White House Outlines Next Six Months of Stimulus Efforts

ABC News' Matt Jaffe reports: Obama administration officials tonight outlined how the next six months of the $787 billion stimulus program will focus on infrastructure projects – such as roads, water projects, broadband, and housing – as the push continues to create jobs across the country. The two-year program has three phases – relief, recovery, and reinvestment – and with the first two parts of the program coming to a close as the one-year anniversary of the stimulus approaches in February, the focus will now turn to reinvestment. Most of the $394 billion spent as of December 4 has been payments in the form of direct aid to states, cities, and individuals in need, but the second half of the funds will be geared towards projects, with monthly spending on projects more than tripling in 2010. At a briefing with reporters this evening, White House officials were full of colorful analogies to describe how the stimulus funds are spaced out to provide a continued boost to the economy. “This is sort of like jumpstarting your car,” said White House press secretary Robert Gibbs. “Your car has stalled, you’ve hooked up the jumper cables – this isn’t a one-shot jolt to get your engine going. This is a sustained stimulus. It’s a sustained jolt into the economy because you don’t want to get to this point where after only a short period of time you’ve injected everything in and then you fall short.” Ed DeSeve, senior advisor to the president on the stimulus, compared to the program to his recent bouts with knee problems. “I take about a dozen Ibuprofen a day and I take them either three or four at a time,” DeSeve said. “I don’t take them twelve at a time. If I took them twelve at a time, A – I’d get sick and B – ten or twelve hours later the effect would have worn off. So I try to space them in appropriate segments so I can actually walk reasonably well.” Administration officials also vigorously defended the program’s progress up to this point, noting a recent report by the non-partisan Congressional Budget Office that said the Recovery Act has saved or created as many as 1.6 million jobs as of the end of the third quarter. The nation’s economy grew during the third quarter and job losses have slowed from 652,000 in March to only 11,000 in November. "There is no question in my mind that the private-sector US economy will begin generating robust employment at some point in the near future," said Jared Bernstein, chief economist to Vice President Joe Biden. "Precisely when that is, no one can say, but what we can say is that point is a lot closer now because of the Recovery Act." While the nation's unemployment rate improved in November to 10 percent from its 10.2 percent level in October, the improvements could also lure more unemployed Americans back into looking for jobs. "The labor force participation rate was 2 percentage points lower last month than it was two years ago," Bernstein noted. "So it is certainly possible that that could rise, which would mean to bring down the unemployment rate would take more jobs per month." Perhaps it was because of these headwinds that despite recent progress, administration officials this evening still preached caution. “The notion that we’ve ever fired a silver bullet – no one’s ever made that contention," warned Gibbs, who noted that the country's economy had to create around 100,000 jobs per month to stabilize unemployment levels. "There is a $2 trillion pothole that will not be filled by the $787 billion," Gibbs stated.

The payout rate was set by the original law, and it was always intended to take some time to get the money out. Indeed, one of the Republican attacks on the bill was that it wouldn’t get money out in time to do anything.
Republicans have reason to worry – if the stimulus works (as it and TARP appears to be doing so) then their blanket opposition is going to look awfully bad come 2010. All the Republicans will have left at that point is hoping for a terrorist attacks on Americans they can blame Obama for.

Oh boy! it will be Christmas all year for the “right people”. I guess the people in Detroit looking for Obama bucks might be in luck. In response to “if the stimulus works it will make blanket opposition look bad”. This might be true-or it may not because one thing is for certain and that is debt, not just the deficit but all the unfunded liabilities coming down the pike for all these yummies our Government is handing out courtesy of we the tax payers.
We are attempting to borrow our way out of debt and just like the the people who get caught up in those pay day loans where they end up paying off one loan only to turn around and get a bigger one and then one day they owe more than they can ever pay back. We’re just about there as a country.

Funny, that’s what many people said about the Republican’s trillion dollar tax cuts and poorly-planned war of choice that put the US into the worst recession since the 1930′s.
Let me guess – you think the solution is another tax cut, right? (Even though taxes are now the lowest since the 1920′s, something like 40% of people have fallen off the national income tax rolls completely, and government funding is too low to support a first world nation – hence the deficit addiction.)

I’m for what Ireland is currently doing…massive cuts in government spending. We did this in the depression prior to the Great Depression, when we believed in fiscal sanity.
Cuts are going to happen one way or the other. We’re reaching the tipping point. Democrats just realized they can’t raise the debt ceiling as much as they want. Why? Because our foreign overlords refuse to fund our spending binge. We’ve already exceeded our debt ceiling, which is ILLEGAL. Pain is on the way, folks. Don’t say you weren’t warned.

Why is that relevant? Well, if Republican legislators and those who elected them embraced policies in the not-so-distant past that are responsible for the deficit (and they did), and now those very same Republicans are complaining and blaming others, then that is worth talking about. Those who truly believe deficit reduction needs to be a top national priority should research and crunch the numbers pertaining to which party’s proposals are more effective in improving the fiscal picture.
The party that has been more effective in that regard?
The Democrats.

If you were to suspend federal payroll taxes for three months for all employees right now, there’s no question it would have a HUGE positive impact on the economy. And it would not be nearly as costly as these wasteful porkulus bills. Which are failing, BTW. Nearly 50% unemployment in Detroit was just reported. How’s that for “reality”?

He really does seem to be a centrist – as are the Democrats in Congress. They are working on a health care bill some call too far left – others call too far right.
It’s a problem with politics in America right now – few care about the truth or the facts, they just care about strutting their party line – particularly the right and the Republicans.

We owe our prosperity to the best government system in the world and a cultural ethos of meritocracy. And deficit spending has been a powerful tool to get out of recessions. It is only a pity that the Republican administration squandered the trillions of dollars of surplus (look up Bush’s first press conference for how much was squandered in the Republican’s thoughtless tax cutting zeal) leaving us in a poor position to get out of this recession.

And taking 30 asprin is the best way to really take care of a headache.
What any reasonable person would consider is raising taxes back to the levels they were during the 90′s, when the budget crept towards a SURPLUS and four times as many jobs were created as under the Republicans repeated tax giveaways to the wealthy and corporation. Or at least raise the capital gains tax back up the level Reagan left it at in 1988 after his tax slashing. Taxes haven’t been this low since the 20′s, they’re lower than any other first world nation in existence – gee, wonder if this has anything to do with the deficit problem?

I wonder if it has anything to do with TRILLIONS in SPENDING beyond tax receipts. I wonder if it has anything to do with 47% of “taxpayers” not paying any federal income tax at all (it was 40% before Obama came to power).
It’s so obvious that a huge debt problem is solved by spending TRILLIONS more as tax receipts continue to fall. Let’s not cut billions in government waste, worthless departments and programs, and welfare to illegal immigrants. Let’s throw even more money we don’t have in those areas! Yeah, that’ll catapult us all to prosperity.
It’s hilarious watching liberals continue to defend Obama when he’s not even listening to them. He dissapoints his leftist base on a daily basis. He just killed the healthcare bill provision to buy cheaper drugs from other countries. Not a peep from the sycophants. Just more rants of “But Bush!” They live in a world of delusion.
Liberals are in a for a very, very harsh 2010. And I’m not even talking about the election.

I sense the following:
a.) A jobless recovery with unemployment hovering close to double-digits
b.) Significant inflation which will decrease purchasing power/real incomes
Interest rates have to go up sometime. And when they do, deficits and the national debt will increase as more money will be required to service the national debt. Democrats will then push for higher taxes.
Great job, Obama. Your socialist, re-distributionist dreams are coming true.

VP Biden’s announcement of $5B more for green tech investments is great news for this nation’s green economy. Focusing energy tax credits and targeting capital investments will allow for new jobs and more modern manufacturing facilities around the nation, and with a diversity of investments in wind, solar, fuel cells, and efficient batteries the Administration is showing new initiative in promoting green tech across the board.

Great news folks !! I just looked on the “green jobs” website for Philly and guess what??? ACORN is hiring….and guess what??? It’s part of the “stimulus”…
whew! I was really scared we were going to lose this precious resouce. ACORN and Biden….perfect !!!
and tierra: I can’t give you a link on this site because this comment service won’t allow…so, since I know how important it is to you that I provide you the benefit of my research I’d suggest you google…”philadelphia green jobs” then click on the positions available list.
It’s around 5th or 6th on the list and provides a long descriptin of the job, which is basically knocking on doors for the democratic party. Huh, that doesn’t seem green to me but , hey I’m just a stupid conservative right?
I’m sure you know much better where our money should go…..

I would say I got it from Malkins site but I was the one who sent her an email alerting to the information. She posted it 40 minutes after I sent it.. I found it after watching our local news about stimulis green jobs so I googled it for a friend who is out of work. I honestly stumbled upon the information while trying to help a friend.
