New Poll: Public Option Up … GOP Down

But does that really improve odds that public option will survive the legislative process?

That's my bottom line question after reviewing our new ABC-Washington Post poll.

The new numbers will certainly encourage Democrats pushing hard to have the president side with them over Olympia Snowe and centrist Dems opposed to a full-blown public health insurance plan:

57% of Americans support the public option. That number climbs to 76% if the public plan is limited to those who can't afford private insurance on their own. And a bare majority — 51-37 — supports having Democrats go-it-alone if that's what it takes to get a public option.

It's likely, however, that those numbers aren't strong enough — at least not yet — to shake enough swing Senators off their opposition to the public option. Especially when the public is still divided — 45-48 — on the overall merits of reform.

One area where public opinion likely to count more?  That tax on "Cadillac" health insurance plans.  61% opposed to the tax.  Add that to 178 House Democrats and organized labor's united front, and it's hard to see how that tax survives in anything like its current form.

Obama and the GOP

Even though President Obama is still below the average job approval rating for presidents at this point in their term, the White House is pleased with the slight tic up in Obama's job rating — from 54% in our last poll to 57% now (the first time the number's moved up since April).

Interestingly, the President gets his best ratings for handling his responsibilities as Commander-in Chief and America's Chief Diplomat — with a majority (54%) pleased with how he handled the surprise Nobel Peace Prize. (How will those Foreign policy numbers change if the president sends 40,000 more troops to Afghanistan?)

Biggest worry? The economy by far.  For the first time, Obama does not have majority support for how he's handling the issue that matters most.

But the president's problems pale in comparison to those of his political opponents. Only 20% of Americans call themselves Republicans — the lowest in 26 years.  Only 19% trust Republicans in Congress to make the right decisions for the country's future — compared to 49% trust in Obama.  In addition, President Obama outpaces his fellow Democrats on the Hill — by 15 points — in this measure, providing some ammunition to the perpetual White House argument to Democratic members that their political success is inextricably linked to the president’s. And unlike other recent polls, ABC-Post give Democrats a 51-39 edge in the generic Congressional ballot

Of course, November 2010 is more than a year away.  GOP fundraising is going well, and with unemployment likely to be bumping around 10%, Democrats have to expect a pretty tough election night next year.  But for today, at least, more good news than bad for the White House and its allies in Congress.

The only polls that matter to Congress are in November of even years (unless you’re an insufferable wonk excited about redistricting). Health care at this point is coming down (again) to how many Senators the health insurance industry can buy.

I am surprised people support a public option only for those who cannot afford private insurance. That is medicare and is currently available. Shows a lot of people do not understand that the public option is not for poor people, it is an option for ALL people so that the insurance companies stop price fixing and compete for the business.

I still wonder where these people are that support this public option. They certainly don’t live where I do.

After Anita Dunn admitted you are a puppet of the white house George, how do you look at yourself in the mirror and write this garbage ? Inb case you havn’t noticed Fox NEWS is getting more viewers every day. If not for them how would we have known about Acorn scandals, Van Jones being a Marxist,Or the newest School Czar? Not from ABC !

Hey ABC, you cooking the books on the public option again? Don’t think they won’t come after you too if you
don’t tow the Obama line. Aren’t you tired of being told what to say? Call out the administration! You can do it. You did good when you asked the President about ACORN. That’s the tough questions we want.
Keep doing tough questions and your ratings will go way up.

I worked for 10+ years without insurance doing meaningless jobs. One day I decided to obtain insurance I must go back to school and acquire skills that would allow me to find a better job. Never did I think that the goverment, or my fellow citizens, should be required to pay for my health care.
And now I have insurance and a good paying job. All without Obama’s help. YES I CAN!!! What’s wrong with people these days? Why is goverment the only solution? Have these “to poor to afford insurnace” people ever thought of bettering their situations without goverment help? Or are they the womb-to-tomb leeches that think the goverment’s money grows on trees?

Funny how we won’t see this covered by you…..

Wow, what a surprise. This poll stands in contrast to pretty much every poll out there. Equally surprising is the fact the left is already cherrypicking the data as proof of support for Obamacare? His 57% approval rating? Gallup has him at 51%, Rasmussen 49%, Harris 45%… you get the point.
And what is even more absurd is the ridiculous 12% difference for the Democrats in the generic ballot. Again, every other polling organization has numbers that are totally different. Are we supposed to believe that the president has, according to this poll “lower than average approval ratings”, yet the Democrats are favored by even huger margins than they were during the elecion? This poll is totally bogus, and I would love to see how many Dems it sampled vs. Republicans.

“are they the womb-to-tomb leeches that think the goverment’s money grows on trees?” – The other day I sat down and calculated that I and my family have paid about $500,000 in premiums over the years to insurance corporations. I did this after I read that the top three insurance company CEOs were paid salaries of over $7,000,000 each last year. Please don’t call me a leech because I want the option of buying my insurance through the government.

The one who will be called a leech is the government. You’d have paid much more than $500k to the government, and the money would have just gone to the unions.

Enough already, I agree with you but you are in a different age…the age of helplessness. I remember my parents making payments to the hospital for the birth of my siblings, I don’t know how long it took them but they did it. And for those who have never experienced a large bill and think insurance companies rip people off. 20 some odd years ago my son was hospitalized for a month, the bill back in the mid 80′s was nearly 100k…my insurance paid every dime. My monthly premiums since that time would not be enough money had I had to pay on my own.
But for those who just have to have a Government option please visit a Nursing home where the patient has only medicare or medicais as payment. It will open your eyes.

“those who just have to have a Government option please visit a Nursing home where the patient has only medicare or medicais as payment. It will open your eyes.” – Have you? I have worked in hospitals for over ten years and have never seen a single patient who was kicked out of Medicare while I have seen folks with private insurance kicked off their plans when they contracted a serious illness. The only thing “sure” about private insurance is that you can’t count on it if you get really sick.

Why would we even think about trusting any poll put up by ABC, NBC, CBS, CNN, PBS, or MSNBC? Now that Ms. Dunn has stated the obvious (that the White House “controls” the media), it’s very clear where the poll numbers will be. Up. I can guarantee if they came to my part of the country and took this poll, the numbers would NOT show what they are showing. This is really getting out of control. What happened to the Constitution? Free speech? Freedom of the Press?

Comments from a doctor who deals with insurance, medicare, public aid, and HMO’s every day:
1. Have you ever applied for insurance and find out your “pre-existing condition” prevents you from getting insurance (not insurable), causes your rates to be double the guy sitting next to you who is the same age, or be told you may buy a policy, but they wont pay for anything regarding the body part involved with your “pre-exisiting” condition even if it is a new problem?
If you say yes, you are not alone. This is a problem for millions of Americans.
2. Have you ever had good insurance with your job and then you lose your job
and you have no income to pay the cost of the Cobra or to buy individual ins?
3. Do you have a spouse with good insurance and he/she turns 65 and goes on medicare, but you are too young to qualify so you are left with no insurnce?
I’ve seen the above examples many times in my medical practice. There are so many more examples of gaps that occur with our current system, that it would takes pages to list them.
Tens of millions of Americans are without health insurance and most of them simply can’t afford it.
Plus, the healthy people who think they don’t meed coverage still get care in the emergency room/hospital when they have catastrophic problems (accidents, surgical emergencies etc). medical bills are probably the top cause for bankrupcies int he US.
We may not agree on the solution. but everyone has got to agree there are major problems with the current system.

Did you like the speech by Anita Dunn to the High School class If my child was there and I was watching my boy graduate – I would have rmoved her from the stage! Sorry George, but I’m calling BS on your polling. So exactly what was the sampling of said poll? I’m just curious, as the king of pollsters Scott Rasmussen has support for the ball of crap at a lowly 42%. I trust Rasmussen and Zogby a lot more than any polls generated by the MSM.

Again ABC promotes the liberal media bias, once again. The only true answer to this is happening every day in lower ratings for you and NBC, CBS CNN, MSNBC, N.Y. Times, Washington Post. All of America will be better off without your liberal left-wing scum. I can’t wait to celebrate the day when ABC goes belly-up, Your editor needs to take a refresher course in journalism to find out what it truly is. Thanks to the doctor who commented about health reform. It takes someone in the medical field to really know what’s wrong with our health care. My insurance premium has gone up 100% from 5 years ago. And don’t you dare tell me that I’m just too dumb or too lazy to get a better job so I could afford health insurance. There’s got to be health reform with a PUBLIC OPTION!

It’s like clockwork at this point.
Gallup, Rasmussen show Obama plummeting and a majority of Americans against the plans being proposed by Congress and here comes ABC/WashPo with this garbage.

Common sense tells us that the private insurance industry is ripping us off because they can. They don’t have any competition. A public option will keep them more honest as well as providing affordable insurance, something the private health insurance industry refuses to do.

I can’t afford health insurance – I have vet bills that are taking up my fees, and my tee times, and all sorts of other expenses…do I get to go on the public option and let tax payers pay for me too??
I actually did the math though on the health plan as it stands today. It’s best if I REFUSE to get insurance – pay the $750 fee – and then just shell out IF I get sick since the insurance companies are going to be forced to cover me… particularly any public option that may be created. That way if I get some major illness – they pay – but I don’t have to pay into the plan to help cover it all the way up until that time! whoo hoooo!!!!!!!
BTW – an ABC poll… being an authoritative poll? Even the President did not buy that one today when he said he would not force a public option. LOLOLOLOLOL

“Common sense tells us that the private insurance industry is ripping us off because they can. They don’t have any competition. A public option will keep them more honest as well as providing affordable insurance, something the private health insurance industry refuses to do.”——–
The public option will be no different from Medicare, Medicaid or private insurance. ANY insurance plan MUST contain costs…as in how much do they pay out for claims.
I worked for a Medicare contractor for 20 years and currently work for a Medicaid contractor. I’ve worked for and with private insurance companies. They ALL do the same thing.
I’m a medical data analyst. My job is to manipulate and analyze claims data. One of the principal uses of that data is to identify the following: fraud, overtilization, and where the plan is paying out more money than whomever controls the plan wants to spend.
The public option will not be self-sustaining without extreme control of costs AND high premiums. If they do not do those 2 things, we the taxpayers will have to keep giving it more money from the general fund. Can you say ‘bailout’? … after bailout …. after bailout.

Posted by: malcat | October 19, 2009, 9:36 pm 9:36 pm

I agree with the 95% of the posters here: Your poll numbers are not a reflection of reality – November elections will show just how fed up people across this country are with big controlling government – according to Anita Dunn, they already control all the media except FOX news and that is exactly why I get my news from FOX news.

George,
I am a conservative. Although it appears most conservatives don’t support the public option, I most certainly do. I really don’t understand how anyone wouldn’t support it especially when we are pouring 10 billion a month in Iraq. Also, I don’t understand how anyone can support the insurance company’s having the right to deny folks with preexisting conditions. I was listening to S Hannity on the radio today and he was so upset because of the public option, and after that I just had to tune out.
thanks George!

if a simple majority is required to pass something like this through congress- hold onto your seats, because the new political climate will be tossing back and forth through legislation til we all receive whiplash from it and dont know which end is up. each party will overturn the former party’s accomplishments and enact their own with simple majorities. and if this is the “emergency” that is required, then everything will become an emergency. if we let this get started, there is no stopping it. and we will all be letting ourselves in for serious dissapointments in our government.

The bogus studies, the legions of lobbyists, the media blitzes and the filling of campaign coffers has backfired bigtime for the health insurers. They have been exposed for the greedy, dishonest near-monopoly they are. We can all see now that a health care marketplace without a public option will just be another rigged cash machine for the insurers. In their desperation to hold onto their loot, the insurers overplayed their hand and may now have to earn their money more honestly. God forbid.

A health care bill without a public option is meaningless, just as price fixing among health insurers is as regards to cost control. The non-competitiveness of health insurers is the reason for the escalation of health insurance costs.

George- Please lead a campaign at ABC news to explain insurance pricing to the American public. They did a good job on This American Live last week, but that is a small audience. The bottom line is that few politians understand this. When more insurance companies are competing, the hospitals actually charge them more money. Obama talks about “greedy” insurance companies. How about people with 0 business experience running a national economy?

It would be fascinating to be able to view the profiles of each person in your 57% so we could all see what they have in common that makes them 57% strong in favor of the President’s performance currently. Since the Harris, Rasmussen and Gallup poll numbers are significantly lower that ABC’s, something’s amiss. Rasmussen had a history of being the most reliable pollster, so at 49% in his poll, America is pretty much 50-50 … again. Hardly newsworthy … just same old, same old.

Is it clever math that has more people supporting a public option than support “nanny state” healthcare?
Somehow it doesn’t compute, unless the poll questions were worded as ambiguously as bond referendums nomally are asked!
Whatever one believes or supports, the truth is that our congress is not smart enough to balance the books, and has never done so. It currently blocks the automatic cuts that medicare requires in doctor payments to keep doctors from screaming or leaving the program. So there is a slim chance that reform will do better without rationing.
Also, don’t lose sight of the $1.4 trillion deficit and the $12 trillion national debt forecast to double in just ten years. If no-one comes up with a plan to mitigate the debt all this “nanny state” stuff is a moot point anyway.
There have been somewhat vague references to reducing the deficit in the out years. whatever that is supposed to mean. But not one in the WH or the congress has even hinted at a viable plan to mitigate the national debt. A reduced deficit even if true wouldn’t do it, a balanced budget wouldn’t do it unless a part of tat budget was a pay-down of the debt.
Someone has to face it or we are doomed to fall into a Chavez style nationalization and socialism. Maybe that’s the socialist mop Obama jests about, he is just breaking us in to the idea.

Everyone I know is against the public option except for college aged kids that have no sense about money or responsibilty after their liberal collegiate programming. It is clear to me that folks are sick of blood sucking people that can’t get themselves off the couch long enough to seek a free public education and learn how to do something other than complain about what they do not have because they are too lazy.Oh, and who the hell watches ABC news anyway? I only watch it so I can say I at least tried to stomach it.You ABC guys are a bunch of weenies doing Anita’s bidding. *************************You must only know 3 people! Here are some other recent polls showing support for a Public Option.
CBS News: “The much-debated ‘public option’ –a health insurance plan like Medicare administered by the government –- still gets majority support.
GOV’T HEALTH INSURANCE PLAN”
Favor 62%
Oppose 31
Quinnipiac: American voters “support key parts of the plan, including 61 – 34 percent for giving people the option of a government health insurance plan that competes with private plans…”
Pew: “Would you favor or oppose… A government health insurance plan to compete with private health insurance plans”
55 Favor
38 Oppose
Ipsos/McClatchy: “One of the points being debated is whether or not the government should create a public health insurance plan as an alternative to private insurance plans.
Which of the following is closest to your opinion?
53% It is necessary to create a public health insurance plan to make sure that all Americans have access to quality healthcare
42% Access to quality healthcare for all Americans can be achieved without having to create a public health insurance plan”
Even Rasmussen, choice pollster of conservatives, said: “46% favor the creation of a government-sponsored non-profit health insurance option that people could choose instead of a private health insurance plan. Thirty-seven percent (37%) are opposed.”

To those claiming to never watch FOX news. We believe you. How else could you be so ignorant. Not stupid. Ignorant. Uninformed. Between the silly stuff, FOX tells the other side of things, questions the guys in power. Remember when journalists did stuff like that? It’s been a while, I know. You’re probably too young to remember. ************************You are ignorant too! Anytime after 5pm, fox news only has entertainers and news commentators……..These shows are all opinionated! Health care needs to be fixed, not destroyed. If you support Obamacare you must also be in favor of being in bondage to the state.

“New Poll: Public Option Up … GOP Down”
Rahm probably called and told him to add the “GOP down” to the story title. Kind of consistent with the democrat mentality…..if you can’t defend your policies then name call (racist always works), then blame Bush (never, never take responsibility), then blame republicans (MSM won’t point out the Dems have enough votes to pass anything they want). And if those don’t work, attack Fox News so people won’t notice how incompetent this administration really is. Apparently, ABC is on board.

If Democrats really cared about you and your healthcare, they would have had tort reform, competition across state borders, allowed small businesses and individuals to bundle their healthcare packages to get the lower premimiums large companies receive among many other options.
They don’t even trust you to read the 1500+ page bill. Is it comforting knowing they think you are not smart enough to understand it? Are you satisfied your dems are voting yes on something they won’t even read?
They are only interested in power and yes, so are the republicans. Politicians just can’t help themselves.

When did we become a society of propaganda? I call on the press to be a free press of a republic society!!! I can’t as an individual afford to pay for everyone in this country to have free health insurance!!! I had to pay for my own son $450 a month for 10 yrs. so he could have health insurance during his teen years during the 90′s so he could be cured of cancer. I freely paid it as a great sacrifice to myself. But I could never afford this to pay for everyone else and neither can the government using my tax dollars.
We can’t be everything for everyone in tthis free society otherwise we’ll go bbankrupt. Medical services will aalways cost something. When will we be realistic about this concept?

Posted by: Jack | October 20, 2009, 1:14 am 1:14 am

I can’t believe the crap that this society in America actually believes!
I can’t afford to pay for all the other people that need health insurance in this country and I can’t believe that they’d want free health insurance if they would want to wait for months to get it anyway. Why would I want to pay for others to have health insurance when I can’t afford to pay for my own family? This is nuts and very socialistic. I’ll just retire and move to another country. Screw the socialists!!!!!!!

If 57% really supported Obama and really supported a “Public Option”, then Democrats would not have to debate this bill in the basement of Congress.
Since most Americans do not have single digit I.Q.’s, they do not believe the phony results of the ‘government option’ question in any poll. Oh wait you use the word public.
Watch what politicians on the left are doing.
Hiding.
And only Fake Polls and Fools are left to believe the party line propaganda.

Posted by: Richard | October 20, 2009, 5:52 am 5:52 am

The dozens on left who watch MSNBC are telling the millions of Republicans, Democrats and Independents who disapprove of Obama and watch Fox News to know their place.
They want millions of Americans to stay in their corner and not point out the Fake Polls being used to propagandize for an unpopular plan.
There are statists throughout history who have hoped that the left in America would come to the point where they are today. A point where debate will not be tolerated and dissenters will be treated accordingly.

ONLY in an ABCNEWS poll would the polls show a favorable rating for the public option – under ANY circustances. Otherwise, the president wouldn’t currently be voting “present” still rather than mandating his party include it… and the party would not be afraid to put it in because the KNOW they don’t have the votes for it.
I guess ABCNEWS just wants to get their dems voted out of office in 2010 by includuing this option.

The American public knows you haven’t read the bill. No one voting in Congress has read the bill. The media and the Congress are saying what they’re told to say. The American public knows you don’t have the life/job experience to write this legislation. You fool no one. Put private industry and free market insurance to work and it will have the same result as the rest of the free market.
Its not about healthcare. Its about control.

I love to see the right wingers squirm. Teh first poll showing an uptick always gets this kind of reaction. Then a few days later even Fox has numbers moving in the same direction and they switch from blaming the media to insulting their fellow Americans. Only 20% of Americans call themselves Republicans — the lowest in 26 years.
Only 19% trust Republicans in Congress to make the right decisions for the country’s future — compared to 49% trust in Obama.
I certainly hope Rush Limbaugh and Glenn Beck don’t retire in the next 20 years!
And, we certainly don’t want FAUX ‘Op-Ed’ (News) to stop doing what they do best…drive people away from the Republican Party.

When Americans grow tired of the caustic partisan rhetoric and lies being flung by the GOP, and start to look at the facts rather than the drama, the truth wins out, to the Republicans chagrin. Their motto – if you have nothing to offer, just badmouth the guy with the plan…

Posted by: DaveM | October 20, 2009, 10:55 am 10:55 am

No mention whether the poll asked about the Democrats in Congress – it was GOP Congress vs Obama in terms of getting things done.
Congress’ overall approval rating is lousy. Why not ask if support the GOP Congress or the DEM Congress? That would seem to be the fair comparison. Perhaps ABC did ask that – I do not know.
But I saw the story on last night’s news – and thought then that the poll was bogus. GS seemed almost giddy in reporting the results – pretty pathetic, even for network news.

When I heard this report last night, I thought I misheard. I have small kids at home, SURELY I didn’t hear it reported that now only 20% of Americans consider themselves Republican. And so I READ it, and I am shocked. As any moderately intelligent adult can tell you, statistics can be skewed to say anything. Besides, do you really think that you can win people over in a philisophical disagreement with, “Hey, everyone else is doing it”? That’s what my middle schooler does, and I can see right through it. I would hope that most anyone can read through this ignorance, study up on the issues and then make an informed decision. Popularity contests can only go so far.

This trying to control the polls may work with the total like of true news reporting these days. Anyway I have found only 1 person who supports a public option and he only supports it if Obama does. No, it looks like you’re trying to cook the books, Sammy.

The ABC polls are way out of sink with REAL polls, which is not a suprise. Right now the public favors the GOP over the Dems by 5 points. Obama’s approval index is double digit negative and 56% DO NOT support the health care proposals of the Dems. But ABC did get a nice pat on the head from the White House which is what I give my lap dog as well. I hope some real journalists in the MSM are bright enough to understand that it was they who were really put down by the white house, not Fox.

Jake Tapper showed strength and resolve in questioning the Obama administration’s attempts to suppress Fox News. Jake will very likely be reprimanded or fired by ABC News and he will lose out on any future Obama administration interviews; but Jake was aware of the consequences and concluded that being an American was far more important. Jake now has my respect. ABC News needs to follow Jake’s lead; as opposed to following the lead of a White House Communications Director, who announced publicly in front of an audience of high school students, that her mentor is Mao Tse Tung.

Face it; the majority of Washington Post readers are Democrats. So, what would you expect the poll to state? I would put more stock in private professional polling, than a newspaper that has left leaning bias. All news organizations have bias; you just have to consider the source. The funny thing about most of the people supporting the public option is that many of them are very concerned about having choice. The public option would be the first step towards a single payer government run system, leaving Americans with only one choice – whatever Washington decides to give us. We have seen how Washington has horribly mismanaged Medicare and Social Security. They would do the same with health care. The real poll will be the one taken November 2010. That one should be interesting.

How can these polls be accurate when even republican politicians in NJ are beating the Dem candidate. It seems like every place you look from coast to coast, a Republican is leading their race. Harry Reid down in Nevada. Spector down in PA. Deeds down in VA. Corzine down/tied in NJ. These are all Dems who are going to be fighting for their life come next election cycle. So, if people are so happy with Obama and the Dems, why aren’t Dems leading in these states? Don’t pay much attention to the ABC/Wash Post polls. They are obviously slanted.

I don’t know what a wash basin has to do with polls, but Rasmussen is way out of sync with his 5 point GOP lead.
Generic Congressional Vote
51/39 (Dem +12) ABC News/Wash Post
37/42 (Rep +5) Rasmussen Reports
46/33 (Dem +13) CBS News
46/44 (Dem +2) Gallup
Dan Carruthers said, “Obama’s approval index is double digit negative”
Rasmussen is out of sync with job approval rating too.
Approve/Disapprove/Spread
55/43/+12 CNN/Opinion Research
50/43/+7 Gallup
47/52/-5 Rasmussen Reports
57/40/+17 ABC News/Wash Post
49/45/+4 FOX News
53/41/+12 Marist
56/34/+22 CBS News
Dan Carruthers said, “56% DO NOT support the health care proposals of the Dems.”
That’s not what the ABC/WaPo poll said. It found that 56% support “a law that requires all Americans to have health insurance, either getting it from work, buying it on their own, or through eligibility for Medicare or Medicaid.”

I love how conservatives making comments on here act as if one can measure the quality of a news network based on the ratings they receive. Guess what? High ratings do not necessarily equal quality news. High ratings equal quality entertainment. The reason Fox News has such high ratings is because both liberals and conservatives watch it for entirely different reasons. Liberals watch it for the entertainment, which is the business Fox News is actually in.

Posted by: W | October 24, 2009, 9:20 am 9:20 am

I also like how conservatives refuse to acknowledge carefully conducted poll results when they don’t “approve” of the data, and instead chalk it up to a mass media conspiracy. Of course! The Obama administration is obviously controlling every form of news media except for Fox News. And you’re telling the rest of us to open OUR eyes??? I would laugh if you people weren’t so sad.
