“Top Line” — Black Caucus Chair: “Hate Speech Can Turn into Hate Crimes”

ABC News’ Rick Klein reports: The House of Representatives this afternoon will vote to formally reprimand Rep. Joe Wilson, R-S.C., over the exclamation on the House floor he directed at President Obama last week. Among those pushing for a vote of disapproval have been members of the Congressional Black Caucus, who have raised questions about whether race played a role in the disrespect directed at the nation’s first African-American president. On ABCNews.com’s “Top Line” today, Rep. Barbara Lee, the chair of the Congressional Black Caucus, said it’s important for members of Congress to send a message that they don’t condone outbursts like Wilson’s, particularly in the wake of raucous town hall meetings that have express anger over the president’s leadership. “The formal step is very important because people in our country need to see members of Congress act in a civil manner, and I think what we saw during August unfortunately was a lack of civility,” Lee, D-Calif., told us. “It’s hard to say what’s in the hearts and minds of individuals who promote these kinds of posters that we saw over the weekend. You know, hate speech can turn into hate crimes. And of course we have to recognize the fact that there are many in our country who did not want to see an African-American elected as president — but more did. And we elected President Obama and we have to move on but we have to have a public discourse and we have to have a civil discourse about many of the issues around race and the unfinished business of America. And we’re moving forward, but I think that we have to bring the country together in a healthy way to engage in this dialogue.” Wilson’s apology to the president, offered privately through White House Chief of Staff Rahm Emanuel, isn’t enough, Lee said. “Congressman Wilson rightfully apologized to the president. However, this breach in decorum occurred on the House floor, and I believe our leadership is correct in making sure that the apology takes place in the forum where the breach occurred,” she said. On health care, Lee said her caucus is still concentrating on making a “public option” part of the package that moves forward — notwithstanding Senate negotiations that appear likely to drop that element. “We care a lot about what goes on in the Senate, but I have to say as a member of the House, I believe we have to have the strongest bill to move out of the House which includes a robust public option, because that’s the essence of this health care reform policy,” Lee said. “Let me just say that we in the House, members of the Congressional Black Caucus, the Tri-Caucus, the Progressive Caucus — we’re not sitting by the  sidelines. We’re working each and every day to make sure that we have a bill that brings the most amount of votes so that we can pass a strong bill off of the House floor.” Click HERE to see the interview with Rep. The GOP leaders should be the first to condemn this kind of “hate”, knowing full well the “ugly murderous” actions of this kind of behaviors…..What is our nation coming to? Are they any “decent” human being left in this country. It’s no wonder the economy was in the “ditch”, millions of Americans without Healthcare, middle-class workers who has shouldered the rich as well as the poor, is Poorer….what is left….greed, hate, ignorance, and class warfare between the haves and have-nots. It seems that Obama started this by calling those that oppose the health care reform legislation liars. It seems that in all of the areas he mentioned the opposition had some real concerns. They certainly had concerns about coverage of illegal immigrants. Reid and Pelosi followed a similar path in the stimulation bill – no verification will provide hundreds of thousands of tax payer paid for jobs to people that should not be in the country.

“Hate speech can turn into hate crimes.” And all criticisms of Obama and his agenda are nothing but race based hate speech. Ergo, all criticism of Obama must be treated as a crime. Easy to see where where the tolerant, open minded left is headed with this line of reasoning.

How ironic: on the day a white child on a bus in Belleville Illinois is singled out because of the color of his skin, beaten to a pulp while a black crowd cheers, choked and violated for 13 minutes, and the police say that is not a hate crime.
But if you dissent against Obama, that is a hate crime.

Since when is speaking your personal opinion “hate”??? Since when are we not allowed to HAVE a personal opinion? This “politically correct” crap has gone way too far. You didn’t see a fuss like this when Bush was yelled at. Dems weren’t “up in arms” over any of that disrespect, were they?
If I were Joe Wilson, I wouldn’t apologize again. period. Obama has lied from the very beginning about every single thing he’s done. He hasn’t apologized for anything he’s done or said. And neither have any of his cronies.
And it has NOTHING to do with the color of his skin. I could care less if he was green, yellow, purple or black – as long as he was PRESERVING OUR FREEDOMS and not throwing them away. There is a reason for all the secrecy around him; a reason for all the Chicago thugs around him; a reason he attended the church he attended. YOU ARE who you hang around with. It’s been proven.

The only “hate speech turning into hate crimes” I see are the lack of manners and civility on the part of blacks. Every year, almost 30,000 black men rape a non-black female. EVERY YEAR!! And no one is allowed to talk about this. To do so, would be harmful to black mentality.
Rep. Lee should check out “The Color of Crime” on the FBI’s website. Until then I’ll save my tears for the victims of black savagery.

He has apologized. AND HE WAS RIGHT!!! The White House two days later moved to fix the problem. When is Obama going to apologize to the country for lying or mis-stating the facts? If the Dems want to go thru with this, the Repubs need to go after Rangel and get him thrown out. How many times does this guy get to cheat on his taxes? I hope the Dems keep it up, they are building their own gallows for 2010. Just hope we can hold them back from destroying the country before then.

Rick McDaniels — I 100% disagree with you. This was a race card. Wilson is from South Carolina, the first state that began American Civil War. This state was inclusive with the Confederacy, as most of South red states were during that era. So Wilson reflected his Republican Party’s slate, which is racism, disrespect for others of difference in opinions and ideologies, and desire to be in control, abusive, and exhibit hatred. This is a perfect storm for al Queda. They watch what we do everyday, and even interact with us through internet and community inclusiveness. Republicans have fed right into the hands of Osama bin Laden, and Republicans will do any and everything to get one more strike at America from al Queda so they can “be right”. Republicans have put America in danger and they are responsible for their own actions. Therefore, thank you Rep. Lee for leading this reprimand that should be considered criminal in nature.

Hey zee,
There was a movie and a book about assasinating President Bush. He was compared to hitler and there were posters of Bush as the joker and he was even hung in effigy. Does that make it right? Absolutely not, but that is a small minority of people who say and do such things. Would you want to be lumped in with those who did the same to Bush…probably not! Maybe it is you who needs to think for yourself and maybe educate yourself with a few facts!

The Black Congressional Caucus is “right on.” The disrespect shown to a sitting president, whether he is Black or not, is very clear not only in this Congressman’s comment, but across America, with the GOP politicians pushing their own agenda. This comment generated by hate, does lead to hate behavior & ultimately lynching, even though in this case, it isn’t physical. Here in Idaho, there is a residue of anger in having selected a “Black” president that hasn’t subsided since the election. It is seen at local gatherings, in local newspaper Letters to the Editor and Internet blogs. Of course, it’s complicated here because of the crimes associated with “illegal aliens” and local Hispanics in general. But hate crimes are NO myth here in Idaho, and has not been completely eradicated. GOP politicians are fanning those fires here & elsewhere.

A formal reprimand would not have been necessary if Joe Wilson had conducted himself in a mannerly fashion in accordance with the position he holds. Maybe we should call Joe Kanye West, Jr. …. shoots off his mouth, is rude, apologizes but still thinks he’s right & that it was OK to act rude.
I’m for the reprimand. Had it been a republican president, I would feel the same way. Government is supposed to be civil & especially civil to the commander in chief.
I am worried also about the hate words becoming hate crimes. I don’t remember anything like this ever going on before.
We have a democratic president who is black. I can’t help but feel there are people who have a deep seated problem with the fact that he’s a democrat but an even deeper seated problem with the fact that he’s black. Example: Joe Wilson is from the sourth & he chose to dis-respect our highest “elected” official.
As far as lying &/or name calling, the past August has been really bad & I lay the blame on the GOP or possibly the media who pick up & report on the worst possible happenings at these town hall meetings.
REgardless I find it so hard to believe that people believe stuff like “death panels”, that medicare is not government run, that they don’t have a country, etc. I blame the GOP for stirring these people up with mis-information.
The Nazi signs, etc. of the 9-12 gathering is totally ridiculous. People throw around the word socialism & I bet they don’t even know the definition of it …. they just repeat what they’ve heard from … oh I don’t know …. their GOP leaders & people like Rush Limbaugh (I use the term people loosly when talking about RL).
There are people out there still trying to prove Obama is not a citizen …. my gosh, don’t they have a life.
I myself want the bickering & name calling to stop, & Obama’s speech last week was in answer to what’s been going on during the month of August, which was totally misleading those who are paniced by “death panels” & believe that is actually what will happen. How could anybody believe such a think would be the case in the USA …. boggles the mind.
While I realize the GOP have different political beliefs than the democrats, they let their people flounder & live in fear due to their mis-representation of facts. I find that cruel & not in the best interest of America. I believe they did this all in the interest of politics.
I think formal reprimand is necessary now & for the future – no matter who is president. Not good to disrespect the President.

I’ve always been a huge supporter of AA community, but now I think they are getting crazier and more paranoid. THEY are one of the groups that can’t handle having Obama as president. Hey Elle, Has anyone informed you that the civil war ended almost 150 years ago. And that the south seceded because a Republican was elected President. That there was no Republican party in the south, and that all the blatently racsist Jim Crow laws were written and enforced by the Democratic party. I’m originally from the supposedly progressive state of New York and it was far more Racsist than where I live now. Which is, lets say, further south. My daughters best freind is an African- American, My direct next door neighbor is also African-American. I don’t care and neither does he. Which is as it should be. Brush up on your history and And let go of your tired old sterotypes. Crying racsism has become the same as crying wolf. We are not so naieve as to think that it does not exist. First, I don’t think the President was lying.
Calling out like Joe Wilson did in Congress to the President is NOT OK. It is rude, whether racist or not, it is rude.
Does anybody remember that Howard Dean lost a primary quite a while back because he went ballistic at a campaign stop. Your elected officials (in this case Joe Wilson) must act like grown ups & not hot heads.
I think part of the problem with the GOP is that they are in the minority for real this time & they are having a hard time dealing with it. So they act badly & mislead their supporters. A difference of opinion over policy should be able to be discussed w/o the use of inflamatory rhetoric, like death panels, etc. That’s why we have 2 parties ….. 2 different belief systems.

1. Use apocalyptic and disrespectful rhetoric that exacerbates fear, bigotry and extremism among the uneducated and intolerant.
2. Counter any liberal criticism of your inflammatory calls for action by saying they can’t take a joke.
3. Keep turning up the heat and act surprised when somebody finally heeds your calls for extreme action.

When I lived in Myrtle Beach I learned quickly it is indeed different down there.
The rhetoric off the right has gone to a level unlike anything I personally have ever witnessed. I have no doubt things are getting dangerous. I have finally joined the ranks of those understanding why the black people might feel the way they do with the way things are going.
In the meantime? Nothing cracks me up more than a pack of white people whining about how bad those blacks are. You guys can’t be serious? Save the pity party as there is no way the white race can compete for the “put upon” award. And I’m white.

This whole issue of race is rediculous. I seriously doubt that Rep. Wilson had a racist thought in his head when he blurted you lie. I took his outburst as one from sheer frustration of the entire health care debacle. I understand his frustration. Where was the outrage and resolutions when President Bush was booed? Where was the support of Condi Rice when she was being denegrated? Do as I say, not as I do. The United States government is so corrupt it is destroying our great country. We keep hearing the same old garbage day in and day out. When are we as voters going to put a stop to it? Send these corrupt politicians a loud message in 2010. Vote them all out – black, white or purple.

The “n” word isn’t being used but all of the indicators are clear; double standards, disrespectful treatment,opposition based on illogical concerns, ignoring any positive facts, etc. Just because people deny racism doesn’t mean they do so honestly. Gone are the days when racism will be ignored as you seem to suggest we should do. There was no mention or indication of race until the liberals brought it to national attention. Why can’t they accept a difference of opinion and that the majority of Americans do not support the Obama healthcare plan. While it may not have been appropriate for Rep. Wilson to shout out his remarks, it is also not appropriate for the President to mislead the American public. Let’s leave the race card behind and start a real discussion of the issues- with both sides represented!
Why is your newscast so slanted toward the liberal agenda? This used to be an America with two sides where opposition was met with mediation. Please report all views of the issues- it is too important to the future of our country. This is not a football game where the newscasters are cheerleaders for the home team. We all have a stake in the outcome.

When is Rep. Lee going to apologize for all of the out-of-wedlock births, deadbeat fathers, crime, STDs, and high school dropouts in the black community – all of which decrease our quality of life while increasing our taxes?

The Facts are that Obama started all this racist type of remarks during his election campaign and Obama continued to cal those who oppose the “socialist” health care reform legislation “liars”. This all clarly demonstrates that the black community are hung up on racism and now America’s first (and last) president starts racism heating up again with his own words. So what is Obama going to say regarding the black children the beat up a white boy – Is Obama going to take sides with the black children who are NOW racist who beat up white children?

what the public backlash will be in the end is… no more black president like Obama – rather we need a black president who has integrity, true negotiation skills, someone who does not blow in the wind (voter wind direction), conviction on an issue, not a flip flopper…

It is not enough that the Democrats want show trials for Bush administration officials, they have now decided that Maoist self criticism is required of anyone who fails to worship the President or who voices any opposition to the left wing agenda. There is a lot of racism in Congress. Very little is Republican.
There is a lot of racism in the media. ABC participates. The President is protected and defended because “journalists” can’t imagine that differing from the agenda of an African American President could be anything other than racism. No one, who is not a left wing activist, believes anything the media says any more. You sold your soul to get Obama elected. You don’t have the money to get it back.

Anybody wonder why there even is a ‘Congressional BLACK Caucus’ if there is no race division in the Congress? What a bunch of losers….of course, if people didn’t run scared everytime the old race-horse was trotted out, there would be absolutely nothing for them to stand on…and I mean Nothing!

Barbara Lee is the biggest racist around. All she talked about on c span last night,was how we should send more money to Africa.How about America ? She is part of the Dem”s, Obama conspiracy,and acorn.Also talked about the black caucus. Why don’t we all get together and start a White Caucus.I am sick and tired of every African American,throwing out the race card.It makes them sound stupid,because they have nothing else of substance to discuss.The same thing with Marcia Fudge. Get over it. Whites voted Obama in,so get something to say,before you open your mouth.

I love Rep Lee’s comments. She states that today’s formal congressional bloviating “is very important because people in our country need to see members of Congress act in a civil manner.” You have got to be kidding me!
Well, lady, just let me know when you plan on starting. The comments spewed from the mouths of those on the left and especially Rep. Lee’s over the last several years could not remotely be construed as civil.
Nothing racial here, just the truth.

Republicans need to get over it. What Wilson did was based on racism and the hatred of all non-whites that the Republican Party supports. Republicans have done nothing to support African-Americans. They supported slavery and fought to curtail civil rights. They even called themselves the “white man’s party”. Congress needs to establish a law that criticizing President Obama is a Federal Crime with a hefty fine and mandatory jail time against all people. They should also take the entire Fox News Network off the air. If we want this country to survive we must all support our great President.

Where in the outcry do you get racism out of “YOU LIE”? This was out of frustration, not because our President is black. It was because Obama is President and just so happen to be standing before Congress. Stop the maddest and move on! If anyone provoking racism it is Rep. Lee. Her conduct is wasting my taxpayer’s money and I like to see every congress’s members be docked from their paychecks. So the cost is restore to what really important.
