Brennan: All Transferred Detainees Who Returned to Terrorism Were Released by Bush, No Recidivism for Those Released by Obama

In a letter to congressional leaders sent Monday night, White House adviser John Brennan, the assistant to President Obama for homeland security and counterterrorism, argued that President Obama had made "significant improvements to the detainee review process" under President Bush and pointed out that all the former detainees released or transferred who have returned to terrorist activities were released or transferred under President Bush.

Brennan met with members of Congress on January 13, and in a follow-up letter to House Speaker Nancy Pelosi, D-Calif., obtained by ABC News, Brennan writes that the "Intelligence Community assesses that 20 percent of detainees transferred from Guantanamo are confirmed or suspected of recidivist activity."

This includes 9.6 percent of detainees who have been confirmed as having returned to terrorist activities, and 10.4 percent whom the Intelligence Community "suspects, but is not certain, may have engaged in recidivist activities."

"I want to underscore the fact that all of these cases relate to detainees released during the previous administration and under the prior detainee review process," Brennan writes. "The report indicates no confirmed or suspected recidivists among detainees transferred during this Administration, although we recognize the ongoing risk that detainees could engage in such activity."

This is the first time the Obama administration has made such a statement so starkly.

The 20 percent recidivism rate has been previously reported by ABC News' Luis Martinez, but this letter marks the first time a US official has confirmed it on the record.

Brennan writes that the task force President Obama has established for reviewing detainees consists of "60 career prosecutors, agents, analysts and attorneys from across the government, including civilian, military, and intelligence officials. Every decision to transfer a detainee to a foreign country during this Administration has been made unanimously by all agencies involved with the review process after a full assessment of intelligence and threat information."

Those weighing in on the task force include officials from the Pentagon, Joint Chiefs of Staff, the director of National Intelligence, and the Departments of State, Justice and Homeland Security.

Brennan also took the occasion to rebut an argument made during the January 13 briefing by Rep. Frank Wolf, R-Va., who also received a copy of Brennan's letter.

Wolf has said that Ayman Batarfi, a detainee from Yemen transferred to that country by the Obama administration last December, "has worked closely with Osama bin Laden in Afghanistan and trained with a microbiologist who taught al Qaeda how to produce anthrax in August 2001, according to unclassified Pentagon documents from 2004."

Brennan said, apparently in response to this assertion, that during the January 13 briefing, Wolf "made allegations that one detainee repatriated to Yemen had been involved in weapons of mass destruction. As it has done in every case, the task force thoroughly review all information available to the government about this individual and concluded that there is no basis for the assertions Representative Wolf made during this session."

Brennan included a classified addendum to the letter detailing the case. Batarfi was cleared for release by the Obama administration in March 2009. You can read more on Batarfi here and here.

Yes, because it was the GOP during the Bush years screaming on a daily basis for captured terrorists to be released because we had no grounds on which to hold them, and to cease having them held at Gitmo and other sites because it was “against our values” or something.
Oh, wait. That was the Democrats making all that noise for all those years, at the behest of their pals in the ACLU and the legal community. And Bush was a “war criminal” for having captured and held them in the first place. Remember that? All those dopey protesters in orange jump suits waterboarding each other and demanding the release of terrorists?
Bush “reached across the aisle” to placate them, and as a result, we get terrorists released back into their former profession. Because the ACLU, Congressional Democrats and the left wanted it thus.
But Obama is a really just a big tough guy on terrorism, isn’t he?

Some people cannot take the truth. Bush did release terrorists who did return to terrorism. Fact is fact. I am sure he did not expect this but it did happen. Let’s not blame Obama for that as he is being blamed for evrything else. He is not afraid to stand up to the terrorist regime and has done so just like he was not afraid to stand up to the republicans with fact and figures and still they whine that he is scolding us. If telling it like it is ..is scolding…maybe you need it. Unless republicans realize that working together is the best thing for the country…I have no respect for them..let them whine.

by freezing non-defense spending, Obama is proving that Congress is full of hypocrites in both parties. Where is the math? We are going to spend 7.1 trillion on military and defense in the next 10 years yet no Republican will agree to cut that or pay more taxes. We are spending 1.4 trillion a year on entitlements like social security, medicare, medicaid and unemployment benefits. No Democrat or Republican wants to admit that we must reduce benefits or increase retirement age. Vote out all incumbents for the next 4 elections.

Funny how Republicans complain about the releasing prisoners from Gitmo would only put Americans into danger.
Why is that so funny?
Because that is just what the Republicans under Bush and Cheney did in 2007.
Republicans released a large number of detanees from Gitmo in 2007, many of whom are back doing their terrorists deeds.
Infact, it was Cheney who made the statement that none of the prisoners they released from Gitmo were terrorists. A proven lie with the underwear bomber.
And it was Bush who made the comment that all of those detanees who were released when through an extensive program of anti-terrorists reprogramming, so they were confident that none of them would be returning to do terrorists acts. Another proven lie with the underwear bomber.
Funny how the Republicans keep saying that Obama is bad for our security, when it was the Republicans who destroyed the safety of our country when they released those terrorists in 2007 who were detained at Gitmo.

A simple google will give you countless lists, from reputable and varied sources (just a few of which are linked), of misinformation, misleading statements, and outright lies attributable to Fox, who’s pretense of being a “news” organization has been laid bare for all to see in recent months, and not even denied by their executives anymore. Fox “news” is no longer denying their misinformation campaigns. Recent articles, concerning the hiring of Sarah palin, have even quoted Fox executives stating they are more concerned with ratings than truth. Roger Ailes, on The Round Table, Feb. 1, 2010, was caught lying in support of Glenn Beck, and admitted all he is concerned about is ratings.
Conservative ideology has proven to be the most destructive force America has ever faced. History has shown this to be an absolute, but the lies have proven too entrenched, and the masses too easily manipulated. Such mindless following is evident throughout history, where the less informed and less intelligent become the cannon fodder and unquestioning servants of the powerful. Even George Orwell could not have imagined the depths of deceit and maliciousness of such a modern and high tech thought control apparatus such as Fox.
The results are evident in the conservative based blogs and posts, where hate, racism, ignorance, and fear dull all thought. Facts and truth mean nothing. The results of the conservative propaganda machine is frightening. had partners in law firms who pushed for
their release, like Holder’s Covington & Burling.

Everything Bush did regarding Iraq was corrupt, incompetent, and suspicious. Why they were releasing so many of those detained during the Bush administration was never explained, questioned, or debated. But of course if President Obama improves the whole situation about everything it will be criticized, questioned, and complained about without end. The right wing media will be sure of that.

I am beginning to dislike Obama and the Democrats. For a group that is supposed be educated they are either very stupid or they think we are very stupid. Every time they make a statement it is either to make Bush look bad or to improve themselves at some ones else’s expense. They play with numbers, lie, and mostly whine that they are not responsible for anything, convienly forgetting that they have had control of both houses for 3 years.
I truly believe that this group “Obama and his gang” are going to ruin our country to the point it will take years to recover. The republicans are in large degree responsible for our situation, had they done there job we would not have this fool running our country.
I am not saying the Republicans don’t have their fools for they do. The Democrats have been in charge of both houses the past 3 years block every attempt by the republicans to fix our problems. But that still doesn’t let them off the hook. It just those republicans as a group they are smarter, more civil and just have more class. The Democrats on the other hand hate everyone that doesn’t agree with them.
I strongly suggest that we offer Obama a billion dollars to take Biden and leave; we would be way ahead of the game than to let this ship of fools hurt us anymore.
Just remember on thing Obama has done nothing ZERO the bail-out was Bush – Obama wants to keep that money as it is paid back. The man lies to us – America is slowing seeing him for what he is: A great speaker but nothing else and worst of all he is a liar. Ok… so in a magical world of make believe that Obama lives in, he and his adminstration are actually trying to tell us that NOT ONE SINGLE suspected terrorist who has been transferred out of GBC since late January of 2009 has taken up terrorist activity whereas 20% did under Bush? I have no doubt that 20% did under the previous President. No doubt. However, to actually come forth and make the BOLD claim that “we are PERFECT,” just sounds a bit too good to be true.

Not mentioned is that John Brennan worked under President Bush and was the person who headed up the terrorism programs, funny how Tapper didn’t mention that, and these guy haven’t even been out of their ‘ rehabilitated programs” yet that the Obama administration sent them so let’s see the figures a year from now and not mentioned a lot of these people were let lose from a jail break in 2007 in Yemen.

I didnt watch FOX so is this all a LIE or propaganda or is it just TRUE?
1.Majority of Americans dont want this bill on Health Care.
2.Obama said we will be out of Gitmo by Jan. 1st
3. Obama said I will have every bill online to read before we vote on it.
4. C-span will be in all sessions of Healthcare
5. No Jobs for Lobbyist-
6. I will make sure we have competitive bids no just given.
7. Make it impossible to slip into “Pork Barrell Projects”
8. Make Government Open and Transparent
9.I will cut the Deficit in half, by doubling spending
10. I will have no earmarks in stimulus, there were 9,000 of them
11 I will create 5 million new jobs in renewable energy.

In December there were stories on the bios of the six that were released and their backgrounds were scary.
Obama just released six hard core terrorists back to yemen to go free five days before the christmas bomber and plans are still in tact to release 35-40 more to yemen by end of 2010. All the prisoners had gone to afghanistan to fight americans and one of the prisoners had even been guarding Bin Laden in tora bora.
Brennan and Gates visited Yemen to try and get Yemen to do the same rehab program as Saudi Arabia that failed so bad. Obama sent Brennan and Gates over to Saudi Arabia in May to praise Saudi Arabia for the plan even though saudi arabia announced last february the plan was a failure.
Obama administration’s excuse for sending 6 terrorists to go free in yemen after the same program in saudi arabia was a failure was that Obama administration said one of the detainees was in the court process. So because one detainee was in the court process Obama never appeals a court ruling and thus even released five more detainees. That is why you never put a liberal lawyer in charge of national security.
Brennan is the same guy that praises hezbollah how great citizens they are and how they are becoming doctors. Most left wing administration ever.
Frank wolf had been warning Obama for months not to send the terrorists back to yemen.
Obama sent them back to Yemen even after the fort hood attack and knowing that Yemen was now a hot bed for terrorism and a radical cleric had set up a base there.
The terrorists bush released even obama administration admitted they hadn’t done anything and were using it as cover.

Everyone likes to keep bringing up the last eight years, the last three years both the senate and the congress were completely controlled by the dems!!
GWB oversaw one of the longest expansions of the US economy in history!! He had one of the highest approval ratings of any President in history of 90%.
Things started to go south about 2008, for a cookie can anyone tell us what big political change happened in 2008? Here’s a hint, the Repubs lost control of the house and senate in the elections that year. Plus the Iraq war and the wire tapping legislation was over whelming approve by both Dems and Repubs.
See it is real easy to throw out meaningless selective quotes. Lets see how many of those freedom loving Gitmo alums are still loving us in a couple years from now :)

The special 10 percent bracket is eliminated.

The entire 2008 campaign was based on lies. Obama, Pelosi, Reid and other liberals made promises and pledges they did not keep. Now, Obama is campaigning for 2010 and 2012! Americans are fed up with HCF and Cap and Trade. We want them to create jobs, reduce debt and treat terrorists as terrorists, among other things. Obama and the liberals in Congress plan to cram this down our throats, regardless of what it takes. They made deals “behind closed doors” at our expense. We don’t want this massive, intrusive government. What happened to transparency and C-Span? Remember, the liberals control Congress. This is the most corrupt administration in American history.

Actually, the 80% (all released under Obama, of course) went to college, got their degrees applied for green cards and all have high-paying jobs at one or more of the companies that met with the Democrats in secret to formulate health care “reform.” As a group, they just finished construction of a Habitat home and are now on their way to Haiti to help rebuild. I am told that two of them are actually now teaching Sunday school classes and donating all of their pay to help the U.S. overcome Obama’s $1.4 trillion deficit.
