Obama on Health Care Passage: ‘This Is What Change Looks Like’

“This is what change looks like,” President Obama said appearing just before midnight after the health care bill passed in the House of Representatives by a vote of 219 to 212.

“Tonight at a time when the pundits said it was no longer possible, we rose above the weight of our politics.”

Standing with Vice President Biden in the East Room of the White House the president said that the vote tonight proved “that we are still a people capable of doing big things.”

Calling the vote “momentous,” the president thanked those members of Congress who stood up with “courage and conviction” admitting that he knows that it was not an “easy vote" for many members.

“Tonight’s vote is not a victory for any one party,” Obama said. “It’s a victory for the American people and it’s a victory for common sense.”

Obama predicted that the vote tonight will “give rise to a frenzy of instant analysis,” but cautioned that it is more than poll numbers and winners and losers: It’s about a “system that works better for the American people.”

The president warned that this legislation will not fix everything in the health care system, but said that it moves the nation in the right direction. 

“This isn’t radical reform, but it is major reform,” he said.

The journey still goes on, the president said, referring to the Senate on Tuesday taking up the revisions that the House has embraced.

“Some have predicted another siege of parliamentary maneuvering in order to delay adoption,” Obama said. “I hope that’s not the case.”

He called for the overhaul bill to be implemented properly.

“We march on with renewed confidence, energized by this victory,” Obama said. “In the end, what this day represents is another stone firmly laid in the foundation of the American dream. Tonight we answer the call of history as so many generations of Americans have before.”

Obama – Shutup! It’s bad enough this BS health bill passed, but to have you stand up there and rub it in the faces of American citizens is downright disgraceful. You are the worst, most disappointing excuse of a President I have ever seen. With 36 states lining up to bar the health care in their states you think a reasonable, smart person would get the idea that the majority of Americans DID NOT WANT THE HEALTH CARE BILL!
I am ashamed to even say I am an American anymore. This is so embarassing for our entire country.
I am looking up every idiot that voted for this and campaigning hard against them come November. Let’s vote out EACH and EVERYONE out of office.
Better yet, let’s IMPEACH OBAMA for not listening to the people of America as they fought this bill from start to finish.

Republicans will win a lot more people to their side if they will learn to behave civilly. Their petulance and rudeness are real turn-offs. Calling Stupak a baby killer was disgusting. Booing and interrupting and all the other bad behavior of the tea partiers and other supporters of the extremists says to me that they think they know better than anyone and that they think they ARE better than anyone else.

This bill is tragic mistake, middle class people will be taking on their shoulders the most weight by payning VAT, (value added tax) you know the same as Europe has,they love it soooo much, 25 % extra of ours 8% , so totlling to only 33%, no prablem, just think of Obama smiling to palosi and pelosi rolling empty eyes and behind them abbys, one would think of something like a brain may be, she doesnt need no brains, she is smarter then stupit brains, you can get stroke i you have brain, , Pelisi is safe, lets be happy

Yes, fortunately Republicans stood together (unlike the “stimulus” vote) and opposed this disastrous legislation. Obama and Pelosi set very high expectations for this legislation and every shortfall of the healthcare will land (rightly or wrongly so) at the feet of Democrats.

First, health care is not a right as the government is infringing on the rights of others (to keep more of their earnings) in order to provide for those who do not have (but this is a completely different discussion). Second, access does not equate to quality (as we will find out as implementation of this legislation plays out).

David Frum (like David Brooks) self-label a conservatives in an effort to find some form a legitimacy and audience. Anyone who understands conservatism would not include either as representative of “mainstream conservative” thinking.

Prgressive momma: what benefits will we see by November? The majority of this bill wont even go into affect until 2014? Remember they have to try and get taxes and cuts of medicare for 4 years to try to get a head start on the costs because of the 2 trillion dollar price tag. So the real benefits we are going to see is nothing and we will be taxed on our current insurance to pay for it. You are also jumping the gun a little. This bill still has to go through reconciliation and alot of this bill will be junked during this process and we will see if the house will still vote for it in the revised form.

There is no Common Sense in the bill, that’s why it’s so wordy and over 2000 pages.
Common Sense dictated a different solution but Congress failed to find it.

Now since the bill has passed I suppose the media will get busy, break down the bill and tell us of the hidden tax increases- privacy restrictions that are in it not to mention the fresh new batch of irs agents hired to track our checking accounts.
And for those who think the jobs situation will improve-you still have pockets where unemployment is going south and sooner or later the average* person will be able to see that there is a difference in buying a job with tax money thrown about or jobs created by someone taking a risk, developing a product or service and then selling it for a profit.
The average person is someone who has not become comfortably numb and has lost their pride with unemployment extensions, food stamps and government programs to keep them in their homes but a person who desires more for themselves and their families with a job that gives them more than this and a little dignity to boot.

How can human beings oppose this legislation with any heart. They sound like Ebenezer Scrooge, because without such health care legislation, you are saying let those die with pre existing conditions, low pay wages or unemployed and decrease surplus popluation. Help the needy? Liberty for all? Bah humbug. And how can these ultra conservatives call themselves Christian when Jesus is very clear that what they don’t do for the most needy, sick and poor, they don’t do for their Lord. When asked what one must do to be saved, Jesus said give your wealth to the poor and come follow me. And so the republican Christians who oppose this must also walk away sad that their fate is doomed because money is more important than the need of God’s people.

There are much better ways than what Congress came up with to fix the Health Care Problem here in the USA.
A caring person with a heart knows that a bad solution is the wrong thing to do and thus, they must, in good conscious, oppose it.

Paul Krugman has a good column up at NYT called “Fear Strikes Out”. the whole thing is good, and I agree with it, but this conclusion is particularly good:
“This is, of course, a political victory for President Obama, and a triumph for Nancy Pelosi, the House speaker. But it is also a victory for America’s soul. In the end, a vicious, unprincipled fear offensive failed to block reform. This time, fear struck out. “

Prgressive momma: what benefits will we see by November?
Here are some of the benefits which take effect within a year of the President’s signature on the health care bill, per Reuters Fact Box “US healthcare bill would provide immediate benefits” (some go into effect after 90 days, many go into effect withing 180 days)
Insurance companies will be barred from dropping people from coverage when they get sick. Lifetime coverage limits will be eliminated and annual limits are to be restricted. (No more recision or coverage restrictive coverage limits!)
Insurers will be barred from excluding children for coverage because of pre-existing conditions.
Young adults will be able to stay on their parents’ health plans until the age of 26. Many health plans currently drop dependents from coverage when they turn 19 or finish college.
Uninsured adults with a pre-existing conditions will be able to obtain health coverage through a new program that will expire once new insurance exchanges begin operating in 2014. (temporary high risk pools)
A temporary reinsurance program is created to help companies maintain health coverage for early retirees between the ages of 55 and 64. This also expires in 2014.
Medicare drug beneficiaries who fall into the “doughnut hole” coverage gap will get a $250 rebate. The bill eventually closes that gap which currently begins after $2,700 is spent on drugs. Coverage starts again after $6,154 is spent.
A tax credit becomes available for some small businesses to help provide coverage for workers.
I’ll also add that in many communities, community health centers will receive funding to provide health and preventive services to people with no access right now.

If you go to the article I quoted and paraphrased from, it lays out the timeline for what happens in 2011, 2012, 2013 and 2014.2015 and 2018 as well. For example, an excise tax on high cost employer-provided plans isn’t imposed until 2018, after the exchanges have been in operation for a few years.

The real issue is jobs, jobs and jobs. yes, there will be more government jobs to monitor and charge fine to those who don’t buy insurance. Corporations will be less likely to do new hiring , because of increased tax for HCR, and greater uncertainty about the future of private industry. for example, Caterpillar is against HCR, because it will cost 100 million dollar more every year.

Its also a victory over shady disinformation campaigns, scorched earth tactics, and for Congress doing SOMETHING.
Though from a purely political perspective, the GOP took a risk, and lost.

This legislation is ridiculous.
We have been handed over to the insurance companies. That sounds like the sort of change Senator Dowd can use to get an interest free loan or other really good kick backs for the next election cycle.
Worse is we could have had a system like health savings accounts – like that proposed by Jeffery Flier the dean of Harvard Medical school. No, instead we have a government that thinks they are Rambo and acts more like the crew from Zoolander.

The US Conference of Catholic Bishops sent a letter to Congressmen on Saturday asking them to vote no on this bill.
The bishops also argued that, despite claims to the contrary, “the status quo prohibits the federal government from funding or facilitating plans that include elective abortion. The Senate bill clearly violates this prohibition by providing subsidies to purchase such plans.”
“While the Senate provides for one plan without abortion coverage in each exchange, those who select another plan in an exchange to better meet the special needs of their families will be required to pay a separate mandatory abortion fee into a fund exclusively for abortions. This new federal requirement is a far more direct imposition on the consciences of those who do not wish to pay for the destruction of unborn human life than anything currently in federal law.”

“Apparently they will not even try to address the serious problems on abortion funding, conscience protection and fair treatment of immigrants.”
“We are bishops, not politicians, policy experts or legislative tacticians. We are also pastors, teachers, and citizens. At this point of decision, we cannot compromise on basic moral principles. We can only urge — and hope and pray — that the House of Representatives will still find the will and the means to adopt health care reform that protects the life, dignity, conscience and health of all.
“The legislation the House adopted, while not perfect, came closer to meeting these criteria. The Senate legislation simply does not meet them,” the bishops said.

progressive mama, thanks for posting the site for when changes become effective. Our oldest is graduating college this May and it is good to know he will be able to stay under our insurance plan by the end of this year. This alone will save our family at least $2400 a year!
Like you, I am so happy this reform passed. It could be improved but as it stands it will do a tremendous amount of good. I love that seniors on Medicare will be able to get a well-checkup at little or no cost each year. With seniors on fixed incomes (and thus saving doctors visits for when they are ill) this will help health problems be caught early. There are just so many common sense changes like that one in the bill.

How many of you have had to go without insurance? How many of you have been laid off and had to pay Cobra almost all of the check that you received every week for health insurance? How many of you have had to charge your insurance on your Mastercard because you husband is self-employed and there are no jobs? Until you have been in the situation that alot of people are in, you may not understand the need for something to be done.We are paying for the uninsured now, what is the difference? I try to put myself in other peoples shoes. If I lose my job, I will be without insurance, I have a heart condition, before now, I would have to go without any coverage. I know that it will take awhile for all of the changes to take place, and I also know that I won’t like everything about the bill, but at least it is a step forward!!

My patriotism is for the land and the people. I don’t want the fact that I have good insurance to blind me to the fact that my neighbor can’t afford it, through no fault of their own. The suffering of those without insurance is monumental. How can I call myself patriotic if I didn’t care about the people who are my fellow Americans? I should be upset that insurance companies were ripping people off left and right. I should be upset that those with pre-existing conditions were denied coverage. All of the wrongs that this bill will correct should have upset us all these years.
With the passage of this health care bill, I’m going to be smiling all day today, happy for my fellow Americans, as well as my own family.

Dear loving God in heaven, please oh please please please let my state be one of the 36 that are working to bar Democrat Nanny State Health Care Reform. Guide my state lawmakers so that they are successful. Give them strength to remain diligent in the face of Obama corrupt political pressure. If a republican congress handed us over to the insurance companies the left would be up in arms. How foolish to see this as anything but a take over of the US by corrupt interests.
There is a thread of reverse racism here from those who hate American culture. Yes, America has a rich culture and we like it. I know that is a problem for the Democrats. Sorry! We are a kind and generous people. That is pretty obvious as we have let this travesty go on.

Lydia,everything you wanted could have been done (and with Republican support) without creating a new entitlement program at the cost of at least $1.5 trillion.Pelosi et.al. never wanted Republican input-anybody who saw the recent Obama-Republican powwow could see that the Republicans had many good ideas and many good objections to this bill.On another post you claimed that this bill will increase medical coverage for seniors.How is that possible if this bill cuts $450 billion from Medicare-a program already threatened with insolvency?Our bond rating is in danger of dropping below AAA-what effect will that have on the inevitable borrowing that will be needed to fund this bill?

He’s right. This is what his change looks like: a house that he has divided right down the middle and the change of a free society based on capitalism to a socialist society based on corporatism. Funny, I didn’t hear anything about that in his campaign speeches. Wasn’t he supposed to bring and end to partisan poitics? He did bring an end to business as usual. Now it’s business by the Democrats alone and everyone else just has to suck it up until their voted out.

@PO’d – I always find it interesting how the gov thinks that it IS America. And if you don’t like their policies then you should leave America the country. The gov is not America but rather simply the governing body destroying America the country. The country America belongs to the people and if we don’t like the gov’s policies then they need to leave.

Yeah previously the government backed student loans allowing banks to cash in on profits while taxpayers assumed the risk.
Now the middle man has been eliminated and the taxpayers gets a bigger share of the profits while still assuming the risk.

To PO’d… do you have loans? Because if you did, you might know that there are people who have those private loans and got screwed with 12% fixed APR’s and don’t have the ability to consolidate their loans like with Direct Government Loans. That means it makes it even harder to pay them back and raises the default rate. It’s actually HELPFUL for the goverment to remove those subsides and loan the money directly. There is no private loan company profiting off the government and students in that equations. WOW.

The US Government orginally had a function to protect the American people from corporate abuse. Since it has been remiss in upholding that responsibility, and the American people have suffered as a result (of course not the the people making money out of it), the current Administration is attempting to correct the imbalance. You may not like it. But it has to be done. Hopefully, once the corporate mongers that get billions of our dollars each year have had their grip loosened, the government will not seek to take thier place of control, but continue to support and promote the free, and fair growth and development of individuals and small businesses in the USA. Hopefully the American people are not shortsighted…and that they will allow those people instigating changes to complete the process over time and not interupt the flow of progress out of fear.
