Rahm Apologizes for Privately Calling Liberal Activists “Retarded”
White House chief of staff Rahm Emanuel apologized to the head of the Special Olympics today after the Wall Street Journal reported the fiery Chicagoan privately called a group of liberal activists "f—ing retarded."
Last August, Emanuel "showed up at a weekly strategy session featuring liberal groups and White House aides," the Journal's Peter Wallsten reported lastTuesday."Some attendees said they were planning to air ads attacking conservative Democrats who were balking at Mr. Obama's health-care overhaul. 'F—ing retarded,' Mr. Emanuel scolded the group, according to several participants. He warned them not to alienate lawmakers whose votes would be needed on health care and other top legislative items."
A White House official confirms that Emanuel made the remark and reports that Emanuel called Tim Shriver last week when the Journal story first appeared to apologize to the disabled community and the apology was accepted.
"The White House remains committed to addressing the concerns and needs of Americans living with disabilities and recognizes that derogatory remarks demean us all," the official said.
The apology was reported earlier today by Politico's Ben Smith though it was first reported last Thursday by Disability Scoop, which bills itself as "the first and only national news organization serving the developmental disability community including autism, cerebral palsy, Down syndrome, fragile X and intellectual disability, among others."
Shriver heads the Special Olympics, which has launched a campaign urging people to stop using the term "retarded" as an insult, "Spread the word to end the word."
Former Alaska Gov, Sarah Palin, who has a son with Down's Syndrome, was offended by Emanuel's reported remark, posting on her Facebook page: "Just as we’d be appalled if any public figure of Rahm’s stature ever used the 'N-word' or other such inappropriate language, Rahm’s slur on all God’s children with cognitive and developmental disabilities – and the people who love them – is unacceptable, and it’s heartbreaking.
"A patriot in North Andover, Massachusetts, notified me of Rahm’s 'retarded” slam,'" Palin wrote. "I join this gentleman, who is the father of a beautiful child born with Down Syndrome, in asking why the Special Olympics, National Down Syndrome Society and other groups condemning Rahm’s degrading scolding have been completely ignored by the White House. No comment from his boss, the president?
"As my friend in North Andover says, 'This isn’t about politics; it’s about decency. I am not speaking as a political figure but as a parent and as an everyday American wanting my child to grow up in a country free from mindless prejudice and discrimination, free from gratuitous insults of people who are ostensibly smart enough to know better… Have you no sense of decency, sir?'"
This is not the first time someone who works in the White House has called Shriver after an errant remark. Last March, President Obama called Shriver from Air Force One after joking on the Tonight Show that his notoriously bad bowling skills were "like the Special Olympics or something."
(One alternate theory is that the president was comparing Jay Leno's patronizing "That's very good, Mr. President," to the affirmations given to Special Olympics athletes, but that's not how Shriver took it, nor has any White House official supported that explanation.)

He used the word as an adjective, which is a descriptive term. It has been associated with developmental delays, but that is not the only use for the term. Yes, this was not a tactful, tasteful, or particularly sensitive use of the word. But, stop getting distracted and sidetracked by the minutiae, folks. Sarah Palin and her ilk are just trying to get mileage out of this. Wasn’t she the same one who was whining about the way the media pounced on all of her verbal faux pas? Do people realize that “retarded” is a formal clinical term? Before that, “idiot” was used to described those who have a level of mental retardation. I have a son with Down syndrome, (and I am African American) so I get that the “R” word can be upsetting in when used as current slang for “stupid”. However, we have not eliminated “idiot” from our vocabulary. No one gets upset. I also don’t think it can’t be compared with the “N” word. That word has a whole different history and was used to negatively socialize and marginalize an entire race. (Former Gov. Palin should probably stick to advocacy for whatever she is qualified to advocate for and leave that which she has little to no personal knowledge of alone.)
I do not find the word “retarded” offensive. However, I find the over use of it in our everyday vernacular to mean something negative annoying. There is a difference.

The military sears curse words into your brain by the end of boot camp so, the government should be to blame for occasional slips of the tongue by veterans. We have to have some strong words available to use against the extremists on the right and left. Rahm being critical of liberal extremists is a good thing. Some Republicans need to use some strong language against their elephant in the room, Rush Limbaugh. I agree, people of special needs should be offended by being equated with Huffington or Rush. Give people with Down’s syndrome or something similar the microphone and take it away from people that want to split our country in half.

“Retarded” in its dictionary definition is an adjective that means “less advanced in mental, physical or social development than is normal for one’s age.” According to the definition, Rahm’s comment used the word correctly, if in a less than flattering statement about liberals. He did not call them “retards” which would have been the equivalent of the “N” word, the word that cannot be named for fear the earth would perish in moral indignation and be swamped with apologies to the winds and clouds.

While it was a stupid choice of words – the juvenile profanity as well as the word “retarded”, I don’t get what all the hullaballoo is about using the word retarded to refer to people who are cognitively/intellectually handicapped. My 41 year old brother has Down Syndrome and no one in my family has ever been offended by the use of the word “retarded” when used in reference to his condition. I can’t think of any family members of his peers who are put out by this word either. His cognitive/intellectual abilities are retarded, there is no question about it. The word retard is a clinically correct word to describe someone with limitations either mental or physical.
The word itself is not the issue. The issue is Emanuel used it as an insult against people who do not meet the medical definition.
By using that word against a group of people he was angry at and considered to be stupid implies that retarded individuals are stupid.
Many mentally- and physically-challenged people are rather intelligent and gifted. It is wrong to use retard as an insult.
An example: the word for a female dog is perfectly acceptable to refer to a female dog. It is an extremely offensive and foul word when used as an insult against a person.

Its not about being politically correct it is about demeaning the defenseless. My daughter has cerbral palsy, she didn’t “catch” cp by doing something stupid. She was born that way. True enough it is a medical term, but the way it thrown around it is demeaning. It’s not about political correctness, it’s about dignity. I mean really, grow up and show some respect for the most defensless in our society.

It was announced this weekend one of our premiers, governor to you, is going to the states for heart surgery that is not available to him on Canada’s government run system. If not for your present system I guess he would die. be careful what you wish for. My daughter is one of these ‘retards’ your president and his staff make fun of and the medical care we can get is awful. There are drugs that will help but we cannot have them on the government run system here.

The definition of retarded has nothing to do with people with developmental disabilities. In fact to actually associate the word with a person with handicaps is an insult. So for Rahm to use it to describe the plan is basically saying it’s moving along slowly and stalled. For Palin to be upset because she has a child with disabilities and she associates her child with the word “retarded” is an insult to her child. She should really know the definition of words, and so should some of these posters, before you comment on it’s meaning.

I find it interesting that the apologies on the left only come after the story hits the headlines. If Harry Reid really felt apologetic about the comments he made regarding then-Senator Obama, why didn’t he call him right after he said them? Ditto for Rahm Emanuel. If he made the comments last August, why did he wait until last week to apologize? Apologies made right after the comments are made indicate contrition for the offense. Apologies that come only after the offense is revealed publicly indicate that the speaker is sorry – but only for getting caught…..

Rahm forgot to apologize to all of us who have been activists on behalf of the Administration, supporting the President’s health reform agenda. Calling constituents, appearing at townhalls, writing letters. The only time the agenda moved forward was when we PUSHED, i.e. called Blanche Lincoln and Mary Landrieu, and yes, took out ads showing their “true allegiance” to their insurance lobbies. Apparently Rahm prefers offering bribes. That to me, is “retarded” (no offense to Special Olympics or Sara Palin intended). There seems to be an argument about the proper use of the word “retard” w/some arguing it is OK while others are arguing it is not.
My question is why did Rahm apologize if it wasn’t wrong?
You can answer this question in two ways. He apologized because he thought it was wrong or he did not think it was wrong and apologized as a matter of political convenience.
Either reason is poor example of leadership. The apology from someone who does not think he is wrong is a sign of weekness and a sign a person won’t stand by principle. Not a good choice for Rahm.
Neither choice makes him look good.

Many of these phrases, including swearing, are done because we have heard them all our lives. People would not use them if they were giving a prepared speech or writing an article, but in a spontaneous conversation (especially if you are upset) might use them without think. If I were the parent or family member, or an advocate for people with mental disabilities, I can see them being upset. But I’m not. I am however, on the Right, and not a fan of Mr Emanuel at all. That said, everyone knows he’s not Mr Clean. In the sort of setting they were in, him coming from a purely political point of view, he was right. Should he have said it a different way? Yes. Am I going to get outrageously outraged over this? No. Plenty of other things to be peeved at the man for.

I was not shocked by an insensitive statement from Rahm, no one should be. This is by no means the worst thing that he will say while managing the Obama Administration. I am considerably more disturbed by the coverage of this story on World News Tonight, which made it a Sarah Palin story. I am a big Diane fan and switched my TiVo when she got the job, but the tone of this report stunk of NBC news politics and I’m not sure I value World News Tonight the same way anymore. Stay neutral.

The word “retard” is insulting to the learning disabled in ANY context. We know he wasn’t intending to directly insult the learning disabled, but in using the word “retard”, he did. The most disturbing thing about this whole story, is that this was a private conversation. I don’t know anyone that hasn’t used language that would be deemed hurtful or inappropriate in public, while in private. He’s a human being. And I don’t know anyone, including myself that hasn’t made off color remarks about a race or a people in general. And the most ironic thing of all is Palin and her outrage. It describes something that is not fully functional due to a developmental hindrance. I love retarded people as much as fully functional people but that does not change the fact they are RETARDED. If the term is offensive it is not due to any inherent quality of the word but rather the context in which it is used. In this case it was inappropriate but the word itself aptly describes the condition of the developmentally challenged.
We should respect others feelings out of courtesy, even if we disagree with terminology and philosophy – it’s not nice to be mean.
What Rahm did was insensitive but imo not something someone should be fired for.

What I am offended by is the fact that over the last 8 yrs under the previous administration the disabled were ignored, cast aside. In a time of economic slowdown one should be concerned about efforts to retard the country. The retards are the ones actively intent on blocking progress and preventing the country from extracting itself from a difficult situation. Denial of service should not be part of the political process. It is unamerican and unconstitutional. People have a right to representation and to be heard in Congress. To allow only one’s own opinion to be heard is tantamount to advocating a one party system. We have enough problems with the two-party system. The Constitution rightfully denies representation to those who deny representation.

In regards to Sara Palin’s remarks on face book yesterday. The nerve of her to accurse Rahm Emanuel of “indent tactics” which is just an example of her own crude references to the Obama Admistration. The “N” word! WOW. Just tell us how inappropriate/racist you really are. Ms politically correct. Speaking of “decency” Sara should stop exploiting her children for political gain and become the mother that she pretends to be. She has no idea of the underlying factors of parenting a child with disability or retardation. Waiting for 18 months to have your child diagnostic by a neurologist, simply because only a limited amount of physician will take Medicaid, well it is “indecent” to think that she represents the bulk of mothers parenting children with special needs. Not being able to work a full time job because if you make just “enough money” to make ends meet then what medical benefits you do have will possabily be exhausted. I am a proud black educated, single parent of a child with special needs/retardation and cognitive and developmental disabilities, etc…. What is insulting is that the only reference that she could use is to refer “the kids that we love,” with the language of the “N Word.” I am sorry, but Mrs. Palin got it wrong again.
In addition, teenage pregnancy has been an issue in America for decades in urban and rural communities, blacks, “The N Girls,” and low income communities, have dealt with this issue for decades and continue to do so today. I am insulted that Palin thinks that her daughter is the “poster girl” that can represent this population of individuals. I believe that Exploitation is the proper word for her indecent and condemning opinions. If she could walk a mile in the shoes of the under privileged.
I think it is time for America to focus on the primary issues that will strengthen this county and the resources/solutions which are necessary to support these parents and individuals that deal with the financial struggles and medical challenges which we face daily. This is just another distraction to building a healthier America.

Rahm Emanuel’s comment shows his true personality. He should never have been placed in a position of authority at ANY level. Just because the “Chicago Way” seems to be acceptable in Chicago, doesn’t mean it is acceptable to the rest of the world. His apology should be to two groups: All people with a mental disability and all of the people who objected to Obama’s plans. The best apology he could make would be a resignation. He is an embarrasment to this country and should be one to Obama.

Rahm was right: the progressive ideas were “retarded,” and he shouldn’t have apologized. US citizens, becoming so highly sensitized to any language that might even be considered demeaning, are now busy robbing words of their meaning, and in so doing are robbing the Town Square of the ability to have meaningful, let alone respectful, debate.

Sara Palin makes her argument irrelevant when she compares the word demeaning African – Americans to the word used by Rahm demeaning people with disabilities. Remember Isaiah Thomas when he was apologizing, he used the same word he had used in a derogatory way to demean a certain group of people? His apology was not accepted. What I’m saying is that Sara Palin should not use or even think of those words that demean other groups to discount words used by others. She looses credibility even when she could be right.

I am a little surprised that Obama’s comment on Univision should be so castigated. As a citizen of the United States with Latin American heritage, I would interpret the words and actions of many running for office today as an attack. When someone attacks me as vociferously as they have been attacked in so many ads and comments, I would probably label them as “Enemies” as well. And, yes, I would urge a vote against them. Likewise for those whose religion is Muslim.

I am however, on the Right, and not a fan of Mr Emanuel at all. That said, everyone knows he’s not Mr Clean. In the sort of setting they were in, him coming from a purely political point of view, he was right. Should he have said it a different way? Yes. Am I going to get outrageously outraged over this? No. Plenty of other things to be peeved at the man
