Health Reform and Viagra for Sex Offenders?
ABC News' Z. Byron Wolf reports: Here's where we are with the health reform bill. One of the beautiful things for Democrats about the budget reconciliation process they are using to tweak their health reform law is that the bill is not filibusterable. The beautiful thing for Republicans is that any old amendment can be offered and get a vote. Sen. Tom Coburn has released his list of amendments to the reconciliation bill. Democrats will try to defeat all the amendments, if possible, to avoid another vote in the House. But Republicans will make that goal as tough as possible. So the first amendment Coburn is offering is pretty tough, politically, to disagree with. It would ban the government from covering erectile dysfunction medication for sex offenders who get their insurance on the exchanges. While banning the coverage of those drugs would save money, it would also create new policy. And under budget rules, would probably need 60 votes instead of the 51 usually required during budget reconciliation. Either way, Democrats will probably have to plug their noses and vote against the amendment. Then they’ll be on record with the vote. You can imagine the campaign commercial… cue scary music… “Politician X wants to give Viagra to sex offenders…” The full list of Coburn’s amendments (he’s only one Senator, expect many many more) is below, as released by his office: No Erectile Dysfunction Drugs To Sex Offenders – This amendment would enact recommendations from the Government Accountability Office to stop fraudulent payments for prescription drugs prescribed by dead providers or, to dead patients. This amendment also prohibits coverage of Viagra and other ED medications to convicted child molesters, rapists, and sex offenders, and prohibits coverage of abortion drugs. (Note: the creation of exchanges could allow sex offenders to receive taxpayer-funded Viagra and other ED drugs unless Congress expressly prohibits this action – see additional background attached) Bureaucrat Cap and Trade – This amendment would ensure that no provisions in the health bill increase the size of government bureaucracies in Washington, D.C. This amendment requires that for each government bureaucrat added to a government agency as a result of this act, there must be a corresponding decrease in a government bureaucrat at that agency. The federal government should not grow the bureaucracy in Washington, DC when one in 10 Americans is looking for work and twice as many are underemployed. Congress Should Not Lecture Americans About Fiscal Responsibility – This amendment would strike the creation of a new $375 million government program the new health bill (The Patient Protection and Affordable Care Act) intended to promote personal and financial responsibility. It is ironic that Congress, that amassed a $12 trillion deficit, should lecture Americans about financial responsibility. This government “responsibility” program duplicates existing government programs and adds hundreds of millions of dollars to the tax burden funds. In short, there is nothing responsible about the new responsibility program. Repeal New Powers Given to the Secretary of HHS. Nearly 1,700 times in the new health bill (The Patient Protection and Affordable Care Act), the Secretary of HHS is given new authorities to write regulations, issue definitions, and decide on the fate of Americans’ health care. Congress should be empowering patients and physicians, not bureaucrats in Washington, DC. If You Like the Health Plan You Have, You Can Keep It. President Obama promised that Americans who like their health care plan would be able to keep it. However, the Congressional Budget Office has said that millions of people will lose their current coverage under The Patient Protection and Affordable Care Act. Unfortunately, for many Americans, the reconciliation bill is even worse news, as it made changes to some grandfathering provisions. The changes to grandfathering provisions would mean that individuals with guaranteed renewable plans in the individual market will NOT be able to keep their current coverage at the current price, but would immediately be issued a new policy and charged more. This amendment strikes changes to grandfathered plans, so Americans who like the health care they have actually can keep it. Implement Republican Ideas President Obama Has Endorsed To Crack Down on Waste, Fraud, and Abuse. The President’s Proposal for health reform, released on February 22, 2010, highlighted nine Republican ideas to combat waste, fraud, and abuse. This amendment includes each of those policy provisions which have been endorsed by President Obama. Certainly Washington politicians should be serious about stemming the hemorrhaging of taxpayer dollars lost to waste, fraud, and abuse. Senators will have an opportunity to vote on proposals which have received bipartisan support, and which the President has endorsed. Ensure Nondiscrimination For Providers Refusing To Perform Abortions and Respect for the Rights of Conscience. This amendment would ensure health care providers are not forced to participate in abortions or discriminated against because they choose not to perform abortions. The federal government should never require health care providers to violate their deeply held moral, ethical or religious beliefs or discriminate against them because they choose to exercise their consciences and not be involved with abortion. This amendment would protect health care providers from being required or coerced to perform abortions. Exempt Class I Medical Devices from New Taxation. Taxing latex gloves and band-aids is not health reform and only increases the cost of health care for patients. This amendment would exempt all Class I medical devices – such as band-aids, wheelchairs, hospital beds, and surgical gowns – from new federal taxation. Motion to Commit Bill to Committee and Return In Compliance with President Obama’s Promises. During his presidential campaign, then-Senator Obama repeatedly made several promises related to what health reform would accomplish. The bill he signed today breaks those promises. This amendment would send the reconciliation bill back to the Finance Committee and direct the Committee to report back out a bill which would allow him to keep his promise.

I really don’t understand point number 2. If 10% of Americans are looking for work, doesn’t that mean it’s a good time to create new jobs by growing the bureaucracy in Washington DC?

I would add that anybody, including the President, who gets Federally funded healthcare needs to provide an apostiled, official copy of his or her birth certificate. In addition they must state any alias, other names, or other passports they have held in the past. This will ensure that the person is who they claim to be and cut down on healthcare fraud.

Perhaps I’m wrong, but this seems incorrect. The Coburn/viagra amendment doesn’t meet the requirements for reconciliation. So doesn’t it mean the parlimentarian would rule it that way & there would be no vote?

The Dems are now trying to get a federal law to allow felons voting rights in prison, Republicans should block this. What wll be next, guns in prisons? Perhaps prisoners will be allowed representation through a Prisoner Cable News Network division of NBC..

Coburns amendment will only affect his party so why not let the party of Tom Foley and Larry Craig cut off the boner supply to all the other repuglican monsters?
Why didn’t Coburn pass this as a separate bill when the R’s had all 3 houses of govt for 6 years?
Coburn cheers on “protesters” who use the N word to congressmen, and crash planes into IRS buildings.

MY FAvorite is Pelosi saying Let’s read the bill so we can see what’s in it! true statement-google it.
It’s amazing to me that most of these comments are obviously from people who have not researched the bill that took months of arm twisting, back door deals and kick backs, threats (Rahm in the nude for one) and then shoving it through on the slimmest margin against constitutional law.
A monstrosity that is about control more than health care.
The bill paves the way to completely control every aspect of your lives in a tyrannical manner. How do you like the army provisions? Oh, yea, don’t know about that? It’s there for the next vaccination push and who knows what else?
The fact this bill mandates you MUST buy something, NOW means our loving government can demand you buy what they want you to own… a slippery slope folks.
When this fake and the men behind the curtain are done w/ us, we will be a complete police state.

If Sen Coburn were serious about this issue he would have introduced it during the open debate about the bill. He had months and months of time to take this action, but did he?
In fact, he could introduce this as a stand-alone piece of legislation; if it is as good of an idea as described, he might get many co-sponsors and easy passage on its merits (not on political gamesmanship). Will he? Will any Republican?
These types of trumped up issues are feeble as they are so easily explained and debunked.
Please try and be a little serious and not waste time and space with such simplistic rhetoric.
