a new high for the year of $1.4507, the dollar also traded at 92.31 Japanese yen, down 0.8%. The British pound saw a big jump, meanwhile, rising 1.1% against the dollar to trade at $1.6528, as U.K. manufacturing output for July came in much stronger than forecast.
The United States has lost its place as the world’s most competitive economy, according to a survey released Wednesday, falling behind Switzerland mainly because of the financial crisis and accumulated fiscal deficits.
The unemployment rate jumped almost half a point to 9.7 percent in August, the highest since 1983, reflecting a poor job market that will make it hard for the economy to begin a sustained recovery.
It’s clear that the “stimulus” is not working. We need to be focused on getting people back to work, and getting manufacturing levels up.
Stop the smoke and mirrors here, and get busy on what really matters.

The best thing that can happen for this country in 2010 is for the Republicans to recapture Congress. Why? It would put in check the extremes of both the liberal Left and the far Right. The country would be government from the middle which would give us a shot of getting out economic house in order. This is what happened when Americans rejected the Clinton agenda in 1994. And look what happened. Welfare reform was passed and balanced budgets were enacted. A divided government may be our only salvation.

I have to agree with Mackie’s post. I’m a registered Democrat who is thrilled with President Obama, but the very left of the party is preventing him from really governing from the Center, which is where the country really is. The electorate “swings” from left of center to right of center, issue by issue. Too far left or too far right prevents you from effectively governing. Obama has to enact the Democratic party agenda, but he has to coalesce from center left to center right; otherwise, he’s Jimmy Carter redux.

Laura Brown… Sorry to tell you this but he is already Carter and worse.. And I am really sorry that you think he has any urges to govern from the “center”.. far from it.. In only 8 months, he has appointed 33 czars (More than the total number appointed in this country’s history)these are unvetted people who work directly under the president without answering to any cabinet post or any other vetted entity. His selections have included a wide range of radicals including at least one registered communist, one marxist, and two registered socialists.
Add to that, his stimulus package has done NOTHING to right this economy despite what the media wants you to believe. Unemployment is now at 9.7% and still climbing. If you use the U-6 figures that the media loved to use on Bush and Reagan (calculating and adding the number of people who have stopped looking for work or have used all of their benefits and thus fallen of the “back side” of the unemployment rolls, his unemployment figures are above 20.5% – the worst since the middle of the great depression. 89 banks have failed since he took office. The “cash for clunkers” program which was supposed to last 4 monhts ran out of money in 4 weeks – and to date the government has only made good on 5% of the money it owes private auto companies who used this program. And yet we are to believe this administration when they tell us that the current healthcare bill will not bankrupt us further. The dollar continues to slide, inflation is beginning to increase and at the current rate, Obama will increase the national debt more in his first year than Bush did in 8 years.
i never supported Clinton, but I did look for anything he did that I felt was good for the country.. and there were a few items that I applauded him on. In the case of Obama, I have yet to find a single solitary item that appears to have been good for the country. Sadly, I don’t think he cares.. as long as we are hurting, its easier for him to steam roll his socialist policies..

for all of you on here screaming for government run healthcare and the public option.. PLEASE .. do a little research.. England just announced this year that they were cutting the government allottment of cortizone shots from 130,000 to 30,000 to control expenses. That means that 100,000 needed shots to help people with chronic back, hip and other joint problems will not be available. In Canada, the average wait time for a simple MRI is 3 to 6 months. In Cuba ( where Michael Moore touted the benefits of public run healthcare) Medicinal items as common as aspirin are counted out and rationed. As far as the person who quoted that our healthcare ranks 37th.. thats true, but it is true primarily because we have a far higher incident of accidental trauma (ie car accidents, etc..)along with one of the worlds highest injury and death rates from violent crime. We also calculate infant mortality differently than most other countries. For example, a still birth counts against our infant mortality rate while in many countries it is not counted at all.
The public option will destroy the private sector as it has in every other country that it is employed in. What that means is that along with losing those high premiums that we all hate, we will also lose the ability to be on the cutting edge of research and development of new treatments and technologies. New and better drugs for what ails us will become (to a great extent) a thing of the past. Ask yourself this.. If the government can’t do a good job providing healthcare for our veterans (the VA is the primary source of healthcare for about 20% of teh population, then how can they hope to provide good healthcare for the entire population?

Think that might have something to do with the “staggering” number of unemployed people who have lost their coverage along with their jobs.. But that “stimulus” is working right??
Current estimates based on the average cost of healthcare coverage (about $9,000 per year) and the average number of Americans who can’t afford coverage (approximately 20 million – once you factor out those whose incomes are high enough to allow them to afford their own coverage – 100K and up- and those whose incomes are low enough to allow them to be provided coverage under medicare or medicaid) and the total amount of money needed to BUY private coverage for the uninsured is @$180 billion per year.. yet we are going to spend 1 trillion in start up costs and 250 – 300 billion per year in running expenses for a plan that will force the 85% of americans WITH private healthcare to switch to a government run substandard plan… In what world does this make sense??

Gus… have you even read the bill?
Are you aware that it DOES in fact provide coverage for non citizens (despite what the president said)..that it DOES establish end of life counselors who will provide counseling to the elderly when their health care options become cost prohibitive – I don’t like to refer to it as “death counseling” as many like to, but it is counseling geared to steer the senior toward end of life hospice care as opposed to dramatic treatments to prolong their life expectancy – call it what ever you like. The bill also forces an individual to swith from private insurance when they lose their job.. you can have private insurance through your employer, but if you lose the job, you lose the option for priovate insurance. The way the bill is written, the government will call all the shots on what is and is not covered, what does and does not constitute a valid plan and even grants them authority to set the levels of the fines for employers who do not comply. many feel that the fines will be prohibitively high, but i believe that they will be much lower.. and serve as an incentive to push employers to drop their provision of healthcare in favor of fines which cost less than the priceof covering their employees..this will serve 2 purposes.. first the fines will force companies to “subsidize” the price tag on the government plan, and it will force more people into the government option by causing their employer’s to drop coverage in lieu of the cheaper fines. Finally, the bill specifically identifies that the “gateways” which are like steering committes for the approved coverage plans will controlled by labor unions…
Read it and see if you still think its a good idea…

Obama has rescued the United States from almost complete political, diplomatic, and strategic isolation from Europe, Russia, and the Middle East. For that alone, I’m thrilled. He has to get the US out of Afghanistan however eventually, but I’m confident that after a year or so of futile incurson of even more troops with little results, he’ll wake up and get us out of there. In addition, though the stimulus wasn’t big enough nor strategic enough, Obama’s economic team saved us from a truly horrendous depression. And, Obama is tons smarter than Carter politically and once Republicans take control of Congress, Obama is smart enough and strategic enough to make that work. What you don’t understand about Obama is that at heart he’s a true liberal, but he admires Reagan’s political skills and process. He’ll read the tea leaves and determine that he’ll have to suppress his liberal leanings and govern incrementally. Obama won’t accept failure. Once the hard-core progressive wing of the Democratic party loses power, Obama will sigh relief. Trust me. That’s not to say he won’t try and implement a Democratic agenda, but he won’t be under the same kind of pressure to bang the elecorate over the head with it. Remember, I’m a registered Democrat who voted for Bush twice. I’m socially progressive and conservative on some issues. The Republican party is lost and truly xenophobic. They’ve decided to turn their backs on people who are not Southern white males and forget that the demographics of this country are changing, with the Latino population the fastest growing demographic. In addition, the Republican party has no domestic agenda to speak of and they’re such right-wing ideologues, they’ve managed to completely and totally isolate this country in every way imaginable. Bush wasn’t smart enough to adapt and listen. Obama is much, much smarter. Already, by the time healthcare reform gets passed, not only will Obama have the unions (maybe, maybe not), trial lawyers, Goldman Sachs, on his money list, he’ll have the insurance companies as well, and the US Chamber of Commerce (who approve by the way immigration reform). Remember, Obama plays chess, not checkers.
