Palin Re-Enters Health Debate While Quietly Stepping Away from McCain

The woman whose Facebook page made "death panels" a household phrase is re-entering the health-care debate with an op-ed in Wednesday's Wall Street Journal. My colleague, Teddy Davis has more:During last year's campaign, John McCain proposed scrapping the tax exclusion for employer-provided health care benefits and replacing it with a refundable tax credit.

Although it received little attention, there was an equitable component to McCain's proposal: rather than give the biggest tax subsidy to the wealthiest workers with the most generous health benefits, the Arizona senator wanted to give all Americans–even those who do not owe federal income taxes–a refundable tax credit to help them buy insurance.

His tax credit would have given $2,500 to an individual or $5,000 to a family. (The current tax exclusion is of no value if you don't owe federal income taxes).

Although there was a progressive dimension to McCain's proposal, it was pilloried by then-Sen. Barack Obama (D) as a new tax on workers' health-care benefits. Obama was able to make this argument by focusing on what workers were losing (the tax exclusion) and simply ignoring what McCain was proposing to give them (the refundable credit).

Instead of scrapping the existing tax exclusion as McCain proposed, Palin would keep the current exclusion in place and simply extend it to those who do not receive health insurance from their employer.

By taking this approach, Palin does not correct what economists call the "upside-down" subsidy targeted by McCain.

As a result, the well-off with generous health benefits will continue to receive a greater tax subsidy than the low-paid with no health benefits. That's because the tax exclusion is worth more if you make more money and are in a higher tax bracket.

There is, however, a political upside to Palin's approach.

Although her proposal does not equalize the tax subsidy to purchase health insurance the way McCain's proposal did, the former Alaska governor's proposal might shield her from Democratic arguments about imposing a new tax on workers' health benefits.

While Palin has made it harder for Democrats to go after her on the tax issue, there are still plenty of other targets.

If she decides to run for president in 2012, look for Democrats to criticize her proposal for doing relatively little for the uninsured, gutting state health care regulations, undermining traditional Medicare through vouchers, distorting Democratic proposals on comparative effectiveness research, and not doing anything for people with pre-existing conditions.

User Comments

George, have you forgotten that you no longer are part of the administration and are no expected to exhibit journalistic ethics and fair coverage of the news? Why are you giving the Democratic rebuttal to Governor Palin’s op-ed?
And, by the way, Governor Palin does support solutions that will help the uninsured (medical savings accounts), healthcare regulations( tort reform – the government does not need to play a role here other than to get out of the way), undermining Medicare (giving more power to the recipients instead of the government does not undermine anything – ANYTHING), destroying Democratic party talking points (thank God someone is exposing the half-truths and whole-lies), and pre-exising conditions.
Governor Palin continues to show that Obama is the wrong person for the presidency at this time. As the anti-Obama, Governor Palin is sure-fire bet to take the whitehouse back for the everyday citizen in the 2012 election.

#1- over 1/2 of the so called people without health care is illigal and should get no insurance or health care except for that needed during their deportation.
#2- If you read what bills are out there you will find they are set to take your choices away and give the decission about what to do with your health in the hands of the likes of Franks, Dobbs, Rangel but they will not take the health care they want you to take.
#3- No one in the country goes with out health care if they need and want it. over 1/4 of those that don’t have health care qualify for medicare but don’t sign up for it.
It looks like it is time to say good bye to Obamacare and start over cause our health care does need some work. Tort reform, allow insurance companies to sell in all states.

Why the hell do people want to reform health insurance? That’s like clamoring to reform casinos in vegas. You think you’re going to convince them to drop the “house always wins” rule? You actually LIKE this rule as it applies to the health of your friends and family? You are going to FIGHT for it? Absolutely insane…

It would indeed be interesting and no doubt shocking to see you and ABC give one half the attention to analyzing and criticizing President Obama’s health care proposals that you give to Sarah Palin’s proposals. But then again, that is why you are called the Always Barrack Channel is it not? She has outsmarted you again and you are out of breath trying to catch up! And I thought you guys said she was irrelevant politically ? I guess like Mr. Obama and Mr. Biden, you mispoke!

Palin has absolutely no credibility. She is an airhead. Walks out as governor, her home life is a mess, and she spreads lies and fear. She should go crawl back under her rock.

I DON’T THINK SO! i am afraid to know there are ACTUALLY people in this country who would WANT this bimbo as our president… NOT afraid of it actually happening cuz it WON’T, just afraid to know that some peabrains would vote for this poor excuse of an EX governor… these people are DANGEROUS!
Palin is joke and WHY must we still listen to her dribble????

Posted by: craig | September 9, 2009, 12:42 pm 12:42 pm

I always liked Sen. McCain’s plan and it’s too bad that it’s not even being considered now. McCain’s plan would have provided incentives and financial assistance to buy health insurance. Obama’s plan mandates that everyone buy health insurance and imposes a fine (nearly $1,000 for a single, $3,000 for a family) for not buying it.
But that’s what the people want, so that’s what we’re gonna get and a few years down the road, we’ll see stories in the media of people in severe financial hardship because they can’t afford to buy insurance and can’t afford to pay the fine (IRS will come for them and force them to pay).

Just to clarify a bit of etiquette: technically, it is not incorrect to still refer to Sarah Palin as Governor, even though she has resigned … just like it’s not incorrect to refer to Rod Blagovich as Governor, even though he was impeached or George Bush as President, even though his two terms expired.
Technically, anyone who earns a title can unofficially retain that title even once they are out of office, although their title will usually be preceded by a “former” as in “former Alasakan Governor…” or “former President George Bush.” People often drop the former out of respect and should not be scolded for doing so.

Barb – Just because you say Palin is an airhead doesn’t make it so and you must be kidding when you make your comment about she should not be allowed in any dicussions because she is now a private citizen. This is a republic – so all private citizens should speak their mind. Sorry barb – we like Sara – always have. The media does not. We will see in 2012

I wish people would stop focusing on death panels and public option and instead start focusing on the mandates in this plan and the possible penalties/fines for not buying health insurance.
Also, on one-hand, we hear politicians (mostly democrats) telling us that insurance companies are evil, they take advantage of people and they need oversight. Then, the same politicians craft a bill that, if passed would force every American to buy products from these evil companies. Makes no sense!
What about the Americans who, for religious reasons abstain from modern medicine? They have home births and use midwives, doulahs, herbal remedies, prayer therapy, etc. Why should they be forced to buy health insurance for a system they don’t believe in? Also, what happens to the midwives? Is there a place in this bill for home births? Is there a place for acupuncture or herbal remedies? How do chiropractors fit into the plan?
Yes, we need health care reform, but for the sake of our country, get it right. Don’t pass a bill that strips Americans of freedoms and adds greater financial burden to already cash strapped families.

What didn’t you understand about her op-ed? I’m no Palin fan, but I thought it was pretty straight forward, much like her letter to the New York Commission on Health Care Reform (which she was asked to write).
I don’t see how either make her an embarrassment to the female population. Would you care to expand on why you think they do?

Posted by: Miss M | September 9, 2009, 2:39 pm 2:39 pm

I’m glad ABC is covering Governor Palin’s very succinct, and well-reasoned Op-Ed piece. And I’m delighted that Sarah Palin has the courage to stand up and plainly state her ideas and her opposition. It seems like anyone with a view different than the administration’s is being called names.
Of course, Governor Palin will always draw attention and ridicule, simply because her opponents recognize someone with the transformative power to bring common sense and fiscal prudence back into government.
It’s really easy to say: Let the government take care of me. But that’s not what government is for. The government will always run out of other people’s money — and then the rationing will begin.
If the government would help level the playing field for exising insurance competitors, and reduce frivolous malpractice lawsuits, prices would fall for everyone.
And we would remain free to choose from among 1,300 insurers – instead of being given a government default.

Barb I agree with WeThePeoplePayTheMoney! This is a republic and Sarah Palin has the same right of freedom of speech that we do, including you. Even though you liberals and the media don’t like her, we do! She does have people like me who agree with her and will vote for her if she decides to run for office again. You might not understand that but we do exist and there are more than just a few of us, too! I think you’ll see just how many of us there are in 2012 and you won’t like what you see! We, unlike you, have really listened to Sarah and have given her a chance and we have no problem understanding her. We know that behind the smile is a really intelligent woman who, given a little more experience and a little more reading and studying US foreign policy, will be able to match anyone in a debate including Barack Obama, Hilary Clinton, or anyone!

Ex-Gov Palin(who quit mid-term) continues to show that Obama was definately the correct choice for presidence & don’t count on 2012. Yes she may get some buzz ….. I think a lot of it is negative & good luck turning that around.
Don’t forget she can see Russia from her backyard …. so qualified for international relations.

This is how I see Palin ….. can’t the GOP come up with someone else …. if they want a female candidate for Pres …
She made it easy for McCain to lose.
Sorry all you Palin lovers, but IMO she is NOT QUALIFIED. I would respect the GOP a little more if they could at least pick someone with a brain instead of someone good at manipulation.

“It seems like anyone with a view different than the administration’s is being called names.”
You know, I see nothing wrong with not agreeing with something the current administration does.
What I don’t like are all the labels put on EVERYTHING the current administration does, which are generally done with no real knowledge of what the current administration is really doing …..
Example: How can any American citizen, Democrat or Republican, think that a simple speech to children in school about staying in school is a ploy to brainwash children & be crying on TV about it.
There is so much distrust on the part of very vocal GOP-ers that they just make things up & scare their supporters. I can so plainly see this ….. I don’t know how some of their supporters cannot.
I think I could see this no matter what political party was doing it. I think it’s completely unfair to the general public who don’t seem to want to do their own research, who choose to take somebody (politician) at their word & continue to repeat mis-information.
I live in the reddest state in the US. Everyone here repeats it all (the name-calling & mis-information & lies)& I hear it all.
What causes this ….. jealousy that a Republican did not win the election?
There are 2 parties (actually 3 if you want to count Independents) ….. one of them is going to be elected by the majority. Your man/woman may not always be the one.

I am an Independent that believes that Sarah is someone that should not be taken seriously.. What has happened to the intellectual wing of the Republican party.. I don’t agree with everything the President proposes, but at least he allows those that disagree with him to ask questions through interviews, news conference, etc… Sarah is terrified of interviews since her debacle on the national stage. A true leader stand up for their beliefs and is not afraid to be challenged. Which is probably the reason she quit on Alaska when things got hot.. Face America, she does not have the intellectual vigor to be taken seriously.

When 2012 comes around, I’ll run against Sarah Palin! LOL! She honestly needs to go back to college and get degrees in politics, history, economics, world religions and philosophy. The best THINKERS and DOERS of the world and in the country ought to run for President of the United States. We need a smart, savvy, computer literate, highly motivated and highly educated woman to run for President in 2012. Let’s seriously begin the hunt for that woman! Well…and yes to keep the playing field level, let’s also seriously begin the hunt for that man who can run another 4 more years (Obama you can do it!!)

Let me add that I think having a background in healthcare would be beneficial too. Sarah Palin can you honestly wrap your thinking around all these issues that are so important to the American People! We need well-rounded individuals with THINKING SKILLS and COMMUNICATION SKILLS to run our Nation. Let’s begin that approach and remember what the U.S. and World Constitutions represents to all of humanity, here in America and abroad.

George: I love your show and contrary to some of the comments here, you are not biased. You always have Mr. Will on your show and he certainly does not comment favorably on any democrat so these people cannot be watching your shows. The panel is usually mixed. Most of the time people get to express their views unlike many other shows. The only person who had to be muzzled was Liz Cheney but that is another story. Keep up the good work…most analysts and commentators like to come your show as you allow them to speak.

The president had the nerve to openly call Sarah Palin a liar last night. I think that was wrong and very bad form and he should apologize for it just as congressman Wilson should apologize for his outburst. Their actions were both wrong! I also think if the president’s health care reform is passed we will soon see who the real liar is and who it is not. I have an awful feeling it’s not Sarah Palin although I hope for all of our sakes it is!

Posted by: JimVgirl | September 10, 2009, 12:16 pm 12:16 pm

George is a commentator, not a reporter, and as such he comments.
Palin will not be a candidate in 2012 because all the other republicans in the running will eviscerate her before the last primary or she’ll change her mind, as she’s wont to do and withdraw.
Anyone who thinks that she writes the words credited to her, has never heard her speak.

First, most states insurance plans is based on income and families sizes and disabilities. And, single persons or family compositions, without children are often ineligible.
Secondly, as states budgets gets squeezed, they either reduce access to apply for their insurance plans, reduce the rolls by either denying, delaying decisions or finding ways to dis-enroll.
In Indiana, 2out of 3 application for Medicaid is denied or delayed in a decision being reached, and in the State Insurance Plan for under income workers, there is an income level for eligibility that is below the 150 % poverty level, and if you are single, you are ineligible.
Try accessing your state ” prescription assistance program” and see the limitation and access difficulties. You have to be ineligible and denied for all “programs” before you can apply.
I spend countless hours, after my day job, assisting seniors, disabled, unemployed and single working persons in accessing “health care programs”.
And, on the topic of Malpractice, most states have alread capped Medical Malpractice Awards, and reformed the compliant process. In Indiana there is a panel for review, before litigation, and a cap of $300,000; $100,000 from the doctor or hospital, $100,00 from the insurance company, and $100,000 from a state funded pool. This occurred more then 10 years ago, and malpractice insurance cost have not In serious error cases, $1M cap.
The Tort Reform argument is simply a red herring, used as an excuse rather then ask the hard question as to why malpractice insurance keep rising above the yearly cost of living. Check out your state Tort or Medical Malpractice Reform and Cap, and you willbe surprised.
Finally, I find it interesting that we are unwilling to cover undocuments persons. Most work, and have sociak security, unemployment, county, state and federal taxes taking out of their pay. Who cover them when they get hurt on the job? An accident or serious illness? Most have already paid for medical assistance, via their tax deductions. And, we also pay as a hidden tax. Excluding them from taxes does not help in reducing health care cost.
Just my 2 cent.

That’s sweetly idealistic Paul. So let’s all tune into Fox News and sing Kumbaya. Forgive the sarcasm.
News hasn’t been unbiased since Hearst popularized yellow journalism. We aren’t idealistic students. It’s a business and most people get that, hopefully. Gosh, if not then we have people actually believing that Glenn Beck speaks the truth. Yikes!
At least This Week has both sides on the round table. I’ve learned to love George Will like a misguided Teddy bear. But I appreciate the conservative voice. I’ll take that over the unabashedly conservative Fox nonsense. Murdoch, only a US citizen to appease FCC laws in order to own the US airwaves, panders to right-wing America to influence US policy to benefit himself while sheltering his billions overseas to avoid US taxes. That’s a sweet deal. Sign me up for shirking my taxes please.
If you want truly unbiased, read the 1200 pages of bill text yourself. But if you want someone to pare it down for you, their human nature will put a spin on it. That’s just the way it is. So tune in to whatever media floats your boat, put on your bologna-filter and know you’re getting an op-ed whether it’s in the op-ed section or not. Journalists aren’t robots. (ok, maybe one or two) Let’s be real. There’s no such thing as unbiased journalism. Make it a jumping-off point for your own research and do some more reading if you really want both sides. But please stop whining that there’s journalistic bias. To quote my kids, “duh.”

Sara Palin has a degree in journalism. She may speak in a rather odd fashion sometimes, but her writing is professional. When she speaks, she tells the truth. What a refreshing thing THAT is. Obama lies, like all good liberals, because he has no ethics or morals. He cannot have ethics or morals because he thinks that there is no such thing as sin. He commits sins against the 8th Commandment every time he talks. Oh yes, and he is creepy.

George your bias in the coverage of the attempt of some legislators to require verification of immigration status as a component of the determination of eligibility for health care subsidization is troubling. Perhaps, you should get a spokesman from NumbersUSA to explain the issue.

It’s almost like you prefer your stupid next door neighbor who happens to spend a lot of money on clothes running the country because you identify more w/her incredible levels of ignorance than you do someone who actually took the time to get educated.
Oh, that’s right. In this country, thanks to moronic leaders like Palin, being ignorant is actually a good thing. Those goody-two shoes, smarty-pants politicians who had the nerve to engage in higher learning are too elitist for you soccer moms, right?

I see that the Palin fanatics and undereducated or poorly educated or brainwashed disciples pouring out from the cracks like roaches again. No real reason or real thoughts to why she makes sense on any subject including God. No real foundation or understanding of the REAL world and a lie in your face suggestion that Palin or any of these followers have any concern whatsoever for their fellow human brothers and sisters. There is nothing real here and pay no attention to that person behind the curtain. Palin is as false as they come. President? Don’t make me laugh!

Nor will Palin make you happy, rich or wise. You can only be a fool to be fooled by even greater fools such as Palin. If you do like her or think she in intelligent than you are just such a fool.

Posted by: keys2truth | Sep 9, 2009 6:23:21 PM: It is not rage but amazement that people with any intelligence would listen to Palin and not see what a false person she is. She is real only in how poorly educated and experienced she tries to make herself out to be. It is totally incredible that anyone would find this woman worth listening to at all. It is so very disappointing to me to see how low our standards of professionalism and respect and intelligence of come to in America today. I fear the most for your children’s futures if the trend continues. We could easily reach the third world title if we continue to revel in our stupidity. So no, again, it is not anger, it is amazement and disappointment.
